Provision of spare AT supply cable for CLS penal in single line electrified section of Bhopal division.

1. For participating in tenders for an electrical nature of work, the contractor shall have to possess valid electrical license of appropriate voltage issued by any State Government under Clause 45 of Compilation of Rule of Indian Electricity Rules 1956 or as amended from time to time. Electrical works of 11KV and above including OHE, A class Electrical Contractor license is essential. 2. The license can be possessed with one of the partners or in his own name if sole proprietor. Firm should submit a self-attested copy of the Electrical Contractor License along with the offer; otherwise the offer will be summarily rejected.

I/we the tenderer (s) am/are signing this document after carefully reading the contents.

I/We the tenderer(s) also accept all the conditions of the tender and have signed all the pages in confirmation thereof.

I/we hereby declare that I/we have downloaded the tender documents from Indian Railway website www.ireps.gov.in . I/we have verified the content of the document from the website and there is no addition, no deletion or no alteration to the content of the tender document. In case of any discrepancy noticed at any stage i.e. evaluation of tenders, execution of work or final payment of the contract, the master copy available with the railway Administration shall be final and binding upon me/us.

I/we declare and certify that I/we have not made any misleading or false representation in the forms, statements and attachments in proof of the qualification requirements.

I/We also understand that my/our offer will be evaluated based on the documents/credentials submitted along with the offer and same shall be binding upon me/us.

I/We declare that the information and documents submitted along with the tender by me/us are correct and I/we are fully responsible for the correctness of the information and documents, submitted by us.

I/we certify that I/we the tenderer(s) is/are not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of submission of bids, either in individual capacity or as a HUF/ member of the partnership firm/LLP/JV/Society/Trust.

I/we understand that if the contents of the certificate submitted by us are found to be forged/false at any time during process for evaluation of tenders, it shall lead to forfeiture of the Bid Security and may also lead to any other action provided in the contract including banning of business for a period of upto two year. Further, I/we and all my/our constituents understand that my/our offer shall be summarily rejected.

I/we also understand that if the contents of the certificate submitted by us are found to be false/forged at any time after the award of the contract, it will lead to termination of the contract, along with forfeiture of Bid Security/Security Deposit and Performance guarantee and may also lead to any other action provided in the contract including banning of business for a period of upto two year.

The power of attorney in the name of person authorized to all correspondence related to work along with resolution passed by the board of Director, affidavit stating the tenderer is the sole proprietor of the said firm in case of proprietary firm. Copy of POA may be attached.

Tenderers are requested to submit his postal address for correspondence fixed line telephone number(mandatory) and mobile number( if any) and Fax number ( if any) with the offer.

Tenderers are requested to submit along with the offer attested Xerox copy of PAN card .

Tenderers are requested to submit along with the offer Bank details. i.e. Bank account No., Name & address of Bank and IFSC code No.

The unit prices are inclusive of all taxes including GST. The supplier of goods and /or services (Tenderer ) would be subject to GST Act and rules as applicable from time to time.

As per Railway Board letter No. 2017/CE-I/CT/4 dtd. 23.06.2017: Tender will examine the various provisions of the Central Goods and Services Tax Act 2017(CGST)/Integrated Goods and Services Tax Act 2017(IGST/respective state's Goods and Services Tax Act 2017(SGST)also, as notified by Central/State Govt. & as amended from time to time and applicable before bidding. Tenderer will ensure that full benefit of input tax credit (ITC) likely to be available by them duly considered while quoting rates.

Copy of GSTIN registered under CGST/IGST/UTGST/SGST Act, shall submit alongwith other details required under CGST/IGST/UTGST/SGST Act to railway immediately after the award of contract

Copy of P.F. Code, Challan and balance sheet No. for engaged employees for contract works ( Employees Provident and Miscellanies Provision Act-1952)

I / We have read / gone through Conditions regarding inclusion of "Letter of Credit" as mode of payment attached as "Annexure LC". As per Rly Bd Letter No. 2018/CE-I/CT/9 date 04.06.2018, special condition of LC has been applied for having advertised value is equal to or greater than Rs.10 Lacs.The contractor shall have the option to take payment from Railways through a letter of credit (LC) arrangement.

The above option of taking payment through LC arrangement, once exercised by tenderer at the time of bidding, shall be final and no change shall be permitted, thereafter, during execution of contract.

An undertaking that the Firm /Company is not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of opening of bids, either in individual capacity or as a member of the partnership firm or JV in which the Company was / is a partner/member. Concealment / wrong information in regard to above shall make the contract liable for determination under Clause 62 of the General Conditions of Contract.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

INSTRUCTIONS TO TENDERERS:

The tenderer shall thoroughly go through the entire tender documents and strictly adhere the instructions and directions given at different pages.

Tender Document Cost once paid is non-refundable.

All the required/supporting documents should be scanned, digitally signed and uploaded.

If the Tenderer(s) deliberately give(s) wrong information/ incorrect documents in his/their tender or create circumstances for the acceptance of his/their tender, the Railway reserves the right to reject such tender at any stage. The entire EMD and any other dues available with Railway against that contract will be forfeited. Action will be taken to suspend the business with the tenderere for a period of one year. In addition, Administration reserves the right to prosecute under suitable law.

All terms and conditions in the tender documents are binding on the Tenderers.

Railways reserves the right to accept or reject any or all the tenders and to award the work in whole or in part without assigning the reason for any such action.

The Tenderers are advised to visit the site of work in their own interest and acquaint themselves with the site conditions and expected quantum of work and assess all the site specific difficulties to be experienced while executing the same and the rate shall be arrived duly considering all the facts above and quoted in the tender. Any representation at a later date specifying the site difficulties shall not be considered.

The tenderer shall upload scanned copies of mandatory credential such as Experience, Turn over certificates and any other documents as applicable, all documents related to Partnership Deed/Joint Venture/Consortium/ MOU, should be up loaded at the time of submission of bid.

Opening of e-tender online:- The e-tenders will be opened online using the IREPS portal. No representative is required to be present for opening of tender and taking notes of rates quoted and ranking as the complete details of rates etc. of all the bidders shall be available to the bidders in the website after the opening of the tender.

In case the date of closing mentioned in the Notice Inviting Tender is declared a holiday/bandh/strike etc. on any account, the date of closing tender online will not be changed as the application in the website of IREPS does not permit submission of any offer after closing date and time of the tender. However, opening of tenders online will be on the next working day after the closing date/time of tenders.
