Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPPP portal due to internet connectivity issues and technical glitches at bidders end

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The intending Bidder/ firm/ company are advised to visit the work site before submission of the tenders

The necessary Certificates / documents in support of eligibility criteria fulflled as stipulated shall be scanned and attached to e- tender document. The original certificate / documents shall be produced prior to the opening of bid for verification. Scanned signature of the Bidder/ firm/ company authorized representative of the Bidder/ firm/ company shall be attached while uploading bid document

If any of the dates mentioned above happens to be a general holiday, the next working day holds good

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

Corrigendum will be published in the website for all modifcations or corrections if any

The contractor should mention their recent correct postal address & mail address in declaration forms

All materials like steel, cement etc., required for the above work should be procured by the contractor only. No departmental supply of any materials shall be made by Dept

The contractor should adhere to the accepted execution plan submitted by him under any circumstances without linking to the pending payment of the work & also Land acquisition problems if any

Typographical errors, if any, will not be the ground for any claims by the Contractor.

Scanned signature of the Bidder/ firm/ company authorized representative of the Bidder/ firm/ company shall be attached while uploading bid document

Incomplete tender documents will be rejected

As per the Karnataka Building and other Constructions Workers Welfare Cess Act 1996, 1% of the bill amount will be deducted from the bills

The contractor should adhere to the accepted execution plan submitted by him under any circumstances without linking to the pending payment of the work.

Original documents should be produced for verification at any stage of the tender process, as and when sought for. Failure to produce original documents will lead to disqualifcation. work done certifcate should have all the details CR no, work order issuing date, work completion date and year as asked in bid document

The Applicant shall be registered in KPWD/CPWD/KNNL /CNNL/ KBJNL/VJNL and Other Public sector Organizations and shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by GOK/GOI

Restrictions on Public Procurement from Bidders of certain countries as per Government order No.FD 455 Exp-12 2020 Bengaluru dated:01-04-2023

Royalty charges are applicable as per the prevailing GO at the time of payment during the execution of works, if any minor minerals are required, contractor have to abide by the prevailing rules and acts applicable to minor minerals. As per the prevailing rules, for any use of minor minerals, the contractor has to submit the mineral dispatch permit (MDP) obtained from mines and geology department if mineral dispatch permit (MDP) is not submitted by the contractor along with the bill, the prevailing penalty DMF contribution as per the Karnataka Minor Mineral concession rules 1994 (as amended from time to time) will be deducted from the contractor bill.

The agencies participating in the tender shall be registered in the Construction Labour Board as per the G.O.No.LD 300 LET 2006 Dated:18-1-2007 and Addendum No.LD 95 LET 2013 Bengaluru Dt:1-4-2013. Also the contractors entrusted with the work shall employ the labours only who have registered in the Karnataka Building and Construction Workers Welfare Board failing which the contractor shall be liable for any further action as deem by the authority

Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms as mentioned in bid document for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with Clause 25.5 of ITT and Clause 43 of the Conditions of Contract for all works

The Bidder shall quote the rates WITHOUT ADDING GST for either materials or works contract (Service). All duties, taxes, and other levies payable by the contractor under the contract, or for any other cause, shall be included in the rates, prices and total Tender Price submitted by the Tenderer.

The contractor has to make his own arrangements for procurement of all the required materials and the materials so procured shall confirm to the relevant IS Specifications and obtain necessary quality certificate from authorized quality control.

The Contractor is fully responsible for the Equipment / Material until the same is handed over to the EXECUTIVE ENGINEER in an operating condition after commissioning. The Contractor is responsible for the proper maintenance of equipment / material as well as protection of the same against theft, elements of nature, damages etc., while in his custody as well as after erection until the same is taken over by the EXECUTIVE ENGINEER under due acknowledgment in writing

The tenderer shall also disclose if there are any bankruptcy proceedings against him.

The Work Done Certificates shall be issued by the Executive Engineer with indent number mentioned (if work done in Karnataka State), otherwise it shall be issued/counter signed by Superintending Engineer (if the work is done in other states)

Sub-Leasing/G.P.A of Work is Prohibited.

Each Item Of BOQ To be read as with all lead and lifts, loading and un loading charges and as per the direction of Engineer in charge.

The tender processing charges paid by the bidder/ firm/ company are not refundable even if the tenders are cancelled

The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the work listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent

Income Tax : Latest copy of the Income Tax Clearance Certificate and Sale Tax Clearance PAN and TAN Nos. to be uploaded

All other terms and conditions as per KW4 tender documents ARE APPLICABLE

Contractor should up load profit and loss account statement for the last five years

All the specification in the Schedule-B should be read as complete with all lead and lifts,loading and un loading and as per the directios of Engineer in charge of the work

The Defect liability period is 365 days after the completion of work

Annual turover certificate along with Balance sheet certified/attested by Chartered accountants should be uploaded with 18 digits system generated unique number (UDIN number)

For payments releated to GST contractor should abide to prevalling FD order No FD 417 Exp 12/2024 Bangalore dated 09-08-2024

Star rates are applicable as per Government Circular No PWD 159 CRM 2009 KGS Bangalore dated 30-09-2010

All the conditions in Govt order No MID 319 MISU 2024 60 Bangalore Dated 16-07-2024 are applicable

Technical Criteria

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)
