Eligibility Criteria

Tenderers should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Purchaser to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation of Tenders.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka or they shall not be under a declaration as black listed. Self-declaration and Notary certified date should be after the tender notified date

The bidder shall have registered office and running retail/wholesale outlet shop and the details of which should be enclosed with the tender document as an attachment.

The Chief Executive Officer, Zilla Panchayat Uttara Kannada, Karwar reserves all and every right to amend or cancel this tender at any time prior to the deadline for submission of tender.

Tender prepared by the tenderer shall be in English language only and supporting document and printed literature may be in either in Kannada or English

Tenderer shall pay an EMD of Rs. 22,500/- as per the E-procurement procedure and failure for payment of which may result in rejection of the tender.

Tenderer must annex Income-Tax Returns filed for the last 3 financial years (2022-23, 2023-24 & 2024-25) and must submit scanned copy of PAN Card along with tender document

Tenderer must submit the audit report of last 3 financial years (2022-23, 2023-24 & 2024-25) obtained from the charted accountant only (UID No. must be mentioned).

Tenderer must have a total of at least Rs.27.00 lakhs turnover in last 3 financial years (2022-23, 2023-24 & 2024-25) and this must be certified by the CA only. And turn over must be from the supply of the items mentioned in the tender only.

Tender prices shall be quoted in Indian Rupees per unit. (Inclusive of all taxes and transportation charges too)

The CEO or his representative will open all tenders in presence of the tenderer or their representatives, if any who choose to attend at the time and location of opening the tender. They shall sign a register evidencing their attendance. In the event of specified date of tender opening been declared a holiday, the tender shall be opened at the appoint time and location on the next working day

The Chief Executive Officer, Zilla Panchayat Uttara Kannada, Karwar or his representative will prepare minutes of tender opening. Lowest tender rates will be accepted.

EMD of the unsuccessful Tenderers will be discharged/returned as the earliest. Anyhow the EMD of the successful Tenderer will be discharged upon completion of entrusted task regarding supply of good quality materials in good condition with in stipulated time.

Tender shall remain valid for period of 1 year after the deadline of submission of tender prescribed by the Chief Executive Officer, Zilla Panchayat Uttara Kannada, Karwar

The agency shall submit all documents regarding GST Paid Receipts, GSTR 3B Returns & GST Clearance Certificate for the period of last 03 years i.e. Financial Year 2022-23, 2023-24 & 2024-25.

The Chief Executive Officer may impose any additional terms & conditions as the Government may prescribe from time to time.

Successful bidder shall submit an Affidavit in form of agreement binding to condition of tender agreement.

The agency which supplied the materials should have an MAF (Manufacture authorization certificate form) certificate from the authorized dealer/company.

The agency has to submit Satisfactory certificates from the earlier goods supplied to different Govt departments of the Karnataka State in last 03 Years (2022-23, 2023-24 & 2024-25).

The agency which supplied the materials should have a Brand with good Company name and specifications need to be submitted and uploaded it in technical bid.

All aspects regarding the acceptance and rejection of this tender process lies with the discretionary power of under signed authority or power delegated to the officer by him.

Tenderers must submit/upload all the documents asked in the technical bid and quote the rates in financial bid separately.

Financial bid will be opened only after the successful completion of technical bid where only successful technical bidders financial bid will be opened.

Successful tenderer has to supply the Desktop Computers as per the given specification to the office of the Chief Executive Officer, Zilla Panchayat Uttara Kannada, Karwar at his own cost within the 7 days from the date of receipt of sanction order. And 5% additional supply than the amount put to tender right is reserved with CEO Zilla Panchayat Uttara Kannada, Karwar.

The tenderer shall examine all instructions, forms, terms and specifications in the tender documents. Failure to furnish any of the required information may result in rejection of the tender
