Railway reserves the right to procure this tendered item only from RDSO-approved firms (UVAM Item ID :3100449, Electron Beam Irradiation Cables:,SubItem ID:3100449002). The status of the firm shall be reckoned as on the date of tender opening and not thereafter, unless a case of downgrading, removal, suspension, or banning occurs.

Procurement from OEM manufacturers (RDSO-approved only) or authorized agents/dealers. (1)Railway reserves the right to place the entire quantity order either on the Original Equipment Manufacturer (OEM) or on an authorized dealer nominated by the OEM (2) If an authorized agent/dealer of the OEM participates in the tender, a valid Tender Authorization Certificate from the OEM/Principal, along with an undertaking that the OEM shall take full responsibility for the quality of the material, including all warranty obligations, shall be submitted.

Earnest Money Deposit (EMD) : 1. EMD shall be 2% of the estimated tender value and shall be taken from all bidders for contract value above Rs. 25 Lakh subject to the applicable exemptions. For details please refer 2.0 Part A of Southern Railway Tender Conditions available under the mentioned link in the tender. 2.Authorized dealers are advised to remit the EMD amount for consideration of the offer.

Price Variation Clause (PVC) : Tenderer must submit their offers with rates based upon IEEMA PVC formula as P = Po + CuF [Cu-Cuo] Where, P = Price Payable [Ex Works/Basic] As adjusted up or down in accordance with above formula [In Rs Per Mtr.] Po = Price Quoted/Confirmed [Ex Works/Basic] [In Rs. Per Mtr.] CuF = Variation Factor For Copper (CuF= 0.1656) Cu = Price Of Copper Wire Rods. The price is as applicable on the first working day of the month, 02 months prior to the date of Inspection certificate, As Per IEEMAs Basic Prices Of Raw Material Circular For Insulated Cables [In Rs Per Kg] Cuo = Price Of Copper wire Rods. The price is as applicable on the first working day of the month, 02 months prior to the date of Tender opening, As per IEEMAs basic prices of raw Material circular for insulated cables [in Rs per Kg] (i.e., month of June 2026) Note: (1) Basic rate can vary upto the upper ceiling of + 20% but there will be no ceiling for prices to go down. (2) If firm delays the supply against any installment of delivery, the updated price applicable will be lower one of the applicable price as per due date of installment or as applicable as per actual supply. (3) The bidder should submit their bid with above PVC formula. The bids with fixed price or any deviation in PVC formula and/or Base date of indices will be summarily rejected.

Failure consequences are as follows : In case the firm fails to execute the contract within the original delivery period,the purchaser will be entitled to impose liquidated damages for extension of delivery period. For any reason, if thesupplier fails to supply goods as per the conditions of contract, as amended from time to time, Purchaser shall havethe right to levy damages from the supplier for failing to comply with the contractual conditions, not by the way ofpenalty, an amount equal to security deposit of the defaulted order amount. These damages shall be treated asrecoveries outstanding against the vendor and dealt with accordingly.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Packing Instructions : Packing & Marking should be as per the governing specification to ensure the safe delivery of the consignment. The manufacturer should mark their name and the date of manufacture on the items supplied against the purchase order, as specified in the drawing wherever indicated, or at a location where the markings will not be obliterated during service.

The offers shall be evaluated based on the GST rate as quoted by each bidder and same will be used for determining the inter se ranking. While submitting offer, it shall be the responsibility of the bidder to ensure that they quote correct GST rate and HSN number. Purchaser shall not be responsible for any misclassification of HSN number or incorrect GST rate if quoted by the bidder.

All taxes, freight, packing, forwarding & other charges should be quoted in numeric only @ financial tabulation. If any make is available, it should be specified.

Goods and Service Tax (GST) shall be applicable as per GST act (Please refer Para 14.0 ( a to h) Part-A of tender condition. INPUT TAX credit benefit if any accrued should be passed on to the purchase as reduction in Basic Price, or else the following certificate should accompany the bill: A) It is certified that no INPUT TAX credit benefit has accrued on materials invoiced/billed for, that can be passed on to Purchaser. B) Firm should submit the Invoice/Bill clearly indicating the appropriate HSN and applicable GST rate thereon duly supported with documentary evidence. C) Firm should also give a declaration that any additional Input Tax Credit benefit, if become available to supplier, the same shall be passed on to purchaser without any undue delay.
