Chiller Package
The chiller package offered shall be from a reputed Chiller OEM who has been carrying out the business of supplying and servicing chillers in India for at least the past 10 years. The OEM shall have an installation base of at least 100000TR of Chiller Units in India and installed and commisioned at least 10000TR of Chiller Units in the past one year. The Chiller OEM shall also have their office premises and their own Service Set up in Chennai with at least 4 qualified technicians. A warehouse of the OEM stocking all essential spare parts in Chennai is also mandatory.
All the Chillers will be sourced from the same OEM.
A confirmation letter from the OEM that they are willing to Supply, Commission, Provide warranty support and undertake AMC for the Chiller sourced through the HVAC Contractor is required.
The OEM shall have a Centralised Remote Monitoring Centre to which the Chiller Plant & Chiller Plant Manager can be hooked up through internet to allow for remote monitoring, troubleshooting, maintenance scheduling, carryout predictive analysis, carryout energy optimisation and analytics.
Water Cooled Centrifugal Chiller-
Supply of Centrifugal Type Water-cooled Chiller Units as per specifications comprising of following, fully assembled at factory on a compact skid: a. Semi-Hermetic, fully field serviceable centrifugal compressor alongwith motor, gear assembly etc., Motor shall be suitable for 415V+10%V, 50Hz, 4 Wire. b.Flow Control Inlet vanes, Oil Pump etc., c. Shell and Tube type Condenser (2 Pass) d. Shell and Tube type Evaporator (flooded type) e. Electronic refrigerant flow control valve, Interconnecting pipework, sensors, safety cutouts etc., f. Unit Mounted / Floor Standing VFD for smooth startup and capacity modulation with filters to limit the THDi levels to less than 5%. The VFD shall be cooled by air only. Refrigerant or Watercooled VFD's are not acceptable. g. Electrical control panel with Isolator, contactors, relays etc., h. Refrigerant and safety controls sensors i. All necessary power and control cabling in the electrical panel and between panel, VFD and Compressor (incoming power would be made available only at the isolator in electrical panel of each chiller by client - Entire unit to be suitable for 415+10%V, 50Hz,4 Wire) j. Complete refrigerant charge k. Microprocessor control panel with backlit LCD/LED display for easy menu driven operation of chiller and control of chiller. Chiller shall have suitable interface / cards to enable the Chiller to be integrated with a BMS on BACNET over IP. The microprocessor panel shall also be compatible with the Chiller Plant Manager of the OEM.
Refrigerant shall be R134a
Chiller Inlet and Outlet Water Conditions to be considered as 14 deg C and 6.5 deg C respectively.
Condenser Inlet Water Temperature to be considered as 32.2 deg C. Maximum Condenser flow permissible would be 3.5USGPM/TR of capacity delivered.
Fouling Factors for Condenser and Evaporator to be considered as 0.001 and 0.0005 Sft-F-Hr/BTU respectively.
Chiller shall be capable of operating at any load condition between 30% to 100% at the above mentioned Condenser in, Evaporator Out and fouling factor conditions.
The Chiller shall be capable of operating down to at least 40% at an enhanced condenser water entry condition of upto 35 deg C with the Chiller outlet and fouling factors as per above conditions.
In case vendor is offering chillers in odd pass configuration, water box to be provided which would allow for descaling of tubes without removal of pipework.
Chillers will have to meet or exceed ASHRAE 90.1 energy efficiency requirements for both full load and IPLV values.
Chillers will also have to meet or exceed ECBC 2017 requirement for IPLV as applicable for ECBC+ at AHRI conditiions.
Note: Apart from input power alongwith earthing at breaker in electrical panel of each chiller, no other provision would be provided by Client. Any UPS power for control panel or oil pump would not be provided by Client and the same to be provided by vendor if required.

Unloading of Chillers at site, Shifting them to location in the Plantroom at ground level and positioning them.

SITC of flow switches for condenser water , chilled water in the respective pipework and wiring them to the chiller control panel.
Carrying Out Factory performance test in an AHRI certified test bed by simulating actual tender conditions for 25%, 50%, 75% & 100% Loads for one of the Chillers that would be supplied to the Client. Test would also include operating the chiller at the limits of load(ie 30% at tender condenser water entry and 40% at enhanced condenser water entry). Note: Chiller shall be factory tested with the same VFD that would be supplied as part of the package and not any other VFD.
Charges for arranging for factory visit for client nominated personnel to witness performance test. Charges to include to-and-fro travel charges from Chennai, Travel insurance, Visa fees, Documentation charges, Boarding & Lodging, all incidental expenses etc.,for 3 persons for witnessing chiller test as mentioned above in Item No.5
Installation, Commissioning of Chillers ( including pressure test, evacuation as required and refrigerant charging) and run testing them for a period of 72 hours continuously and training Client's operation and maintenance staff.

Provision of acoustic treatment for the chiller. The treatment shall consist of providing acoustic jackets to compressors, providing suitable acoustic louvres in the unit/around the unit to ensure that the sound pressure level does not exceed 70dB(A) at 1m from the Chiller at any point around the Chiller.
Installation, Commissioning of Chillers ( including pressure test, evacuation as required and refrigerant charging) and run testing them for a period of 72 hours continuously and training Client's operation and maintenance staff.
Chiller Plant Manager
Chiller Plant Manager shall consist of programmable Controller/s, DDC Controllers networked to all the chillers and its peripherals and shall be able to control, modulate and monitor them so as to operate them in the best energy efficiency configuration, equal run hours, equal starts etc.,. The CPM shall have an in-built web server which can be accessed through any standard web browser to view the status and control various equipments and shall be suitable for connecting with a CPM Server Software. The CPM shall also be capable of providing alarms and trends. The Chiller Plant Manager, DDC's, Sensors and Software shall be as per Specification. The Chiller Plant Manager System shall be capable of being connected to a Centralised Remote Monitoring Centre of the OEM to monitor, analyse, troubleshoot and carryout predictive analysis of HVAC system. (This option may be exercised by the Client at a later date and hence the capability should exist in the system)
SITC of Chiller Plant Manager Controller/s, DDC's capable of Monitoring, Modulating and Controlling various equipments for each Parcel as per IO summary provided. Price to include all licenses, integrations as per IO summary and providing necessary GUI in the software.
SITC of Server for Hosting Chiller Plant Manager Software. Central computer system comprising of minimum Intel i7 3.3 Ghz processor, 2 x 2 TB HDD in RAID-1 Config, 64 GB RAM, Graphics Card with minimum 2 Nos Full HD outputs,Minimum 21'' LED type Capacitative Touch Screen monitor with full HD resolution, 104, 12 function key board, mouse, network adapter,multimedia speakers etc . The system shall be pre-loaded with Windows 8/10/11 Professional or latest Linux operating system suitable for the software.The server shall be powerful enough to run all applications without any observable time lag. It shall have provisions for accepting dual supply sources. It should be supported by a standalone UPS for 10min battery backup provided by the contractor. Please note that the above mentioned is the minimum configuration being suggested and vendor shall provide a system with higher specifications if it is a requirement of their software or to meet the performance requirements as called for in this tender. Price to include 2 year subscription for Microsoft Office 365 software and its installation on the system.
SITC Chiller Plant Manager Software - to be installed in Server. The Chiller Plant Manager shall be capable of connecting with the various Chiller Plant Manager Controller/s installed over various Parcels through network and provide full operation functionality for the same as per specification.
SITC of network switch/switches(no of ports to be as per vendor's requirement + 25% extra ports) and creation of an independent IP network to support the CPM system proposed. System shall work as a standalone system and may get connected to Client's network through suitable firewall (firewall will be in the scope of Client). The switch shall be with 2 Layer Semi-Managed suitable for CAT-6 cable, 10/100 with 2 Giga Combo ports. LAN & OFC cabling will be measured and paid as per item given separately in this BOQ) .The switches shall also have provisions for Optical Fibre connectivity The switches shall be mounted on a suitable wall mounted racks. Entire network shall be designed in such a way that it is able to handle all data traffic seamlessly with minimum delays as specified.

Cooling Towers
SITC of Induced Draft, Counter flow cooling tower in FRP construction with CTI certification as per specification complete with Sump, GI Hot dip framework, FRP casing, PVC fills, Drift Eliminator, high efficiency fan, fan motor, distribution pipework, spray nozzles, ladder, SS bolts and nuts , make up water with heavy duty float valve and quick fill connections , drain & equaliser connections etc., Sump capacity shall be minimum 4000 litres per tower. The location in the sump where the pump suction pipe is connected to has to be deep enough to avoid formation of vortexes or cavitation at the design flow.
Place of installation to be considered as Chennai with design ambient wet bulb temperature of 28.deg C. Outlet water temperature from cooling tower shall not be more than 32.0 deg C. Water flow rate to be considered as 1400 USGPM.
The price should include shifting to terrace, grouting to pedestals with grouting bolts etc.,
Total Heat Rejection of each Cooling Tower shall be 475TR - fan motor not to exceed 15KW
Supply of Fan motor and blades of the same model as used in the cooling tower as spare .

Construction, assembly and coupling shall be provided in a manner that would facilitate removal of pump impeller and shaft without moving the motor.

Piping & Valves
CONDENSER WATER PIPING
SITC of Condenser water piping with MS ERW pipes in welded construction complete with all fittings, flanges, support etc., as per specification and protected against corrosion with Hot Dip Galvanisation. Entire piping work to be done in such a way with flanges at all appropriate locations such that entire piping can be either pre-fabricated at factory / carried out at site & disassembled. The pipework fabricated shall then be hot dip galvanised as per specification. After Hot Dip Galvanisation, the pipework shall be assembled at site using flanged joints without resorting to any sort of further welding works / cutting works. Cost to include all associated costs for transportation, assembly, disassembly, re assembly, loading, unloading etc.,

Two copper flats of 25 x 6mm. shall be braced to this copper plate through out the overlaping length with the copper plate and brought to the surface of the earthpit.
