Financial Eligibility Criteria (As per GCC Part-I clause No.10.2 (Advance Correction Slip No. 1)): The tenderer must have minimum average annual contractual turnover of V/N or V whichever is less, where V=Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB (Format attached with tender document details & in GCC), along with copies of Audited Balance Sheets dulycertified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Annexure-VIB must be certified by the Chartered Accountant and figure of contractualturnover shown in this annexure shall be segregated from the total turnover shown in the audited balance sheets.
As per the Railway Board's letter No. 2019/Elect(G)/165/1 dated 22/04/2020, the eligibility criteria of works contract regarding exemption to RDSO approved sources in respect of technical/financial eligibility criteria for repair/rehabilitation/up-gradation/modification of Electric Locomotives items and equipments/sub-assemblies thereof are given below: (i)The technical eligibility criteria as contained in GCC April'22 or any amendment thereafter for works contract may be dispensed with in cases of bidders, who of bidders who are either OEMs or sourcesapproved by RDSO for related works contract. This exemption shall be extended to PUs approved sources also for various safety/ vital items which were transferred to PUs vide Board's letter No.2001/RS(G)/779/1dated 07/12/2016. (ii)The financial eligibility criteria as contained in GCC April'22 or any amendment thereafter may be dispensed with in cases of bidders, who of bidders who are either OEMs or sources approved byRDSO for related works contract. This exemption shall be extended to PUs approved sources also for various safety/ vital items which were transferred to Pus vide Board's letter No.2001/RS(G)/779/1 dated 07/12/2016. (iii)Open tendering system should preferably be adopted for award of such works contracts. (iv) Firms not featuring in RDSO or PUs approved sources for various safety/ vital items which were transferred to PUs vide Board's letter No.2001/RS(G)/779/1 dated 07/12/2016 of works contracts shall have to fulfill the eligibility criteria as stipulated inGCC April'22 or any amendment thereafter. (v)For prescribing the technical eligibility criteria and defining similar nature of work to beindicated in the tender document and NIT, (vii)Exemptions regarding technical & financial criteria shall not be givento authorized dealer with tender specific authorization given by the OEM and such dealer shall have to fulfill required eligibility criteria as per GCCApril'22 or any amendment thereafter.
The firms/tenderers who are not appearing in UVAM asapproved/developmental vendors of nominated vendor/sourcesapproving agencies will not be considered for exemption in eligibilitycriteria. The status of vendor (i.e. approved or developmental vendor)shall be reckoned as on date of tender opening and not 1.1.1 thereafter.Tenderer shall take this aspect while quoting their offer. Tenderers areadvised to check their approval status in IREPS website (ireps.gov.in)under IREPS vendor approval before quoting for the work. Tenderers arerequired to attached scan copy of approval RDSO (now CLW) approvedsource of their firm for exemption in minimum eligibility criteria (Technical & financial).
Tenderers should upload the documents in support of minimum eligibilitycriteria. No documents other than uploaded documents in support ofminimum eligibility criteria will be accepted / entertained after closing oftender.
Technical Eligibility Criteria (As per GCC Part-I clause No.10.1): (a) The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii)Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iv)One similar work costing not less than the amount equal to 60% of advertised value of the tender. (b)(1) In case of tenders for composite works (e.g. works involving more than one distinctcomponent, such as Civil Engineering works, S&T works, Electrical works,OHE works etc. and in the case of major bridges - substructure,superstructure etc.), tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to theone in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of each component of tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of each component of tender, or (iii) One similar work each costing not less than the amountequal to 60% of advertised value of each component of tender. Note for b(1): Separate completed works of minimum required values shall also be considered for fulfillment of technical eligibility criteria for different components. (b) (2)In such cases, what constitutes a component in acomposite work shall be clearly pre-defined with estimated tender cost of it, as part of the tender documents without any ambiguity. (b) (3) To evaluate the technical eligibility of tenderer, only components of work as stipulated in tender documents for evaluation of technical eligibility, shall be considered. The scope of work covered in other remaining components shall be either executed by tenderer himself if he has work experience as mentioned in clause 7 of the Standard General Conditions of Contractor through subcontractor fulfilling the requirements as per clause 7 of the Standard General Conditions of Contract or jointly i.e., partly himself and remaining through subcontractor, with prior approvalof Chief Engineer in writing. However, if required in tender documents by way of Special Conditions, a formal agreement duly notarized, legally enforceable in the court of law, shall be executed by the main contractor with the subcontractor for the component(s) of work proposed to be executed by the subcontractor(s), and shall be submitted along with theoffer for considering subletting of that scope of work towards fulfillment of technical eligibility. Such subcontractor must fulfill technical eligibility criteria as follows:
The subcontractor shall have successfully completed at least one worksimilar to work proposed for subcontract, costing not less than 35%value of work to be subletted, in last 5 years, ending last day of monthprevious to the one in which tender is invited through a works contract.Note: for subletting of work costing up to Rs 50 lakh, no previous workexperience of sub-contractor shall be asked for by the Railway. In caseafter award of contract or during execution of work it becomes necessaryfor contractor to change subcontractor, the same shall be done withsubcontractor(s) fulfilling the requirements as per clause 7 of theStandard General Conditions of Contract, with prior approval of ChiefEngineer in writing. Note for Item 10.1 of GCC Part-I: Work experiencecertificate from private individual shall not be considered. However, inaddition to work experience certificates issued by any Govt.Organisation, work experience certificate issued by Public listedcompany having average annual turnover of Rs 500 crore and above inlast 3 financial years excluding the current financial year, listed onNational Stock Exchange or Bombay Stock Exchange,incorporated/registered at least 5 years prior to the date of closing oftender, shall also be considered provided the work experience certificatehas been issued by a person authorized by the Public listed company toissue such certificates. In case tenderer submits work experiencecertificate issued by public listed company, the tenderer shall also submitalong with work experience certificate, the relevant copy of work order,bill of quantities, bill wise details of payment received duly certified byChartered Accountant, TDS certificates for all payments received andcopy of final/last bill

(iv) Firms not featuring in RDSO or PUsapproved sources for various safety/ vital items which were transferredto PUs vide Board's letter No.2001/RS(G)/779/1 dated 07/12/2016 ofworks contracts shall have to fulfill the eligibility criteria as stipulated inGCC April'22 or any amendment thereafter. (v)For prescribing thetechnical eligibility criteria and defining similar nature of work to beindicated in the tender document and NIT, (vi)All condition dealing withdevelopment sources of production unit as stipulated in store letterNo.2001/RS(G)/779/7 dated 01/02/2017 shall be followed.(vii)Exemptions regarding technical & financial criteria shall not be givento authorized dealer with tender specific authorization given by the OEMand such dealer shall have to fulfill required eligibility criteria as per GCCApril'22 or any amendment thereafter.
Tender for the subject work would be considered only from the sourcesapproved by RDSO (Now CLW) for REPAIR/REHABILITATION OF AuxiliaryMachines (CLW Item ID: 2101186). Directory of approved vendors ofRDSO and CLW as available on UVAM ONLY shall be considered validdirectories for the purpose of approved sources. The firms/tenderers whoare not appearing in UVAM as approved/developmental vendors ofnominated vendor/sources approving agencies will not be considered forordering. The status of vendor (i.e. approved or developmental vendor)shall be reckoned as on date of tender opening and not thereafter.However, cases of downgrading/removal/suspension/banning etc. afteropening of tender, shall be taken into account while considering theoffers. Tenderer shall take this aspect while quoting their offer.Tenderers are advised to check their approval status in IREPS website(ireps.gov.in) under IREPS vendor approval before quoting for the work.Tenderers are required to attached scan copy of approval RDSO (nowCLW) approved source of their firm. Offer of tenderer other than RDSO(now CLW) approved source shall not be considered.

EMD (bid security)form as indicated in the NIT header shall bepaid through online' gate way/E-Payment facility provided onIREPS website. Other mode of payment towards EMD (bidsecurity) be accepted as per the guidelines provided in GCCApril'2022. In case payment of EMD is not successful during Epayment, the offer will be summarily rejected. If bid securitydeposited by the tenderer other than the online gateway/epayment facility provided in IREPS website, the instrument of bidsecurity should be favour of Sr.DFM/RTM. otherwise offer willbe treated as invalid. In case Bid Security deposited in form ofBank Guarantee, the original Bank Guarantee should bedelivered in person to the official nominated as indicated in thetender document before closing date for submission of bids(i.e.excluding the last date of submission of bids).
