Survey, Design, Supply, Installation, Testing and Commissioning of Micro Irrigation System under CBC Drip irrigation system for providing irrigation facility to 15497.00 Ha under Blocks 9A,9B,9C,9D,9E,9F & 9G and filling up of 8 tanks coming under CBC of UBP including SCADA with all accessories, Operation and Maintenance for 5 years after the date of completion and transfer (BOMT) on Turnkey basis- Excluding drip laterals and including sub main line and blind raisers CBC-Drip-Package-VIII

3.2 b. To qualify for award of this contract, the bidder should have in the last five years. The intending bidder should have satisfactorily completed at least 90 of contract value as prime contractor, at least one similar work such as Micro Irrigation System and allied works/ LIS works/Bulk water supply with lift / Pressure distribution works of value not less than Rs. 26,747.15 Lakhs usually not less than 50 percent of the estimated value of contract amount put to tender here value of contract implies final cost of work executed as per contract during last 5 years i.e. 2020-2021 to 2024-2025 . An additional weightage of 10 each year will be added to the cost of work done to bring it to present price level. The work done certificate should be obtained from a competent authority not below the rank of Executive Engineer of the concerned division and countersigned by the Superintending Engineer of the concerned circle. If the bid is submitted as joint venture, then one partner of the JV should fully meet the PQ requirement of similar nature of work.

3.2 d. The intending bidder/Joint venture partner should have possess required valid electrical license for executing the Micro Irrigation system and allied works/LIS works/Bulk water supply with lift/pressure distribution electrification works and should have executed similar works totaling to Rs.1777.32 Lakhs. Usually not less than 50 percent of electrical works in any one year.

3.2 e. The intending bidder should have executed Substation work/Transmission Line/ got executed through reputed CEIG Registered electrical contractor. Note on i. The intending bidder should have executed Substation work/Transmission Line work, or got such work executed through reputed an electrical contractor with CEIG Chief Electrical Inspector to Government Registration/Licence. ii. The Intending bidder should furnish documents/certificates in support of the work done by this electrical contractor as per the above criteria along with the bid, issued by an officer not below the rank of Executive Engineer of the concerned Division or equivalent in case of other Government undertaking, as part of Technical Bid.

3.2 c. To qualify for award of this contract, the bidder should have in the last five years. executed in any one year, the following minimum quantities of work usually 80 percent of Annual peak rate of construction in previous five years 1. RCC M 20 & above 9406.00 Cum. 2. Steel Reinforcement 917.00 Tonne. 3. Length of Pipeline i. MS Pipe of Minimum 450 mm diameter 15.00 Km. ii. HDPE Pipe not less than 110 mm diameter 106 Km. II. Electromechanical Work i. 66KV and above HT Line 6.00 Km. ii. 66 KV and above substation with transformer Aggregate KVA 8780.

3.3 a. Each Tenderer should further Demonstrate a i Availability by owning at least 50 percent of the required / specified key and critical equipment for this work. ii The remaining 50 percent can be deployed on lease / hire basis for all works, provided therelevant documents commitment agreements etc. for this work are furnished. 1. 3.4 To qualify for a package of contracts made up of this and other contracts for which tenders are invited in this IFT, the Tenderer must demonstrate having experience and resources to meet the aggregate of the qualifying criteria for the individual contracts. 1. 3.6 Tenderer who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value of of Rs.53494.29 Lakhs. The available tender capacity will be calculated as under Assessed available tender capacity A x N x 1.5 - B Where, A Maximum value of civil engineering works executed in any one year during the last five years updated to 2024-25 price level taking into account the completed as well as works in progress. N Number of years prescribed for completion of the works for which tenders are invited. B Value, at 2024-25 price level, of existing commitments and on-going works to be completed during the next 24 months period of completion of the works for which Tenders are invited Note 1 The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent. 2 Failure of bidder to comply with the requirement in the prescribed proforma for qualification information as per section 3, will constitute sufficient ground for rejection of the technical bid.

3.7 Even if the Tenderers meet the above criteria, they shall be immediately disqualified if they are found to have made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements and/or - Record of poor performance such as abandoning the works, not properly completing the contract, litigation history, or financial failures etc. and/or - Participated in the previous Tender for the same work and had quoted unreasonably high tender prices and could not furnish rational justification.

The requisite Earnest Money Deposit EMD in e- cash.

3.2 a. To qualify for award of this contract, the bidder should have in the last five years. a Achieved in at least two financial years a minimum financial turnover in all classes of civil engineering construction works only of Rs.53494.29 Lakhs Usually not less than two times the estimated annual payments under this contract . If the bid is submitted as JV, then the PQ requirement of minimum financial turnover shall be considered on the basis of combined resources. The lead partner should have an annual financial turnover of not less than 50 percent of total turnover indicated above in any two years during last 5 years i.e. 2019-2020 to 2023-2024 . All document/certificates issued by a Chartered Accountant should have a UDIN unique document Identification Number generated through the ICAI The Institute of chartered Accountants of India Portal. Certificate without UDIN the documents uploaded will be considered and treated as invalid document. Note : Audited balance sheets and Turnover certificate duly certified by Chartered accountant with their unique document identification number UDIN generated by ICAI portal should be uploaded. Certificate without UDIN will be treated as invalid. Financial turnover of previous years will be given a weightage of 10 per year based on the rupee value to bring them to 2024-25 price levels.

3.3 b. The tenderer/firm/company shall furnish details of liquid assets and or availability of credit facilities of Rs.10457.11 Lakhs for the work mentioned above for meeting the required funds in the form of credit lines / line of credit / certificate from Scheduled Commercial Bank usually the equivalent of the estimated cash flow for three months in the peak construction period

Valid Employees Provident Fund Registration Certificate along with latest paid challan copy.

Scanned signature of the bidder / authorized representative in case of a firm or company, to be attached while uploading the bid documents. Also in case of authorized representative, scanned copy of power of attorney should be uploaded.
