| 1.00Design, supply, install, test and commissioning of Retrofitted Emission Control Equipment / Devices (RECD) having a minimum specified Particulate Matter (PM) capturing efficiency of 70%, type approved by one of the five Central Pollution Control Board (CPCB) recognized labs consisting of RECD with control panel, foundation frame, necessary PCC foundation , cabling, necessary addition/alterations to existing exhaust pipe of any size/qty including cutting for connecting to RECD with necessary fittings/pipe and taking out exhaust to outside, including wrapping up of asbestos rope on complete exhaust and then with aluminium sheet over asbestos wrapping, supporting steel structure for RECD & exhaust pipe complete, any other alteration to diesel engine for proper functionality of engine, testing of smoke exhaust before and after installation of equipment, including checking/inspection of functionality of RECD device once in six months during defect liability period and submission of test report for every six months, testing of DG set on existing connected load for minimum 12 Hrs for ascertaining DG functionality & fuel consumption after installation of RECD equipment complete all as specified and as directed by Engineer in Charge for following capacities of DG set :- | |||||||||||||||

| 1.05Note for item No 1 to 1.02 : (i) Retrofitted Emission Control Equipment / Devices (RECD) having a minimum specified Particulate Matter (PM) capturing efficiency of 70%. (ii) The RECD must be type tested by one of the five currently CPCB recognised/ approved labs: - (a) Automotive Research Association of India, Pune (Maharashtra). (b) International Centre for Automotive Technology, Manesar (Haryana). (c) Indian Oil Corporation, Research and Development Centre, Faridabad (Haryana). (d) Indian Institute of Petroleurre,\ Dehradun (Uttarakhand). (e) Vehicle Research Development Establishment, Ahmednagar (Maharashtra) or if any additional Labs are as approved by CPCB. (ii) Contractor shall submit GA drgs alongwith specification, approval letter by one of the five Central Pollution Control Board (CPCB) recognized labs for approval of GE before placing order. (iii) The emission limits after installation of RECD shall be strictly comply to latest CPCB norms and as per E-in-C's Branch, Integrated HQ of MoD (Army), Kashmir House, Rajaji Marg, New Delhi letter No A/37696/Gen/Pol/E2W (PPC) dated 29 June 2022. | |||||||||||||||
| 1.06(iv) Emission Durability Period of RECD fitted on the DG engines shall not be less than 6000 hours or 6 years whichever is earlier. (v) The comprehensive maintenance of RECD along with generation of regular test report of emission standards for once in six months for entire defect liability period is deemed to be included in quoted rate. Contractor shall submit FDR @ 5% per annum for the same after complete supply, installation, testing and commissioning of RECD. (vi) RECD shall be have no effect on exhaust back pressure. The back pressure shall be maintained within prescribed limit by the manufacturer. There should not be any backflow from RECD to engine exhaust system. Type Approval of RECD for family of DG Sets should be as per CPCB instructions and the same has to be obtained from the CPCB prescribed labs as above. The RECD manufacturer shall furnish written instructions and requirements about use and maintenance of RECD system, its correct operation and maintenance, and its emission performance. | |||||||||||||||
| 1.07(vii) RECD should have highest space velocity or exhaust mass flow rate, as may be applicable within the application range of the RECD family. (viii) The RECD shall have minimum volumetric concentration of catalytically active materials specified by the manufacturer for the RECD family. (ix) Where DG Set are fitted with on-board diagnostic systems, those systems shall not be affected with respect to their monitoring function after the retrofit system has been installed. The characteristics of the electronic engine control unit (as regards, for example, injection timing, air-mass flow metering or exhaust emissions reduction strategies) shall not be altered by the retrofitting. Any modification of the test engine that changes the original emission behaviour (for example alternation of the injection timing) is not permitted. | |||||||||||||||
| 1.08(x) Engines certified with exhaust mufflers (with or without containing after treatment element) shall be represented during type approval testing as an actual component or through back-pressure setting and such element cannot be removed from installations for actual RECD application owing to their contribution and compliance to noise certification. (xi ) After installation of RECD the silencer should cater to the noise level tolerance prescribed in the relevant IS/BS. The silencer should be provided with flaps with a provision so that it will open only when the generator is running. (xii) The quoted rate inclusive of necessary PCC foundation, structural supports, foundation frame, control panel, control wiring, cabling, complete switchgears, exhaust pipe of suitable dia all per existing for addn/alteration for fixing RECD with all necessary fittings, muffler/asbestos rope wrapping and aluminium sheet wrap over it, taking exhuast outside with outlet flaps etc complete. (xiii) The quoted rate inclusive of POL required for testing of DG set for minimum 6 Hrs on existing connected load. (xiv) The contractor shall visit site for ascertaining requirement before quoting tender. (xv) The Contractor shall make all necessary arrangements for pre-despatch inspection at manufacturer site or through digital e-testing as decided by Accepting Officer and for pre-commissioning test by rep of Accepting Officer | |||||||||||||||
