Supplying, installing, testing and commissioning of Indoor arc flash protected Draw-Out with roll on floor type Vacuum Circuit Breaker Panel , rated for 11kV, 1250Amp, 26.3kA/3-sec, both side extendable type coupled with existing VCB panel with suitable size of bus bar/blank complete as Outgoing VCB Panels and floor-mounted Bus PTs for each bus section, confirming to IEC 62271-200, Internal Arc Classified IAC AFLR – 26.3kA for 1sec, Accessibility Class LSC2B-PM Class, comprising of 1250Amp, continuous rated Copper busbars and droppers, 02nos. Rack-In-Rack-Out Handles, structure made from AluZinc/GI sheets to prevent corrosion and rusting. The complete panel incl. Vacuum Circuit Breaker having 03nos. vacuum bottles of same make as of circuit breaker and panel, motorized spring charging mechanism (230VAC) with integral spring charging handle for manual charging, associated push-buttons, anti-pumping feature, and associated Shunt Trip/Close Coils (24/48/110VDC).
(ii) Current Transformers 11kV, 500-250/1-1, Core1: Class 5P10, 5VA, Core2: Class 0.5, 5VA - Set of 03 Nos.
(iii) Main Protection Relay shall be numerical IED Relay confirming to IEC60255, having 04CT Inputs with microprocessor based protection scheme for tripping the breaker on various faults like (a) over-current or earth-fault in any of the three phases, (b) circuit-breaker-failure alarm, (c) interpanel tripping/blocking signals via GOOSE based peer-to-peer communication, on IEC61850 protocol. (d) Integrted arc flash protection with current and light sensing The relay shall be communicable on IEC 61850 GOOSE platform over RJ-45/USB/FO port, and fully integrated with the feeder, internally capturing feeder statuses incl. various status, Line-Current, Breaker On/Off/Spring.Chrgd, Trip Circuit Failure (from TCS relay), Local-Remote etc. and display locally on a built-in back-lit LCD screen with mimic as a Single-Line-Diagram with current measurements and suitably labelled status LEDs. Relay setting should be possible through inbuilt software or through addtional software supplied by the relay manufacturer.
(iv) Metering Equipment including:- (a) 01 x Digital Voltmeter (Acc.Cl.0.5), 01 x Digital Ammeter (Acc.Cl.0.5), (b) 01no. Multi-Function-Meter (Acc.Cl.0.5) shall be provided with LCD display for measuring current, voltage, power, power-factor and energy-parameters, Total Harmonic Distortion and Max. Demand Indication, same shall be communicable on ModBus via RS485 port.
(v) LED Indications - (a) Breaker ON/OFF/TRIP/Spring-Charged, (b) Trip Circuit Healthy
(vi) 08-Window Annunciator with Hooter to indicate following alarms :- (a) OC Trip, (b) EF Trip (c) Trip Circuit Failure, (d) Inter-Tripping Fault, The Annunciator will be complete with required Acknowledge/Test buttons as required
(vii) SCADA Integration equipment for complete panel including:- (a) Industrial grade Ethernet switch to ensure star-coupler/ring type connection with numerical IED relays via CAT5/6 cables. - 01 No. (b) All Multi-function-meters shall be connected in a ModBus loop terminating into 01 No. ModBus-to-TCP/IP converter to be provided for sending data to SCADA console via networking switch.
(viii) Control Equipment incl. (a) 01 x TNC Switch, (b) 01 x Emergency Trip Push Button, (c) 01 x Local/Remote Switch, (d) MCBs for AC/DC isolation (e) Heater Switch with Thermostat - 01no. (f) 3-pin socket with ON/OFF switch - 01no. (g) LED Lamp with ON/OFF switch - 01no.
(ix) Flush mounted Auxillary Protection Relays incl. (a) Trip Circuit Supervision Relay, (b) Master trip Relay,
(x) Suitable Disconnecting Link type terminal arrangement shall be provided for interfacing PS-Class CTs installed in the panel with existing VCB panel relay suituated in the 11 KV CRP for achieving the required protection.
NOTE : - The VCB should coupled with existing VCB panel. The cost of connecting of VCB with existing bus bar along with all control wiring and communication wiring including making good is included in the cost of VCB.

(iii) Potential Transformers, Draw-out type for easy maintenance, 11kV/rt3:110V/rt3, 50VA, Cl.0.5 with associated gun-type HRC fuses and MCBs for HT/LT isolation - Set of 03 Nos.
(iv) Main Protection Relay shall be numerical IED Relay confirming to IEC60255, having 04CT+05PT Inputs with microprocessor based protection scheme for tripping the breaker on various faults like (a) Directional over-current or earth-fault in any of the three phases, (b) Synchronism and Energizing Check before breaker closing to prevent un-syncronized mixing of supplies (c) circuit-breaker-failure alarm, (d) interpanel tripping/blocking signals via GOOSE based peer-to-peer communication, on IEC61850 protocol. The relay shall be communicable on IEC 61850 GOOSE platform over RJ-45/USB/FO port, and fully integrated with the feeder, internally capturing feeder statuses incl. various status, Line-Current, Breaker On/Off/Spring.Chrgd, Trip Circuit Failure (from TCS relay), Local-Remote etc. and display locally on a built-in back-lit LCD screen with mimic as a Single-Line-Diagram with current measurements and suitably labelled status LEDs. Relay setting should be possible through inbuilt software or through addtional software supplied by the relay manufacturer.
(iv) Metering Equipment including:- (a) 01 x Digital Voltmeter (Acc.Cl.0.5), 01 x Digital Ammeter (Acc.Cl.0.5), (b) 01no. Multi-Function-Meter (Acc.Cl.0.5) shall be provided with LCD display for measuring current, voltage, power, power-factor and energy-parameters, Total Harmonic Distortion and Max. Demand Indication, same shall be communicable on ModBus via RS485 port.
(v) LED Indications - (a) Breaker ON/OFF/TRIP/Spring-Charged, (b) Trip Circuit Healthy
(vi) 08-Window Annunciator with Hooter to indicate following alarms :- (a) OC Trip, (b) EF Trip (c) Trip Circuit Failure, (d) Inter-Tripping Fault, The Annunciator will be complete with required Acknowledge/Test buttons as required
(vii) Control Equipment incl. (a) 01 x TNC Switch, (b) 01 x Emergency Trip Push Button, (c) 01 x Local/Remote Switch, (d) MCBs for AC/DC isolation (e) Heater Switch with Thermostat - 01no. (f) 3-pin socket with ON/OFF switch - 01no. (g) LEDLamp with ON/OFF switch - 01no.
(viii) Flush mounted Auxillary Protection Relays incl. (a) Trip Circuit Supervision Relay, (b) Master trip Relay,
(ix) Transformer protection each comprising of :- (a) Oil Temperature high. (b) Winding Temperature high. (c ) Tank oil level low. (d) OLTC oil level low. (e) Buchhloz relay trip or sudden gas and sudden oil pressure relay trip. (f) Pressure relief.
(D) All the Incoming ,outgoing VCBs and coupler shall be complete with all allied items and accessories, including:- (i) Cost of construction of foundation as per manufacturer design, including foundation frame (supplied by OEM), channels etc. for HT Panel as required at site are deemed to be included in the quoted rate. (ii) Each VCB panel being floor-mounted, air-insulated, fully-compartmentalizeds The OEM shall supervise and certify the commissioning/charging of equipment. (iii) Complete panel will be integrated with SCADA and all the data of 05 Nos VCB communicated through OFC to upper level SCADA at Shekhawati Grid. M&L cost of OFC will be paid seperatly at respective items. (iv) Foundation frames shall be inclusive in the scope of supply of OEM. (v) Suitable Disconnecting cum Shorting Link type terminal arrangement in Incomer panels shall be provided for interfacing PS-Class CTs installed in the panel with upstream Transformer buchholz relay situated in the 11 kV CRP for achieving the required protection. Knee point voltage, CT-Ratio and other details to be submitted by manufacturer.
: Field Remote Terminal Unit (FRTU) or Data Concentrator Unit (DCU) suitable for connecting Numerical relays on IEC 61850 protocol and Multi-Functional Meters (MFM) on Modbus protocol. RTU shall obtain substation feeder data like breaker ON/OFF/TEST/SERVICE position, Spring charge, TCH etc on IEC 61850 protocol and energy parameters like current, voltage, kVA, kW, kWh, kVAR, pF, Hz etc. on Modbus protocol via daisy chain and shall integrate the same with upper level SCADA.

(ar) Air Filter Louver with Fan (c) LAN Cable (CAT5/CAT6) with sufficient number of RJ-45 terminals, suitably routed via substation trenches/ducts/walled-pipes including cable tray/conduit as per site conditions from 11 KV HT VCB Panel upto Ethernet switch / RTU module. (d) PVC insulated and sheathed copper wire Modbus cable 1.0 Sqmm x 2 core for Modbus communication via daisy chain, with isolation MCBs and suitably routed via substation trenches/ducts/walled-pipes including cable tray/conduit as per site conditions from MFM/Relay to RTU module. (f) Integration of all IEDs and MFMs with RTU module, tagging of data points as per requirement of upper level SCADA, integration with upper level SCADA control center on IEC 104 complete all as specified and as directed. (g) Any other item/service required for complete system delivery of SAS is deemed to be included in the present scope of work and no extra claim shall be entertained in this regard.
(b) All Multi-function-meters shall be connected in a ModBus loop terminating into 01 No. ModBus-to-TCP/IP converter to be provided for sending data to SCADA console via networking switch. (viii) All Incomers and BusCouplers will have suitable schemes in place to prevent mixing of un-syncronized supplies using Line/BusPT signals. Any such attempt will be reported by a suitable alarm. This facility should be implemented over soft-logic, and can be disabled by authorized personnel without requiring any on-site re-wiring. (ix) All Outgoing VCBs will have inter-tripping logic in place to ensure that Incomer breaker immediately trips in case of failure of opening of outgoing VCB experiencing feeder fault. Special and dedicated Alarm shall be in place to issued the user. This facility should be implemented over soft-logic, and can be disabled by authorized personnel without requiring any on-site re-wiring.
