Procurement from (OEMs) manufacturers or authorized agent/dealer: (i). Either OEM should quote directly or OEM can authorize and give Tender Specific Authorization to its Agent / dealer to quote on their behalf. (ii) The authorized dealer should submit valid tender specific authorization, along with the offer, failing which their offer will be liable to be passed over. (iii) Trader / Authorized dealer should mention name of Manufacturer along with complete address for inspection of material at OEM Premises in line with Instructions to Tenederes and General Conditions of Tender Indigenous Version 14 or latest with all revisions and corrigendums issued before tender closing.

Make In India Preference policy :- In keeping with the Public Procurement (Preference to Make in India) Order, 2017 as amended, procurement of the item is restricted to Class I and class II local suppliers. Minimum local content requirement for Class-I local supplier is minimum 50 % . For Class-II local supplier is minimum 20 % . Non local suppliers: The bidders offering imported products will fall under the category of Non-local suppliers- As per MINISTRY OF RAILWAYS - RAILWAY BOARD letter ..2020/ RS(G)/779/2-Part-1 Dated: 17/05/2021. The vendors with local content less than 20% should not quote in the tender who do not qualify to be Class I and class II local suppliers, as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class I and class II local supplier for tendered item participates in the tender it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.

DELIVERY TERMS : FREE AT DESTINATION.

Warranty clause : Not required.

Single use plastic should not be used in packing of material to be supplied otherwise it will be rejected.

1. Purchase orders which are not complied within delivery period will be cancelled and 10% General Damages as Penalty will be charged. 2. Any variation in GST within original delivery period will be allowed on production of documentary evidence of increase. 3. GST will be charged extra on quoted rate. 4. Contract is subject to IRS conditions & drug policy 2014. Whenever drug samples on analysis are found to be not confirming to standards the suppliers are required to replace the whole quantity and the analysis cost will be borne by respective firm. 5. Preferably the trip/packet/bottles that contain drug should have a printing /stamp of INDIAN RAILWAY NOT FOR SALE at the time of supply. 6. Medicine at the time of supply must have shelf life of more than 80%. 7. Liquidated damages will be imposed @0.5% per week or part thereof if not supplied in time as per extent rules. 8. Delivery period may be extended if requested by firm for genuine reason if approved by competent authority.
