EVALUATION OF OFFERS:- Evaluation of the Bids shall be on the total Cost basis i.e. Total Tender value basis. Firm Should quote basic rate (which will include design cost and material cost together) and installation charges under the head "other Charges" separately. Basic rate will be treated as material cost for the purpose of payment. However,firm should give break up of actual material cost, design cost and installation cost "COACH TYPE WISE" as an Annexure in Financial Bid.

For all items — Commencement : Within 10 Days of issue of Contract, Completion : On or before 01-SEP-26 — Commencement : for 01 set start within 10 Days of issue of Contract and completed by 01/07/2026 and balance 01 set to be completed by 01/09/2026.

Payment Terms

PAYMENT MILESTONE AND TERMS:- 1) The supply of the furnishing kits and its installation shall be made as per the schedule specified by RCF. Note: No payment claim is tenable for supplies / installation out of the agreed schedule. 2) Prerequisite of start of payment: - 2.1) The prototypes of coaches successfully assembled and cleared in quality checks. 2.2) Drawings & 3D models approval by RCF Design office 3) Coach wise payment shall be released upon successful completion (including quality clearance) of the furnishing and finishing of the coaches. 4) 90% of the installation bills shall be payable on the successful completion of the deliverables. The remaining 10% shall be retained as the performance guarantee for the duration of the warrantee period. The firm may submit an irrevocable bank guarantee, or any other suitable / acceptable instrument mandated by the purchase officer, to release the 10% amount withheld. Note: Performance guarantee shall be released on NOC provided by the primary maintenance depot of the coaches.

Statutory Variation Clause

SVC Clause Applicable , however if firm invoices the goods at GST Rate or HSN Number which is different from that incorporated in the purchase order, payment shall be made as per GST Rate which is lower of the GST Rate incorporated in the purchase order or Billed. For which firm would be required to adjust basic price to the extent required by higher tax billed as per invoice to match the all inclusive price as mentioned in the purchase order. On reduction of rate of tax on supply of goods and services, the benefit of input Tax Credit (ITC), shall be passed on the recipient by way of reduction in prices.

Option Clause

The purchaser shall be entitled to vary the order quantity upto +30% anytime within the delivery period (including extended delivery period) on the same terms and conditions. The increase in quantity with respect to the tender quantity can be done even at the time of ordering and the tenderer shall be bound to accept the quantity so ordered on the basis of his original offer. The purchaser shall be entitled to exercise +30% option clause in one or more than one installment as long as the total variation in quantity does not exceed the limit of 30% of ordered quantity.

Standard Governing Conditions

IRS Conditions of Contract: The contract shall be governed by latest version (along with all correction slips) of IRS conditions of contract, and all other terms and conditions incorporated in the tender documents.
GREEN TRANSPORT POLICY:- I) SUPPLIERS SHALL NOT ENGAGE TRUCKS/ VEHICLES OF MORE THAN 15 YEARS OLD FOR TRANSPORT OF GOODS TO RCF. II) ALL VEHICLES ENTERING INTO FACTORY PREMISES SHOULD CARRY VALID PUC (POLLUTION UNDER CONTROL) CERTIFICATE AND VALID INSURANCE POLICY. III) VEHICLES MAY UNDERGO SURPRISE CHECK BY RCF FOR GENERAL CONDITIONS SUCH AS TYRES PRESSURE, TANKS etc. AND REPORT SUBMITTED TO CONCERNED CMMs. IV) SUPPLIERS SHOULD ENSURE SPEED CONTROLLERS ARE INSTALLED IN ALL NEW HEAVY VEHICLES. V) RTA NORMS SHOULD BE STRICTLY MAINTAINED FOR DRIVER'S COMPETENCE.
