Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contract value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

Conditional tenders will not be accepted.

The tenderer shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for those costs.

The Tender processing fee shall not be refundable.

Applicable taxes will be deducted as per prevailing Government orders.

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected.

All scanned documents to be uploaded shall be in original and the Deputy Conservator of Forests & Director, Bandipur reserves the right to verify the documents before approval.

The Principal Chief Conservator of Forests, (Wildlife), Bangalore/ The Conservator of Forests, (Project Tiger), Mysore and The DCF & Director, Bandipur Tiger Reserve, Bandipur reserves the rights to reject or accept any or all the tenders without assigning any reasons.

The rates adopted in the existing estimate are as per the SSR for the year 2024-25 and it may decrease during the contract period. The tenderer should be abide for the rates fixed by the competent authority and shall liable to complete the works as per the approved tender rates.

The tenderer shall not have any rights to claim the higher rates whichever may be revised by the competent authority.

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can to do so at the same rate, can execute and complete the work at the accepted tender rates.

Contractor should carryout additional test required to test the suitability of materials.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Materials like steel, cement etc., required for the work shall be procured by the tenderer themselves and should get tested by the quality control authority before use on the work at their own cost.

The contractors assessed available tender capacity will be calculated as per the clause 3.6 of STD tender document attached.

All the items in the tender include all lead, lifts, loading unloading, transportation, labour, hire charges of machinery curing for concrete works, cost and conveyance of all material and all other such incidental charges necessary for successful completion of works as per the detailed technical specification and direction of officer - in -charge of this work.

The contractor shall take all reasonable steps to protect the environment on and off the site and to avoid damage or nuisance to persons or to property of the public or others resulting from pollution, noise or other causes arising as a consequence of his methods of operation. During continuance of the contract, the contractor shall abide at all the times by all existing enactments on environmental protection and rules made there under, regulations, notifications and bylaws of the State or Central Government, or local authorities and any other law, bylaw, regulations that may be passed or notification that may be issued in this respect in future by the State or Central Government or the local authority.

All precautions should be taken by the contractor so that there are no damages to such public/ private properties.

Compliance with labour regulations During the currency of the contract, the contractor shall abide by all the prevailing labour enactments and rules made there under, regulations, notifications and bye laws of the State or Central Government or local authority and any other labour law (including rules) regulations byelaws that may be passed or notification that may be issued under any labour law in future either by the State or the Central Government or the local authority.

The contractor shall also keep Forest Department indemnified against any violation by the contractor. In case any recovery is ordered/ decreed against Karnataka Forest Department, for any action/ lapse money due to the contractor including his amount of security deposit. The DCF shall also have right to recover from the Contractor any sum required or estimated to be required for making good the loss or damage suffered by the DCF.

Further particulars, if any, required by the Contractor can be had from the office of Deputy Conservator of Forests & Director, Bandipur Tiger Reserve, Bandipur during office hours on all working days.

Contractor should adhere to HSE (Health Safety Environment) policy applicable for similar projects. Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project.

Contractor should take all precautions to ensure that no damage is caused to the existing structures which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost.

The successful tenderer should carry out the works 100 % manually & at any cost machineries shall not be used.

The successful tenderer should take up the Lantana/ Weed clearance works in the guidance of concerned Range Forest Officers and Assistant Conservator of Forests and obtain the place of work.

The Earnest Money Deposit (E.M.D.) of all other tenderers (except the lowest and the next lowest) will be refunded through e-portal. The E.M.D. of the successful for the next lowest tender will be refunded after the tenders are finally disposed off. The E.M.D. will not bear any interest.

Day-to-day supervision of work to ensure proper quality, workmanship and timely completion of the work by employing adequate number & level of engineers & supervisory staffs as per sound engineering practice.

Carry out the prescribed quality control / quality assurance checks & submit all quality reports / test reports time to time.

The tenderer shall abide by the Rules and regulations of this Department

The tenderer should compulsorily engage the local tribal and other local people for clearance and maintenance of view lines and no machineries should be used for maintenance works. Transportation facility of the labour should be taken care off by the tenderer.

The tenderer should arrange the transportation facilities to the labourers for the works at their cost with the prior approval of concerned Range Forest Officer/ ACFs.

The successful tendered should deliver the Security deposit 5% of the contract price and additional security for unbalanced tenders in accordance with the conditions of contract

The construction work is open to technical / quality audit/ financial audit by any authorized Government agency to which the contractor / agency will render assistance in discharge of their duties.

The Tender inviting authority have all kind of rights to modify the location and quantity of work at any stage.

Tenderer should have experience in View line Formation and Maintenance work

The View lines should be Formation or maintained as per the specification & the work must be completed by the said time.

The burning of the View lines should be carried out carefully in the presence of officer in charge of work.

The View line Formation/maintenance and other works should be carried out during day time only (Morning 8.00 AM to Evening 6.00 PM)

The tenderer shall be responsible for incidents of forest fires due to non-maintenance of View lines as per the specifications and the loss will be recovered from the respective tenderer.

No damages should be covered to Flora or fauna of the Tiger Reserve

The tenderer is completely responsible for any injury/death/untoward incident, if any, happens to himself/his labourer due to wild animal attack or otherwise.

The tenderer should not be involved in any criminal cases as well as forest offence case.

The bids from black listed tenderers will not be accepted.

Any violation of any section of Wildlife Protection Act, (1972) shall attract legal procedure as per the act.

Payment towards the completed works will be made on subject to availability of funds/ allocations

Past Experience

IITT 3.2 - To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e. 2019-20 to 2023-2024)(b) Satisfactorily completed (at least 50% of this contract, as a prime contractor for similar works such as Creation of View lines, Fire lines or Maintenance of view lines, fire lines of value not less than Rs. 7.935 Lakhs (Specify the similar work)

Registration Certificate- Tenderer should be registered with: (i)Contractor registration certificate registered at any forest divisions of Karnataka Forest Depatment for 2024-25

ITT 3.3 - Each Tenderer should further demonstrate: (b) Liquid assets and /or availability of credit facilities of no less than Rs4.761 Lakhs (Credit lines/ letter of credit/ certificates from banks for meeting the fund requirement etc.)(Usually 30% of the amount of contract)
