PROVISION OF LIGHTNING PROTECTION SYSTEM AS PER OISD 180 AT BPCL SANGRUR TOP

TENDER TERMS AND CONDITIONS ? General duty Work timings: 08:30 hrs to 17:00 hrs (including lunch & toilet breaks). ? Vendor must adhere to all Statutory guidelines for deployment to workers/ payment, Factory Act 1948 & Rules and Indian Electricity Rules. ? All the PPE- Helmet, shoes, gloves, and goggles- must be supplied to the workmen by the vendor without which workmen will not be allowed to enter the premises. The PPE supplied should be of approved make and taken in prior consent with the Location Engineer /HSSE officer. ? He must ensure protective overalls are worn by all workmen at all times when inside the installation. ? Transportation of material, labour charges for loading/ unloading shall be in the scope of the Vendor. ? The manpower deployed should be aware about the scope of work as specified above. ? The vendor must ensure each and every activity mentioned in the SCOPE OF JOB is followed religiously during execution of the subject job. Only Non- sparking tools shall be used for the job. ? The vendor has to issue ID cards of his firm to the workmen engaged by him. ? They shall have no claims/ rights of employment with BPCL. ? The vendor has to maintain labour attendance register and daily job execution sheet and get them attested by the engineering officer after day end. ? Contact telephone numbers of vendor and all manpower esp. of supervisor shall be given to BPCL officer in charge. ? The vendor manpower reporting for job shall be well behaved, punctual and shall not consume alcohol & smoke during duty. ? All the manpower supplied should have proper police verification and ID proof. The depot will issue a daily workmen gate entry pass which they have to carry all the time. All the personnel record of the manpower working inside the depot has to be furnished by vendor to depot. ? The manpower supplied may be asked to do different jobs whenever required as per the need and discretion of by Depot In charge / Location Engineer / HSSE. The same job must be performed. ? Daily Work permits to be obtained before execution of maintenance job. Also proper planning has to be done as per the advice of the Depot I/C / Location Engineer / HSSE before starting any maintenance job. It shall be responsibility of job supervisor (to be appointed by successful bidder) to obtain the work permit timely. ? The contractor has to take strict action, as advised by Depot Incharge / BPCL official against any manpower employed by the contractor, who is not following proper safety precautions and jeopardizing safety of the depot or found involved in notorious activity, behaviour or not working up to the desired satisfaction of the scope of work. ? Manpower deployment is to be done in consent with the Depot Incharge / Location Engineer / HSSE and preferably people with prior experience of working in oil sector/similar jobs shall be considered. ? All the manpower must be deputed within 1 week from the date of the LOI. ? The contractor or his representative must personally visit the depot and monitor the job daily. ? All the manpower deployed should be physically fit and should have age above 18 and less ? than 50 years old. All the manpower should be at least literate. ? No subletting of the contract is allowed for this tender. ? Any damage to the depot property by the workmen supplied by the contractor knowingly or unknowingly has to bear by the contractor and the same will be debited to the contractor as per the desecration of the Depot I/C. Page 14 ? Being an e-tender, corporation is not responsible for any technical glitches arising during the tendering process. Proper registration & submission with our e-tendering portal is sole responsibility of the contractor. ? Being an e-tender, checking for corrigendum and making amendment subsequent amendments to the quotes by contractor, is purely a responsibility of contractor.4BPCL doesn’t consider any discrepancies arising due to corrigendum issued. The entire corrigendum will be published on our e-tender portal only. SPECIAL TERMS AND CONDITIONS ? The contractor shall give an undertaking on Rs 100/- non judicial stamp paper to that effect. ? To participate in tender, if issued to unregistered parties EMD Is required to be submitted. (10% of contract value with minimum limit of 5000 and maximum of 100000 Rs.) NOT REQUIRED FOR MSE VENDORS (however, certificate of MSE vendor to be attached). If the vendor registered up to 5 Lacs, he must submit certificate of the registration must be attached. In case proper documents are not submitted with the tender, the vendor shall be disqualified. The registration limit of the vendor to be greater than Monthly rate of AMC. ? The EMD, if applicable as per above clause, should be submitted in the form of DD payable to Bharat Petroleum Corporation Ltd at Sangrur. ? Vendor must submit 3% Performance Bank Guarantee of the Work order before raising the invoice which must have the BG validity of 1 year and claim period of up to 6 months after the BG validity date. ? Either party can terminate the contract by giving one-month notice in advance. But in case of violation of any laid down norms, terms & conditions, Corporation has got right to terminate the contract with immediate effect and may at its discretion also forfeit the Security deposit. ? The Company has right to disqualify any quotation without giving reasons for the same. ? The vendor is allowed to visit the depot and get relevant details for the scope of work before quoting for the job and make the quotes appropriately.
