Supply of Anti Creep Device for 10125 mm curved switches with ZU-1-60 thick web tongue rails B.G.(1673 mm) for 60 Kg (UIC) on PSC sleepers as per RDSO Drg. No. RDSO/T-8782 &RDSO/T-8783 complete with fittings (including 27 mm dia. HTS Bolt with Nut to Drg. No. RDSO/T-8786 & RDSO/T-8787 and Hardened packing plate to Drg. No. RDSO/T-8784 & RDSO/T-8785) ACD material shall be Structural Steel confirming to the requirement of Grade SG-500/7 Notes : (i) The 27 mm dia HTS bolt and nut shall be confirm to IS:3757 & IS:6623 and shall be manufactured by RDSO approved vendor for HTS bolts & nuts. The dimension of HTS bolts and nuts shall be as per drawing No. RDSO /T-8786 & RDSO/T-8787. (ii) Hardened packing plate shall confirm to IS : 6649 and material 45C8 steel according to IS:1570 (Part 2). The dimension of Hardened packing plate shall be as per Drawing No. RDSO/T-8784 & RDSO/T-8785

Railway reserves the right to procure the bid item from Original Equipment Manufacturer (OEM) or their authorized dealer having bid specific authorization from OEM. Bid specific authorization must be signed by authorized official of the OEM on companys letter pad with signing authoritys complete name, designation within company, live email address, mobile number along with companys stamp. Offer without Bid Specific Authorization certificate from OEM will not be considered as valid. Buyer can seek the authentication of Bid specific authorization certificate from OEM, if required.

Bulk procurement, at-least 80 percent of the procurable quantity will be covered invariably on the past proven suppliers. The tenderer must have supplied the same item to N.F. Rly (Construction) or other zonal Railways and documentary evidence of the performance must be furnished along with their offer. (a) The tenderer with past performance of satisfactory execution of contracts for supply of the same item for a quantity of 20% or more of tender quantity against a single contract. The period to be reckoned to consider the above performance will be current financial year upto the tender opening date of the tender under consideration and preceding 3 financial years. (b) If such past performance level is lower than the offer may be considered as responsive to N.F. Railways (Construction) requirement for placement of developmental order not exceeding to 20% of the net procurable quantity. (c) The tenderer who have no past performance as above may also be considered for such developmental order, but for consideration of such offers, tenderer must submit the- details of M&P, testing facility, QAP and ISO 9000 / 14000 / 18000 certificates if available, technical manpower available with them or NSIC registration certificate for same item along with their offer.

Time is the essence of contract. As time is the essence of contract, the bidder is to note that the delivery schedule given in the bid document and quote accordingly. Vague delivery period i.e. 2-28 weeks, 3-8 months etc. or a very high delivery period compared to Railways specific delivery period in bid document may be considered commercially unresponsive and offer is liable to be ignored. rejected.

Make/Brand or Model No. of the product should be mentioned clearly in the appropriate column of the bid. Offer without Make/Brand or Model No. of the product or vague terms like 'AS PER TENDER' or '0' will be summarily rejected.

Bd's L/No.2020/RS(G)/779/Pt.I (E 332267), dated. 20/08/2024 on Public Procurement (Preference to Make in India), Order 2017 - Revision, only CLASS-I LOCAL SUPPLIER as defined in this order shall be eligible to quote. The vendors who do not qualify to be CLASS I LOCAL SUPPLIERS should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class I local supplier for the tendered item participates in the tender it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. All bidders must upload a certificate from the OEM regarding the percentage of the local content and the details of locations at which the local value addition is made along with their bid, failing which the bid is liable to be rejected. Bidders not submitting the document as asked above, such bid will be summarily rejected.

Unloading of Materials at Consignees end has to be arranged by the suppliers at their own risk and cost.

Validity of offer shall be 90 days from the date of tender opening

Delivery point:- Material is to be delivered at SSE/P.WAY/CON/IMPHAL- 3 under Dy.CE/CON-3/IMPHAL. If any of the participating Firms are quoting deviation in delivery location, such offer will be summarily rejected.

Wherever SD had been exempted for any reason and supplier fails to supply goods as per conditions of contract, as amended from time to time, purchaser shall have right to levy damages from the supplier for failing to comply with the contractual conditions, not by way of penalty, an amount equal to SD amount as would have been applicable if the contract was a non-exempted Vendor. Risk purchase clause is not applicable.
