SCHEDULE-A PART I
Comprehensive maintenance, upkeep of all internal and external assets of 200 Qtrs, MES service centre, Servant Qtrs at DK-II complex under AGE B/R-I complete including attending and rectifying day to day complaints, Repair/ Replacement of parts and supply only items (Ref notes here in after), by deploying minimum work force/manpower as stated vide PS clause 52.39 on CA Ser Page No 76 from 9 AM to 5 PM. The site includes Dwelling units/ Residence accommodation of VIP, Army officers, therefore the work force must posseses all necessary T&P reqd for the work. Also note that based upon number of complaints and quantum of work involved and during emergencies irrespective of working hours, the work force/man power is required to be increased accordinlgly as decided by GE/Engineer-in-Charge. The rates for same is deemed to be included in this item only and nothing extra shall be paid and no claim is admissible on this account.
Maintenance/ cleanliness of complete sewage drainage system by attending day to day complaints by deploying SEWER MEN (UNSKILLED) from 9 AM to 5 PM excluding sundays/ holidays. The number of workers are required to be increased based upon number of complaints and quantum of work involved and during emergencies irrespective of working hours as decided by GE/Engr-in-Charge. The rates for same are deemed to be included and nothing extra shall be paid and no claim is admissible on this account. The work includes rectifying all the complaints, repair/replacement of parts, labour for fixing applicable supply only items as enlisted in sch A pt II and making the system fully functional wrt sewage drainage system of any depths, opening/cleaning of chocked sewer pipes, drains, manholes, gully traps, WC's, WHB's, sinks, floor/Gully trap etc to all floor and vertical stacks of all sizes to keep sewerage and drainage system fully functional including disposal of silt, sludge malbah, debris, waste material and replacement of damaged Gully traps, oval asses door cover, manhole cover/Gully trap cover etc to the entire satisfaction complete all as spd and directed by GE/Engineer-in-Charge.
Maintenance, repair/ replacement of furniture/carpentary items by attending day to day complaints by deploying Carpenters (Skilled) from 9 AM to 5 PM excluding sunday & holidays. The number of workers are required to be increased based upon number of complaints and quantum of work involved and during emergencies irrespective of working hours as decided by GE/Engr-in-Charge. The rates for same are deemed to be included and nothing extra shall be paid and no claim is admissible on this account. The work includes rectifying all the complaints repair/replacement of parts, labour for fixing applicable supply only items as enlisted in Sch A part-II, including complaints related to furniture/carpentary items including repair of damaged doors, windows, ventilators of steel / wood / PVC etc. at all floors, fixing of glass panes of doors/windows, repairs to furniture, replacement all types of hardware fittings including T/bolts, sliding door bolts, handles, GI wire cloth, hinges as per existing, looking mirrors, cabinets, photo frames, cupboards etc and all other carpentry works required to keep them in proper functional and to the entire satisfaction complete all as spd & directed by GE/ Engineer-in-charge.
Maintenance, repair/replacemnt of plumbing/sanitary items by attending day to day complaints by deploying plumbers (Skilled) from 9 AM to 5 PM excluding sunday & holidays. The number of workers are required to be increased based upon number of complaints and quantum of work involved and during emergencies irrespective of working hours as decided by GE/Engr-in-Charge. The rates for same are deemed to be included and nothing extra shall be paid and no claim is admissible on this account. The work includes rectifying all the complaints repair/replacement of parts, labour for fixing applicable supply only items as enlisted in Sch A part-II, including complainsrelated to plumbing/sanitary items including repairing leakages or over flows of water from PVC/RCC overhead tanks, cisterns, replacement of Bib cocks, stop cocks, pillar cock, float valves, PVC Connection alongwith its fittings, EWC seat cover with fittings, SS Jet waste coupling, wast pipe, kit for low level cistern etc to keep the entire water supply/ sanitary system fully functional to the entire satisfaction complete all as spd & directed by GE/Engr-in-Charge.
Maintenance, repair/replacemnt of civil Work by attending day to day complaints by deploying Masons (Skilled) from 9 AM to 5 PM excluding sunday & holidays. The number of workers are required to be increased based upon number of complaints and quantum of work involved and during emergencies irrespective of working hours as decided by GE/Engr-in-Charge. The rates for same are deemed to be included and nothing extra shall be paid and no claim is admissible on this account.Work like internal and external plaster, flooring, pointing of roof tiles/ CC gola/ RCC work upto an area of 2.5 sqm including replacement of tiles upto 1.00 sqm and plastering upto 2.5 sqm, sealing of leakage from roof, walls, wall jonts, chajjas, floors traps, W.C/P traps and joints of pipes & fittings, gully traps and manholes including replacement of damaged floor trap, navi tap CI/PVC bends and restoration of existing finishing in the affected area and making fully functional to the entire satisfaction, complete all as spd & directed by GE/Engr-in-Charge.
Maintenance, repair/replacemnt of Electric Work by attending day to day complaints by deploying Electricians (Skilled) from 9 AM to 5 PM excluding sunday & holidays. The number of workers are required to be increased based upon number of complaints and quantum of work involved and during emergencies irrespective of working hours as decided by GE/Engr-in-Charge. The rates for same are deemed to be included and nothing extra shall be paid and no claim is admissible on this account. The work includes attending complaints related to repair/replacemnt of parts and fixing of supply only items as enlisted in Sch 'A' part II, including replacement of switches, sockets, ceiling roses, fan regulator, MCBs, LED 4 feet/2 feet electric bell, holder, fan bearings, geyser element, CP connection, NRV of geysers, capacitors etc and all other electric works required to keep them fully functional to the entire satisfaction, complete all as spd,& directed by GE/Engr-in-Charge.
Maintenance/upkeeping of al the records and status of day to day all kind of related complaints with works by installing Quick Response System (QRS) MES E Complaint system (Ref PS cl 75, 76 Ser Page No 79 by deploying Data Entry Operators (Skilled) from 9 AM to 5 PM including sunday & holidays. The rates also include cost of compatible computer sytstem, printer, peripherals, consumables, telephone, internet/broad band connection etc comprising of following duties:- (i) Downloading the complaints received from call centre on daily basis for assigning the work to the workers of respective trade. (ii) Uploading all the complaint received at the service centre by any mode in the MES E-Complaint System and uploading the status of attending the complaints on daily basis so that the back log is not more than one day/as per required complaint as per time/agreement. (iii) Preparing abstract for unattended compalint on daily, weekly and monthly basis and submitting the same to concerned Engr-in-Charge. (iv) Generation of vacation/ occupation report from service centre. (v) Failure in maintaining 24x7 QRS in working condition shall attract recovery @ Rs. 500/- per day. Spare capacity of QRS after attending emergency complaints may be utilized for attending routine complaints. (vi) The contractor shall take immediate action to attend all complaint lodged on MES e-complaint system or any complaint assigned to him through site order book / verbal instructions from Engineer-in-Charge or on telephones / through call centre of MES e-complaint system or through any mode, from occupants. In all cases he shall attend the complaints in the specified duration. (vii) The daily complaint monitoring system on the web based portal VYNUS Stars i.e Daily MES E-complaint System App will be used for lodging and attending complaints will be provided by MES to the contractor. (viii) The expenditure on account of internet for using app and infrastructure shall be borne by the contractor. Nothing extra shall be paid on this account.
(i) In subject work the contractor has to deploy adequate number of Helpers (unskilled) from 9 AM to 5 PM excluding sundays/Holidays to assist the skilled workers as mentioned for attending and rectiying day to day complaints related to all kinds of repair/replacement to be carried out in the works. The number of helpers are required to be increased based upon number of complaints and quantum of work involved and during emergencies irrespective of working hours as decided by GE/Engr-in-Charge. The rates for same are deemed to be included and nothing extra shall be paid and no claim is admissible on this account. (ii) Welder/blacksmith (Skilled) are to be deployed as and when required on complaint basis. The work includes electric welding machine, gas cutter, welding rods (ISI) including hire charges of welding machine, cost of welding rods, transportation of welding machine to site and carrying out other associated operations for attending the complaints and making system fully functional, to the entire satisfaction, complete all as specified and directed by GE/Engineer-in- charge. (iii) The contractor is also required to deploy 01 (one) site Engineer (Skilled) who will amicably supervise/ assist the entire works. The qualification shall be Degree in Civil Engineering with 03 years experience or Diploma in Civil Engineering with 05 years experience.
Notes:- (i) Quoted rates shall include repair of all minor items such as cups, washers, nuts & bolts, screws and all material required except specified under relevant item of supply only (Schedule A part II) etc or any other material as directed by Engr-in-charge. (ii) The quoted rates shall also incl the labour part for all the supply only items as enlisted under sch A part-II. (iii) Materials retreived from repair/replacement of parts or attending complaints, other than mentioned in credit schedule shall be the contractor's property and nothing shall be recovered from the contractor. Rates quoted are deemed to be inclusive of this aspect. (iv) Apart from above being VIP area, based upon Number of complaints & quantum of work involved and during emergencies irrespective of working hours, the additional work force is required to be deployed accordingly as decided by GE/Engr-in-Charge. The rates for same is deemed to be included in this item only and nothing extra shall be paid and no claim is admissible on this account. (v) The bidders are advised to pay due cognizance while quoting their rates with respect to minimum fair wages, periodical hikes in wages, repair/replacement of parts, labour charges for fixing of supply only items, extra manpower required keeping in view quantum of complaints/works and during emergencies for timely disposal and user facilitations for which no excuses shall be entertained.
(vi) The contractor is responsible to provide all T&P to all the manpower deployed, items such as Drill Machines, cutters, welding machines, scaffoldings etc as and when required at site. (vii) It may also be noted that the subject CA is for more than 01 year therefore the periodical change of workforce as per labour laws is the sole responsibility of the contractor i/c payment of minimum wages plus allowances etc and no worker shall have any lien/ claim of permanency in Govt Services during or after the contract period. (viii) For the details of the work force/labours required in the subject work refer PS clause 52.39 on CA Ser page No 76. (ix) Since the outsourcing of man power is involved therefore the overall quoted rate of Sch A part-I shall be not less than minimum fair wages and other applicable allowance as per labour laws/instructions in vogue, failing which the bids shall be treated as non bonafide and shall be summarily rejected. In this regard ref Sch 'A' Note 42.19, 42.20 on ser page No 22. The deciision of accepting officer in this regard shall be final and binding and without prejudice to all. No claim/representation shall be entertained in the subject matter
(x) Any other misc works/services connected with user facilitation as per direction of GE/Engr-in-Charge. (xi) Recovery on Absentees The contractor will maintain attendance records of the staff, which will be checked by the Junior Engineer/Engineer-in-Charge/GE of the work. In case of absence of any staff, recovery shall be made at the following rates: (a) Skilled @1500/- per day/ per person. (b) Semi-skilled @1200/- per day/ per person. (c) Unskilled @1000/- per day/ per person. (xii) Recovery on non attendance of complaints. The contractor shall take immediate action to attend any complaint assigned to him through site order book/verbal instructions from Engineer-in-charge or on telephones, MES call centres/IVRS from occupants. In all cases he shall attend the complaints in the specified duration. Penalty for non attending Complaints:- (a) Complaint pending 3-12 hours - 500 Rupees per complaint. (b) Complaint pending 12-24 hours - 800 Rupees per complaint. (c) Complaint pending 24-48 hours - 1000 Rupees per complaint. (d) Complaint pending more than 48 hours - 2000 Rupees per complaint. (xiii) Recovery on non wearing of uniform The employee and labourers engaged by the contractor under this contract shall wear neat and clean uniforms as approved by Engineer-in-Charge along with name badges, else recovery shall be made @ Rs 100/- per person per day.

S&F factory made PVC kitchen and cupboard frame of the size 75mmx40mm with a wall thickness of 4mm, made out of extruded 4mm thick prelame PVC sheet reinforced with 15mmx15mm MS tube of 19 gauge thickness througout the fame and mitre cut at two corners and jointed with 2 Nos of 150 mm long brackets of 10mmx10mm MS tubes.The door frame shall be fixed to the wall using 65/100mm long MS screw through the frame by using PVC fastners . A minimu of 4 Nos. of screws to be provided for each vertical member and minimum 2 Nos for Horizontal members Complete all as per manufacturers specifications and as directed.
S&F fibre glass Reinforced Plastiic (FRP)door frame shall be three legged of cross section 90mmx45mm having single rebate of 32mmx15mm to receive shutter of 30mm thickness .The laminate door frame moulded with fire retardant grade unsaturated polyester resin and chopped mat. Door frame laminate shall be 2mm thick and shall be filled with suitable wooden block in all the three legs.The frame shall be coverec with fibre glass from all sides . MS stay shal be provided at the bottom to steady the frame .
Factory made solid panel PVC door shutter 30 mm thick (style) consisting of frame made out of M.S tubes for top and bottom rails. M.S frame shall be covered with heat channel having a PVC sheet strip of 20 mm width stuck inside with solvent cement for stiles and plain colour PVC sheets for top rail, lock rail and bottom rail on either side and as a gap insert for top rail and bottom rail; Paneling of plain colour PVC sheet to be fitted in the M.S frame welded / sealed to the stiles and nails with suitable PVC sheet beading, and joined together with solvent cement, supplying and fixing in the frame at side as per specification and drawings.
Solid PVC Door frame of size 50 mm x 47 mm made out of 5 mm plain colour PVC sheet reinforced with M.S square tube, supplying and fixing in opening as per specification and drawing.
S&F 150mm long extruded alumiunium alloy handle fabricated type anodized (D type).

M&L for roof treatment as per the description below:- a) Plain cement concrete average 50 mm thick 1:2:4 type B0 (using 12.5 mm graded stone aggrigate )for levelling course for providing slope in the roof @ 1:40 gradient b) Apply bituminous primer @ 0.3 ltr/Sqm (conforming to IS-3384) on prepared surfaces. After drying of primer apply a coat of hot blown 85/25 grade bitumen conforming to (IS-702 @ 1.20 kg/Sqm of prepared surfaces. c) Laying APP (Atatic Polypropylene) modified five layered membrane 3 mm thick and weighing not less than 4 Kg/Sqm with centre core 160 GSM/ Sqm ; core reinforced and laid with 75 mm side overlap and 150 mm end lap. The membrane shall be laid with LPG torch application and overlaps sealed and finished neatly as per the manufacturer specification And apply two coat of silver aluminum paint .
Excavation in trenches n exc 1.5m wide and n exc 1.50m in depth for foundation etc and getting out in Hard dense Soil complete all as specified.Note; Most of the Excavation will be done manually and no extra cost will be paid to contractor seperately for manual excavation. If any UG Cables, Pipes are damaged during excavation,entire cost for restoration will be borne by the contractor

Notes. (a) Sch A part III is an independent schedule in which M & L, S&F items are to be executed. No labour / item of Sch A part I & sch A part II resp must be overlapped with sch A part III items and vice-a-versa. Any violation of the aforesaid provision noticed by GE/Engineer-in-Charge/JE, the related work done shall not be measured/paid and in addition the penalty of Rs 1500.00 shall be levied and recovered from the contractor dues. (b) To incorporate Gp-I makes only in the subject work. If due to non availabiltiy or any other reasons, the directions of GE/Engr-in-Charge shall be final and binding to incorporate other makes after the sample approval. Any make of sub standard/poor quality shall be replaced immediately and nothing extra shall be admissible on this account. (c) Any M & L, S & F items which are not mentioned under sch A part III and are required to be executed the Sch 'A' notes No 41.02 and 41.03 on CA ser Page No 19) shall be referred regarding procedure of incorporating the same.
