Manning & Operation of Centralized Monitoring & Power Trading Centre (SCADA Control Centre, Khyber Grid) for Power Scheduling, IEX Power Trading, Centralized Monitoring of Schedule vs Load & Centralized Management System by deployment of highly skilled operators/engineers round the clock, minimum 02 operators in day shift and minimum 01 operator each in balance two shifts (total 4 operators per day) as directed including Sunday and holidays at SCADA Control Centre, Khyber Grid as per details as under:- (a) The operators shall have Diploma/Degree in Electrical/ Electronics/ Instrumentation & Control Engineering with sufficient experience of SCADA system (e-terra application) including knowledge of Delhi Electricity Regulatory Commission (DERC) Regulations, Central Electricity Regulatory Commission (CERC) Regulations, SLDC & IEX Regulations, Indian Electricity Grid Code, National Tariff Order, DISCOMs/GENCOs Billing, Daily Power Scheduling and DSM management etc. The operators shall be finalized by AGE (SLDC) Elect Supply and GE (U) Elect Supply Delhi Cantt based on personal interview and GE / AGE can reject the proposed operator by giving reasoned rejection. No claim shall be admissible on account of rejection of the operator.

(c) The operator shall perform all SCADA control centre related works including but not limited to the following:- (i) Load scheduling in ABT regime for each 15 min block for 96 blocks per day in Day ahead market (IEX), SLDC Delhi and revision, if any warranted as per recommendation of AGE (SLDC). (ii) Scheduled report return of SCADA/DMS (Distribution Management System) for monitoring and control of grids, future planning of infrastructure, Trip analysis through Sequence of events, Fault Management through detection, localization, isolation and restoration of distribution system after a fault in the system, Condition based maintenance of breaker, capacitor switch, auto recloser, OLTC, isolator and load break switch as per recommendation of AGE (SLDC). (iii) Daily monitoring of LDMS System at 04 Nos 33/11 KV Grids (Khyber, Kirby Place, Shekhawati & Shankar Vihar Grid) by one operator in day time shift including conveyance and report the obsns/issues to AGE (SLDC). (iv) Centralized maintenance management system through work permit system, issue of work permit and cancellation of work permit. (v) Operation of SCADA/DMS for efficient power management and optimization of power supply network. (vi) Development and Integration of addition/alteration, provision of new network/ equipment in SCADA through Program Development Server (PDS).

Note:- (i) The contractor shall ensure suitable replacement of operator while on leave. (ii) Out of two operators in day time shift, one operator shall be used for daily monitoring of LDMS System installed at 04 Nos 33/11 KV Grids (Khyber, Kirby Place, Shekhawati & Shankar Vihar Grid) and the contractor shall borne transportation conveyance for the same. (iii) The contractor shall ensure that minimum operator always be present in each shift. In case of absence of any operator, the penalty @ Rs 1000.00 per shift per operator shall be imposed on the contractor and the same shall be recovered from RAR due to the contractor.

Operator's wage per person per shift per day(inclusive of GST as applicable)

Contribution of Bonus as per existing rules. (Prescribed Rate of BONUS as applicable on (minimum wages without GST) + GST Rate as applicable on Prescribed Rate of BONUS as applicable on (minimum wages without GST)

Over head & Profit on total of srl No 1.04 to 1.07

Labour Welfare Cess as per existing rules on total of srl No 1.04 to 1.08 The bidder should note that the minmum wages including all statutory provisions as mentioned in item no 1.04 to 1.08 are exclusive of GST for calculating of labour cess. Refer Sch 'A'Note No 33 (e) on Page No 17 of Tender Document.

NOTE For Item 1 and sub items :- (a) The quoted rate against EPF, ESIC and Bonus shall be considered for payment on actual basis. Contribution towards EPF, ESIC and Bonus is payable only after submission of valid and authentic document in support of having paid the requisite amount of bonus to the workmen, ie proof of payment. (b)The rate quoted shall not be less than minimum wages as notified by Government of India / State Government / Local body whichever is higher including all statutory provisions such as EPF,ESIC,Bonus,taxes etc as applicable and also not less than applicable rates for contribution of employer towards EPF,ESIC and BONUS under respective heading /subitems. In case the rates quoted are less than the minimum wages as notified by the Government of India / State Government / Local body whichever is higher including all statutory provisions such as EPF,ESIC,Bonus,taxes etc on the last due date of bid submission. his tender will be treated as non bonafide and will not be considered for acceptance.In such case,the lowest bidder shall be determined from amongst the valid/bonafide bids only. (c) 'NIL' or 'Zero' quoting against OH & Profit will be treated as 'Non-bonafide'.

(d) Contractor is required to quote upto two digits after decimal place or otherwise it will be consdered by rounding off to two digits after decimal place in accordance with Rules for Rounding off of Numerical Values in accordance with IS:02 OF 1960(Revised 2016) of BIS. (e) In case any variation occurs in minimum wage, liability of EPF/ESIC/Bonus/LWC/GST during contract period /extended contract period that shall be adjusted for reimbursement/recovery as under:- (i) Variation in minimum wage including other related statutory provisions shall be adjusted in terms of Condition 63 of GCC (IAFW-2249). (ii)Variation in percentage/rate of GST and LWC shall be adjusted as per instructions in Annexure XVI of MES Manual on Contracts which deals with ‘Reimbursement/Refund on Variation in Taxes Directly Related to Contract Value’

Supply, Engineering, Installation, Integration, Commissioning and Testing of Substation Automation System for 11 kV substation as per proposed system architecture, suitable for minimum 1000 I/O points and integration with upper level SCADA/DAS control centre complete with the following:- (i) Field Remote Terminal Unit (FRTU) or Data Concentrator Unit (DCU) suitable for connecting Numerical relays on IEC 61850 protocol and Multi-Functional Meters (MFM) on Modbus protocol. RTU shall obtain substation feeder data like breaker ON/OFF/TEST/SERVICE position, Spring charge, TCH etc on IEC 61850 protocol and energy parameters like current, voltage, kVA, kW, kWh, kVAR, pF, Hz etc. on Modbus protocol via daisy chain and shall integrate the same with upper level SCADA.

(v) LAN Cable (CAT6) with sufficient number of RJ-45 terminals, suitably routed via substation trenches/ducts/walled-pipes including cable tray/conduit as per site conditions from 11 KV HT VCB Panel upto Ethernet switch / RTU module. (vi) PVC insulated and sheathed copper wire Modbus cable 0.5 Sqmm x 2 core for Modbus communication via daisy chain, with isolation MCBs and suitably routed via substation trenches/ducts/walled-pipes including cable tray/conduit as per site conditions from MFM/Relay to RTU module. (vii) Integration of all IEDs and MFMs with RTU module, tagging of data points as per requirement of upper level SCADA, integration with upper level SCADA control centre on IEC 104 complete all as specified and as directed. (viii) Any other item/service required for complete system delivery of SAS is deemed to be included in the present scope of work and no extra claim shall be entertained in this regard.

Excavation in trenches not exc. 1.5 mtr wide and not exc 1.5 mtr deep in any type of soil (soft/loose/hard) for laying/taking up/taking down of cables and getting out and levelling of bottom surface to required level all as specified and directed.

Returning, filling-in, including spreading, watering and well ramming in layers not exceeding 25 cm thick each, in soft /loose soil complete all as specified.

Removal excavated surplus soil to a distance not exceeding 50 mtr and depositing where directed at a level not exceeding 1.5 mtr above the starting point complete all as specified.

Boring of hole horizontally under road/pavement/hard standing or any other situation by manual means for crossing of HDPE pipe/fibre cable complete up to 50 mm bore and making good both the ends all as specified and directed.

Boring of hole horizontally under road/pavement/hard standing or any other situation by ultrasonic Trenchless technologhy for crossing of HDPE pipe/fibre cable complete up to 50 mm bore all as specified and directed.

Material & labour for tracing out faulty optical fibre cable using Optical Time Domain Reflectometer (OTDR) instrument testing kit to locate the damaged underground optical fibre cable of any length and any size/core, cutting the damaged/faulty fibre cable for splicing and joiting work and testing the fibre cable after fixing the joint enclosure complete all as specified and directed. Note:- (a) OFC joints and cable shall be measured and paid separately under respective item of Schedule. (b) Excavation and earth work shall be measured and paid for seperately under respective items of schedule. (c) OFC joint work shall be completed within 48 hours of intimation of fault to the contractor incl fault/route tracing time. For delay beyond 48 hours, the penalty @ Rs 1000.00 per day per OFC route shall be imposed on the contractor and the same shall be recovered from RAR due to the contractor.

M&L for Route Tracer machine kit to trace the exact route of faulty/damaged underground optical fibre cable of any length and any size/core to help in identifying the faulty fibre cable complete all as specified and directed.

Supply, laying, jointing, testing and connecting in replacement of OFC cable, armoured, 6 core complete all as specified and directed. Note: Earthwork for laying of HDPE duct for OFC cable shall be paid and measured separately under respective item.

Supply, laying, jointing, testing and connecting in replacement of OFC cable, armoured, 12 core complete all as specified and directed. Note: Earthwork for laying of HDPE duct for OFC cable shall be paid and measured separately under respective item.

M&L for Retro Reflective installation sign board of size 1 mtr x 4 mtr using 3 mm ACP sheet duly riveted / fixed on fabricated stainless steel 304 grade finished hollow section of size 32mm x 75mm with supporting ss strips in base. The board shall be machine printed and the front of the ACP shall be overall sheathed with blue colour base adhesive tape. The writing matter shall be in English language on one side using reflective adhesive Painter tapes as directed. The size and letters and matter to be printed shall be finalized by Engr-in-Charge.

M&L for integration of all analog and digital data points at RTU/DCU level and SCADA control centre for redundancy in communication between substation RTU/DCU and Master SCADA at Control Centre on IEC 60870-5-104 communication protocol including tagging of data points on e-terra platform as secondary data as per requirement and scheme provided by upper level SCADA and integration at router level for making OFC communication as primary and wireless communication as secondary medium for connectivity including Ping check for link up of wireless connectivity RTU and SCADA control centre through static IP M2M gateway, intergration and validation of tagged secondary data points on PDS server complete all as directed.

Arrangement of monthly recharge / bill payment of dual SIM cards per communication equipment 4G modem/router system including replacement of SIM, if required due to non availability of existing network complete all as specified and directed.

M&L for Splicing work of optical fibre cable of 6/12 core for connection at fibre optic distribution box complete all as directed.

Material & labour for RCC joint chamber open lid type of internal dimension 300 mm dia (minimum) suitable for fibre optic cable (OFC) joint enclosures complete all as directed.

Material & labour for RCC route marker indicator for Optical Fibre Cable of min height 500 mm above ground level, duly painted with yellow colour and marked (MES OFC) with black colour complete all as directed.

Material & labour for weekly deep cleaning of SCADA Control Centre Hardwares and Servers as per details of equipments listed under srl item No. 1.00 using vaccum cleaner to avoid damage to the servers complete all as directed by Engr-in-charge. Note:- (a) The deep cleaning of servers and hardwares shall be to full satisfaction of Engr-in-charge. (b) The vaccum cleaner and labour shall be arraged by the contractor at his cost and no extra claim shall be entertained in this ragard.

Note : (i)contractor should provide 50 % of the material as listed above within 15 days of the placing of work order and shall be verified by the Eng-in-charge.
