Material to be procured from RDSO vendors as per RDSO item ID 3100306 or their authorized dealers only.

(1) Tendered item is reserved for procurement from RDSO approved sources for item ID:3100306. Approval status shall be reckoned as on the date of tender closing and not thereafter, unless it is a case of removal/suspension /banning. Minimum 80% of the net procurable qty. shall be ordered on the vendors appearing as Approved vendor in RDSO vendor directory. Vendors appearing as Developmental vendor in RDSO vendor directory will be considered up to a maximum of 20% of NPQ. (2) Where there are not more than three Indian suppliers categorized as Approved Vendor for a particular item, developmental vendors can be considered for placement of bulk order without any quantity restrictions. However, while considering such vendors, factors including past performance, capacity, delivery requirements, quantity under procurement, nature of item, outstanding order load etc. shall be considered in a transparent manner, subject to rates being reasonable. Quantity allocation among eligible vendors shall be based on pre-decided tender criteria.

(1) Traders must enclose tender specific authorization (also known as bid specific authorization) from the OEM (Original Equipment Manufacturer) along with the offer. This should be uploaded as an attachment to the offer. (2) Bidder to quote with Tender specific authorization as per Railway Board Guidelines directly from OEM and the Purchaser shall confirm the genuineness of OEM Authorization.

Price Variation Clause:The quoted price shall be subject price clause (PVC) based on HZL basic price for lead 99.99 % purity of Chanderiya Lead Zinc Smelter at the rate Rs. 2,10,300 dtd. 06.07.2026 per MT exclusive of all duties and taxes also after considering all discounts offered by M/s HZL. The basic price will vary at the rate of 30.08 Rs per set (one set consists of 10 nos. battery) exclusive of all duties and taxes for every increase/decrease of Rs.100.00 or part thereof of HZL basic price. The date of offer for inspection will be considered as a date for computing PVC calculation. The price of lead prevalent one month prior to the date of offering the material for inspection will be considered for computing the PVC. Firm to quote their rate as per above PVC formula, base rate and base date, failing which, their offer will be summarily rejected. One set consist of 10 Nos of battery.

(1) EARNEST MONEY DEPOSIT (EMD):Earnest Money Deposit (EMD) :- (i) EMD:-Firm shall submit EMD amount @2% of the estimated value of the tender rounded off to nearest higher Rs 10/-. Please read carefully correction slip no. 001 of SECR General Tender condition 2019 regarding Earnest Money Deposit which is applicable in this case.(2) Please note that submission of EMD is exempted only to those firms who are registered with UDYAM for tendered item / Indian Ordinance Factories/Other Railway and Government Departments/PSUs owned by Ministry of Railways and PSUs for the group of items that are manufactured by them. Firms appearing on the approved list of RDSO/PUs for the tendered item shall be exempted for submission of EMD subject to approval status of the firm being valid on the date of tender closing. The Firm registered with PCMM, South East Central Railway/ Bilaspur for the trade group of the tendered item shall also be exempted for submission of Earnest Money Deposit according to the monetary limit of registration. Firm shall clearly indicate their registration number along with monetary limit of registration, if any.Tenderers must upload/submit valid documents for the exemption of EMD along with their bid. Note: If any tenderer neither submit EMD nor uploaded valid documents for exemption of EMD, then their offer will be summarily rejected.(3) Tenderer are advised to read carefully SECR General Tender Condition 2019, Correction Slip No.001, 004 and.006 issued regarding revised EMD & SD which is applicable in this case.
