ENGINEERING, PROCUREMENT AND CONSTRUCTION OF SCADA AUTOMATION SYSTEMS FOR WATER SUPPLY SERVICES AT BABINA

BOQ SCHEDULE 'A' PART - I

Design, developing, integrate and commissioning the SCADA system alongwith various analysing equipment for Water supply system as per ANNEXURE I & II for both the jobs A & B as given in Design Basis Information (DBI) complete all as specified & directed. The SCADA system shall comprise of following :- (a) Two (02) Nos. Master/central control stations with personal computers with latest processor and Monitor of size as specified. (b) UPS with one hour backup (c) Laser Printer (d) Server (e) Data Gateway (f) SCADA software which can be operated, programmed and modified by agencies other than developer.

Contd/- BOQ Serial Item No.2.01 (g) PLC/Microprocessor controllers with indoor/outdoor applications for water sensing display, pump operation with RTU/without RTU or Microprocessor controller and microprocessor transmitter. (h) Suitable communication system including payment of bills to telcom service provider. (j) Motorised butterfly valves (k) Pressure transmitters (l) Ultrasonic Sersors (m) Flow meters and switches (n) Air Release Solenoid Valves Notes: (i) Design of Communication System shall be done by the bidder. Cloud based server/ data storage/ communication shall not be used and only local server based system shall be designed. The technology used either GSM/Satelite/RF must have the compatablity with atleast one other mode of communication system. (ii) The cost of each item shall also be provided by the contractor before acceptance of tender by Accepting Officer which shall form part of Contract agreement to arrive at pricing in case of some addition/ reduction at site. (iii) Operating system, system software and programming shall not be intellectual property of any agency. (iv) The memory in the hard disk shall be suitable for six months data. The backup storage device/ devices shall be provided for archiving of data more than six months old. (v) In case of addition of installations, the system shall be capable of integrating the same. (vi) The responsibility of the agency is restricted to intimate mechanical and electrical failures such as failure of pumps, leakages etc. Such repairs shall be carried by MES. (vii) Operation charges to be paid separately. Comprehensive maintenance of the SCADA system for two years of defect liablity period is deemed to be included in the quoted unit rate. (viii) The SCADA system should have provision of both manual and automatic operation of installations. (ix) All Stationeries required for storing data sheet in daily/weekly/monthly basis shall be provided by the contractor and kept on record for future reference. Cost of all the above provisions shall be deemed to be included in quoted rate.

Operation of SCADA systems (for both Job A & B) during defect liability period of 02 (two years) all as specified & directed. NOTE:- (a) Contractor to provide monthwise breakdown details before approval of SCADA system. (b) Maintenance charges in defect liablity period already deemed to be included in the quoted unit rate of BOQ Serial Item No.2.01 here-in-before

NOTES (For BOQ Serial item No. 2.03) : (c) The technician and the helper shall also carry out the below described daily and preventive maintenance and maintain proper log sheets of the works carried out and kept on record for future reference. (i) Servicing of all Motorised valves once every quarter (three months) including cleaning,greasing,checking for wear and tear, checking electrical termination etc all as required, (ii) Periodical maintenance of automation SCADA system including machinery and equipment once every monthly/quarterly/annualy and maintaining records of maintenance. (iii) Servicing of all Pressure switches and solenoid valves once every six months including cleaning,greasing,checking for wear and tear, checking electrical termination etc all as required and including replacement if found unserviceable.The technician shall submit reports in soft / hard copy format as required by the Engineer in Charge. (d) Charges towards GPRS/broadband shall deemed to be included in quoted rate for list of installations covered. (e) On requirement basis OEM shall visit and rectify the defects within 24 hrs without any extra cost to the Govt.. (f) It shall be responsibility of the contractor to ensure uninterrupted operation of whole system till end of M&O period & shall handover the whole system in running condition to the Deptt at the end. (g) Contractor to provide monthwise breakdown details and kept on record for future reference.

BOQ SCHEDULE 'A' PART - II (Operation and comprehensive maintenance of SCADA system including cost of spares for eight years post defect liability period.)

Operation and comprehensive maintenance of SCADA systems (for both Job A & B) including cost of spares for 08 (eight years) post defect liability period including payment of bills by telecom service provider complete all as specified & directed. Note. Cumulative payment shall be made (after expiry of DLP) on not exceeding basis as per following schedule: - (i) After 1st year - 12% (ii) After 2nd year - 24% (iii) After 3rd year - 36% (iv) After 4th year - 48% (v) After 5thyear - 60% (vi) After 6st year - 72% (vii) After 7th year - 84% (viii) After 8th year - 100%

NOTES (For BOQ Serial item No. 3.01) : (a) The technician and the helper shall also carry out the below described daily and preventive maintenance and maintain proper log sheets of the works carried out and kept on record for future reference. (i) Servicing of all Motorised valves once every quarter (three months) including cleaning,greasing,checking for wear and tear, checking electrical termination etc all as required, (ii) Periodical maintenance of automation SCADA system including machinery and equipment once every monthly/quarterly/annualy and maintaining records of maintenance. (iii) Servicing of all Pressure switches and solenoid valves once every six months including cleaning,greasing,checking for wear and tear, checking electrical termination etc all as required and including replacement if found unserviceable.The technician shall submit reports in soft / hard copy format as required by the Engineer in Charge. (b) Charges towards GPRS/broadband shall deemed to be included in quoted rate for list of installations covered. (f) Contractor to provide monthwise breakdown details and kept on record for future reference.
