These conditions are essential to ensure uninterrupted, safe and hygienic patient mobility services. No relaxation or deviation shall be permitted.

A Description Compliance by Bidder

Locations of Help Counters The Help Counters shall be established at the following seven (07) locations: 1. Main Gate – 01 2. Emergency & Trauma including SCI – 01 3. In front of Ward Block – 01 4. In front of 500 Bedded College Hospital Building – 01 5. In front of Regional Institute of Ophthalmology – 01 6. In front of 1200 Bedded Hospital – 01 7. One Reserved Counter (location to be decided by IGIMS) IGIMS shall provide only the designated space. All other arrangements shall be made by the agency.

Infrastructure & Setup Requirements The successful bidder shall: a. Construct/install suitable Help Counters of good quality and professional appearance, as per design and approval of IGIMS. b. Provide all required furniture including tables, chairs, storage units, display panels, electrical fittings, signage, etc. c. Install proper display boards highlighting: • Ayushman Bharat Scheme • RBSK • Chief Minister Relief Fund • Other Government Schemes as directed by IGIMS d. Ensure proper lighting, cleanliness and maintenance of the counters at all times. e. All expenditure towards fabrication, furnishing, branding, maintenance and upkeep shall be borne by the agency. No separate payment shall be made by IGIMS.

Operational Timings The Help Counters shall function daily from: 07:00 AM to 07:00 PM IGIMS, Patna reserves the right to modify operational hours depending upon requirement.

Manpower Deployment The agency shall deploy: • Minimum three (03) trained personnel per counter • Total minimum manpower: 21 personnel (for 7 counters) Qualification Criteria: • Graduate (MBA preferred) • Patient-friendly, soft-spoken • Good communication skills (Hindi essential; English desirable) • Computer literacy Uniform, ID cards and name badges shall be mandatory. The deployed personnel shall not be counted in the 100 porters under Patient Mobility Services and shall be deployed separately.

Scope of Services at Help Counters The deployed personnel shall: • Provide guidance regarding OPDs, wards, diagnostics, emergency and departments • Provide information regarding government schemes and institutional facilities • Assist patients and attendants in basic form-filling guidance • Coordinate with hospital authorities when necessary • Maintain daily logbook/register of public interaction The Help Counter shall not collect any fee or engage in any financial transaction on behalf of IGIMS unless specifically authorized.

Financial Implication The cost of establishing and operating the Help Counters, including: • Infrastructure setup • Furniture and fixtures • Display materials • Manpower salary • Statutory compliances • Electricity and maintenance (where applicable) shall be included in the quoted Fixed Monthly Contract Value. No separate or additional payment shall be admissible.

Variation Clause IGIMS, Patna reserves the right to increase or decrease the number of Help Counters up to 25% during the contract period based on operational requirements. The agency shall comply at the same unit rates, without any claim for rate revision.

No Commercial Exploitation The agency shall not: • Display commercial advertisements • Promote private schemes • Use the counter space for branding beyond approved signage • Charge any fee from patients Violation shall be treated as breach of contract.
