Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Rates shall be quoted in tender in bill of quantities in the website itself.

The tender document is part and parcel of the agreement.

Conditional tenders are liable for rejection.

The Bidder shall obtain insurance coverage for all the workers deployed for this work at his own cost.

The Bidder shall quote rates exclusive of GST and inclusive of all other applicable taxes, levies, duties and cess etc., as per the prevailing regulations of GoI and GoK.

Any variation in GST during the contract period upward/ downward shall be paid or recovered. The Contractor and KPCL have agreed for the same. All payments towards variation in GST shall be on production of documentary proof.

The bidder should take into account the prevailing royalty charges while quoting their rates and submit the Material Dispatch Permit(MDP) receipt, if not submitted penalty shall be levied as per statutory norms issued by GoK.

As per Building and other construction workers Welfare Cess Act 1995, 1% Cess on bill amount shall be recovered in the work bills.

KPCL shall recover the statutory taxes such as Income Tax, cess, etc., at the prevailing applicable rates.

The contractor should get registration under section 7 & workers under section 12 of the building and other construction workers as per regulation of employment and condition of service act 1996.

The bidder should give an offer towards sale of released scrap materials as per the prescribed format and the same should be duly signed in a letter head and upload it. Note: Sale of released scrap materials on as is where is basis (after dismantling and stacking) including cost of transportation & loading etc., from the site. The rebate offered will be considered during the financial evaluation of the tender for the work. The quoted rates for the above released materials should be equal or above the min. rates mentioned in the table above, else min. rates mentioned above will be considered as the rates for sale of released scrap materials.Total quoted amount towards released material will be deducted in final bill amount of the agency.

Date of handing over of site shall be considered as date of commencement of work.

Past Experience

Work experience: The intending bidder should have satisfactorily completed as a prime contractor in the last five financial years (i,e. 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26), at least one civil work to an extent of 50% of the cost of work of value not less than Rs. 12.13 lakhs. The work done certificate issued from state / central Government / Government under taking from officers not below the rank of Executive Engineer or equivalent cadre shall be furnished. (Weightage of 10% per year will be given to the cost of completed works of previous years to bring them to the price level of present financial year).

Assessed available tender capacity (AxNx2.5-B) should be greater than the amount put to tender, where, A- Maximum value of works executed in any one year during the last five years (updated to 2026-27) price level taking into account the completed as well as works in progress. N- Number of years prescribed for completion of the works for which tenders are invited for 3 Months ( 0.25 year). B - Value, at 2026-27 price level, of existing commitments and on-going works to be completed during the next 3 Months.

Financial Status

Financial turnover: The intending bidder should have achieved in at least two financial years an average annual financial turnover of Rs. 24.26 lakhs in the last five financial years i,e. 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26. Turnover certificate duly certified by the chartered accountant shall be furnished. (Weightage of 10% per year will be given to the financial turnover of previous years to bring them to the price level of present financial year).
