Rate contract for 2 Years with Firms/ Distributors/Chemist shops for Day to Day supply of Medicines and Surgical Items & Consumables etc. to Railway Health Unit- Alwar of Jaipur Division.

Special Eligibility Criteria

   The vendor shall submit the details of registration with any Government/Private/corporate Hospitals and performance certificate from the institutions where the firm has been supplying or supplied medicines for establishing their performance/capacity. Documents related to registration and contract copies along with satisfactory working in these organizations should be called.

   Vendor(s) participating in tender must have average annual turnover equal to or more than Rs. 2,40,000.00 during last three completed financial years prior to date of opening of tender. The bidder has to submit "Turnover Certificate" for last three consecutive financial years), certified by CA in support thereof.

   Vendor must have the valid license issued by state authorities for supply or distribution of drugs, surgical & consumable medical items items as on bid opening date for various categories. The bidder must ensure that their license remain valid till end of the contract period.

Commercial-Compliance

   The firm should supply the material preferable within 4 hours after receiving indent/order from Railway Health Unit- Alwar of Jaipur Division.

   Vendor(s) participating in Tender submit "No Conviction Certificate" issued from State Drug Controller that there is no case pending under the Drugs and Cosmetic Act and Rules there under, against the firm (Issued not earlier than one year from date of publishing of Tender. If the No Conviction Certificate has been applied to the State Drug Controller, kindly submit the receipt along with an undertaking that your firm has not been convicted by any authorities.

General Instructions

   All documents to be scanned and uploaded as clear and legible PDF documents on the IREPS portal latest by date and time mentioned in schedule of tender process.

   Rate Contract will be entered with more than one and maximum 3 (three) vendor/firm/Distributor to be empanelled for each category. Quantity to be ordered against rate contracts shall be graded in relation to discounts offered by vendors i.e. L1 will get the maximum supply orders. In case of two vendor's distribution of orders (value wise) should be in the ratio of 70:30 on monthly basis. (in case of three vendor's distribution of orders (value wise) should be in the ratio of 60:25:15 on monthly basis). Discount offered by L1 should be counter offered to other selected suitable higher bidders i.e. L2, L3 (as applicable) for acceptance. The bidders accepting the counteroffers shall be finalized for placement of rate contract as per the predefined distribution (the ratio will remain same to give the advantage to the one whose offer was L1). Note: - If the same discount offered by more than one bidder (either L1 or L2) and found technically suitable for a particular category, then number of vendors for RATE CONTRACT & the ratio for distribution of Supply orders (value basis) to be ordered against rate contracts shall be divided equally between them at a ratio of 50:50. Decision regarding the number of vendors to be empanelled will be taken by the Railway and this decision will be final.

   The bidder must quote their offers with the discounts for each categories i.e. Medicine, Surgical items and consumables etc. separately, otherwise their offer will not be accepted and their tender will be rejected out rightly. Offers of eligible bidders will be evaluated on the basis of financial bid. No condition shall be indicated in the price bid. Note 1: Example to Quote the offer for Medicine and Surgical & Consumables Separately- {Basic Rate: Rs. 100.00 (bidders are advised to fill only 100 in base rate column), Un-conditional Discount: filled by bidder, Pkg. Charge: Rs. NIL, GST: NIL}. The highest discount offered by bidder will be the criteria for evaluation and selection.

   Bidders must fill in the techno- commercial offer form (consisting of eligibility criteria, terms and conditions, performance statement, deviation statement, checklist & special conditions etc.), financial offer form and attach scanned copy of necessary documents.

   The firm must quote price as free delivery at consignee stores basis unless otherwise indicated in the tender enquiry.Consignee Stores means the medical stores of the consignee. If it is not received in the medical store of the consignee, freight and other cost will be deducted from suppliers invoice as applicable
