Special Eligibility Criteria

   1.Bulk Order:- Bulk procurement will be made from sources whose offers are one of the RDSO approved makes for Aerosol based fire detection & suppression system as per RDSO Specn. RDSO/PE/SPEC/AC/0192- 2018(REV.1) only with quantity restriction as indicated in the RDSO specification, if any. Offer from OEM or their authorized dealers for Aerosol based fire detection & suppression system shall only be considered. Authorized dealers should submit tender specific / valid authorization dealership certificate along with offer. 2.Developmental order:- New /untried sources can be considered for placement of developmental order for the quantity up to 5 percent of the Net Procurable Quantity. New/untried sources can be considered for educational orders provided they should submit along with their offer, documented past performance (PO copies along with receipt notes/inspection certificates) of same item to Zonal Railways/Production Units and details of M&P. Such tenderers are to note that non submission of such documents shall be taken as their not having any such past performance and/or capacity, and their offer is liable to be rejected and no back reference in this regard will be made to them.

   The tendered item(s) fall(s) within the ambit of clause 3(b) of Public Procurement (Preference to Make in India) Order, No.: P- 45021/2/2017- PP(BE-II) dated:16.09.2020 issued by DPIIT, Ministry of Commerce and Industry. This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of the item is restricted to Class-I or Class-II local suppliers only and the vendor(s), who do not qualify to be class I or Class-II local supplier(s), is/are not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I or Class- II local supplier for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
