MANUAL OPERATION INCLUDING CARRYING OUT REPAIR AND ROUTINE MAINTENANCE OF LIFT AT DSC BLOCK SAILORS BLOCK BOAT POOL ATC TOWER AT INS SHIKRA AND REVIERA BLDG AT OUTLAYING AREA UNDER GE (NW) NOFRA COLABA MUMBAI

PART- I Mannual operation of electrically operated lifts fully automatic capacity 13 passengers/ 06 Passengers/ 08 Passengers/ Goods lifts of any capacity to serve any Nos of floor 08 hrs daily in one shift from 0830 Hrs to 1630 Hrs including Sundays & holidays (reliever shall be provided to the attendent by the contractor on sundays and holidays) including taking care from any pilferage, theft or damage of lifts etc complete all as directed for the following buildings:- (a) Boat Pool Workshop - 01 Lift

All as per item No 1.00 above but for 1 bldgs 01 shift per day from 0830 Hrs to 1630 Hrs for the following buildings:- (a) ATC Tower INS Shikra - 01 Lift

All as per item No 1.00 above but for 1 bldgs 01 shift per day from 0830 Hrs to 1630 Hrs for the following buildings:- (a) Reveira Bldg - 01 Lift

All as per item No 1.00 above but for 1 bldgs 01 shift per day from 0830 Hrs to 1630 Hrs for the following buildings:- (a) DSC bldg INS Shikra

All as per item No 1.00 above but for 1 bldgs 01 shift per day from 0830 Hrs to 1630 Hrs for the following buildings:- (a) Sailor Block INS Shikra - 02 Lift

Note : For item No 1.00 to 5.00 (i) Passes will be processed after verification of certificate, Pass shall not be granted without submission of qualification proof & experience certificate for lift operator. In case of OEM, the qualification mentioned in note is not applicable which shall be verified by Engineer-in-Charge before issue of passes (ii) Contractor shall submit ID proof, Residential proof, Bank A/C details to department and obtain approval of Engineer-in-Charge before employing a person as Operators (iii) Payment to employees shall be done by crossed cheque through Aadhaar linked bank account only and it shall not be less than minimum fair wages as per act in vogue. The contractor shall submit proof to Engineer-in-Charge before claiming any payment. (iv) Lift operators (semi skilled) report at lift cell as per the shift timings specified in the tender and he will report to JE E/M in-Charge or Lift Cell in-Charge. In case of emergency he will function according to their direction. If he is found absent or move without intimating to in-Charge of Lift Cell or JE E/M he will be treated as absent for the said shift and recovery to this effect for Rs 1500/- per shift shall be affected. (v) Payment as per quoted rate shall also be deducted in addition to the penalty as specified above. (vi) In case of malfunctioning if any noticed, lift operator shall intimate to the lift cell. (viii) In case of any necessity for rescue operation or in emergency situations, lift operator shall be capable of rescue the passenger and reacting to the situation (in emergency situations) Rescue operator engaged for rescue operation shall immediate attend the complaint within 30 minutes failing which penalty at Rs 500/- per hour or part thereof shall be levied.

(vii) Contractor shall submit the labour licenece as applicable as per latest laws/acts & Copy of GST Regn registered number issued by concerned authority. (viii) Insurance coverage, compensation if any applicable or necessitated due to mis operation of lift shall be the responsibility of contractor. The quantum of compensation shall be assessed based on the BOO composing of Lift Inspector of Maharashtra State, representatives of both agencies carrying out M&O works and routine maintenance work of lift and members from department. (ix) Contractor has to submit proof of payment of EPF subscription made by him as applicable as per latest laws/acts alongwith RAR failing which RAR will not be progressed for payment. (x) The rates quoted by the contractor shall be deemed to be included provision of all latest labour laws / regulations including all relevant taxes as applicable. (xi) The bidders are advised not to quote rate less than minimum fair wages as crculated by competent authority. If the quoted amount is less than the estimated cost ,,Item No 1 to 5 i.e Rs 17,46,800.00 , the lowest bidder will have to deposit FDR/BGB as elaborated herein after in favour of Accepting Officer within 07 days of opening of financial bid (Cover No 2) .

(xii). The deposited amount shall be the difference between estimated cost i.e Rs 17,46,800.00 and amount quoted by lowest bidder for respective item. FDR/BGB shall be released only after satisfactory completion of work. If the contractor fails to pay minimum wages to employees, the department shall have right to withhold the said amount which will be verified by GE. The decision of Accepting Officer regarding amount to be withhold shall be final and binding. The withhold amount will be utilised by GE for payment to employees if contractor fails to pay minimum wages and balance amount if any shall only be released. If the lowest bidder fails to deposit the amount as stated above within 07 days, the contractor shall be banned for 06 months & his bid shall be rejected. The contractor shall sumbit 03 Nos of BGBs/FDRs of equal amount as mentioned above. The BGBs/FDRs validity shall be 04 months, 08 month & 12 months respectively for the purpose of encashment/ release as the case may be. (xiii) The rates quoted shall be inclusive of suitable reliver wherever sundays & holidays are mentioned for working

PART II Repairs & Routine maintenance of lifts including carrying out daily check and periodical services of fully automatic electrically operated lifts Make OTIS 08 Passenger capacity having daul power operated door, automatic levelling device and microprocessor based simplex collective control system with repair and replacements of unserviceable parts such as bearings,brushes all types of shoes, headers, hangers, door cards,door locks, control cards, door ropes, connector/ links, hall push buttons and its spares covers, rewinding of motors, welding of cracked/ broken parts repair replacement of door safety edge working at any principal and any type sensor or mechanical safety lock magnetic lock or car position indicator, door sill, car door sill,shaft wiring cables, cabin light, cabin fan, repairs, greasing /lubricating of parts/gear box , dewatering form the car pit , soundless and jerk free operation/fixed of brocken granite cladding with edge chamfered / rounded match with exisitng with cement by mortar 1:4 complete including complete etc including necessary wiring and cables as per requirement for safe operation of lifts complete to ensure safety and smooth operation of lifts at ATC Tower (G+5) (06 Floors) (01 lift) complete all as specified and directed. Location :- ATC Tower lift 08 PS (884 Kg) G+05 upper floor. NOTE : All necessary major arrangement /spare parts required for smooth operation of lifts included in the quoted rate and except the parts of mentioned in ser No 12 to 25 measured and paid separatrely.

All as per item No 6 above but for 08 passengers (544 Kg) EROS make to serve G+05 floors (i.e. 06 floors) installed at DSC Bldg at INS Shikra (Total 01 lift).

All as per item No 6 above but for 08 passengers (544 Kg) John Fleming make to serve G+07 floors (i.e. 08 floors) installed at Sailor Block at INS Shikra (Total 01 lift).

All as per item No 6 above but for goods lift (1000 Kg) John Fleming make to serve G+07 floors (i.e. 08 floors) with collapsible door installed at Sailor Block at INS Shikra (Total 01 lift).

All as per item No 6 above but for goods lift (1500 Kg) OTIS make to serve G+02 floors (i.e. 03 floors) installed at Boat Pool Workshop (Total 01 lift).

All as per item No 6 above but for 04 passengers Stiguler make with Collapsible door to serve G+05 floors (i.e. 06 floors) installed at Reveira Bldg (Total 02 lifts).

Note for item No 6.00 to 11.00 :- (i) The Contractor has to carry out the AMC of the Lifts through OEM only (ii) The AMC should cover any/all parts of Lifts if its functions found defective the same should be repaired or replaced by the OEM as per the timeline covered under norms. (iii) Two mechanic shall be available round the clock at lift complaint cell for safe & smooth functioning of the lift. (iv) Rewinding of motor if required will be done by the contractor and no extra cost will be given by the department. (v) The detailed lift mechanics of the firm shall report to the JE Concerned at the Lift complaint cell for receiving the complaints at round the clock daily including sunday and holiday. (vi) The detailed lift mechanics shall sign ( Their shift wise) in the attendence register kept with lift cell. (vii) Cost of minor spare parts / routine material required for above mentioned maintenance is deemed to be included in the quoted rate except items mentioned here-in-after. No additional cost of spares is admissible for the above maintenance. Decision of the Accepting Officer shall be final & binding regarding minor spares/ routine material (viii) Monthly schedule for proper maintenance of lift and necessary documentation including all spare parts required to be replaced during the period shall be as directed by Engineer-in-Charge. (ix) All minor spare parts and parts required for repair / replacement for maintenance of lifts to be replaced during AMC at no extra payment. (x) Bidders are to submit license from Govt. of maharashtra for maintenace & erection of lifts issued by chief electrical inspector.

Taking down old unserviceable main steel wire rope after disconnecting old wire rope from counter weight, pulley and car cabin and supply and fix new main steel wire rope 13 mm dia, ungalvanised, 13/19 construction in and including necessary connection with counter weight, pulley and car cabin with clamps, nut, bolts and washers etc complete all as directed by Engineer-in-Charge Make : USHA MARTIN or equivalent make approved by GE

Disconnecting and taking out unserviceable hall push button and supply fix with new hall push button complete with stainless steel face plate to match with the existing and connecting up with existing control / electric system including cutting of wall and making good disturbed surface of masonry work to match with existing surface complete all as specified and directed

Taking down old/unserviceable pit pulley and machine room pulley and supply and fix new pulley complete all as specified and directed at site complete all as specified and directed by Engineer-in-Charge.

Dismantling of old defective hall push button assembly with new hall push butten and direction indicator LED display with LP/ LPC card of stainless steel face plate to match with the existing control/electric system including cutting of wall and making good to disturbed surface with masonry work to match with existing surface for passenger lift and Goods lifts complete all as specified and directed by Engineer-in-Charge.

Disconnecting and taking out unserviceable COP assembly, Panel assembly complete with illuminated push button for floor position, alarm, non stop door open, door close, cabin fan, cabin light stop etc with direction indicator with LED display with CPI card of stainless steel face plate in and including necessary wiring for illuminating push button complete all as specified and directed by Engineer-in-Charge.

Dismantling and taking out ARD control system and commissioning and testing of new ARD system inculdind PC cards/didoes suitable for upto 15 HP motor including wiring all necessary arrangement with fiting and fixtures etc connected item in existing building complete all as specified and directed. Make : Adcon or equivalent make approved by GE

Supplying & fixing beam infra red sensor up to full length of car door complete all as specified and directed Make : Weco or equivalent make approved by GE

Disconnecting and taking out old defective V3F door operator with all connected accessories from existing car door, supply and fix new V3F door drive operator suitable to existing motor mechanism unit suitable for existing door opening and connected with existing system including testing and commissioning complete for smooth and jerk free working of lift car door all as specified and directed by Engineer-in-Charge .

Taking down old unserviceable steel wire rope after disconnecting old wire rope from governer pulley of machine room and lift pit supply and fix new main steel wire rope 08 mm dia, ungalvanised, 8/19 construction in and including necessary connection with counter weight, pulley and car cabin with clamps, nut, bolts and washers etc complete all as directed by Engineer-in-Charge in certain building/blocks at Nofra. Make : USHA MARTIN or equivalentmake approved by GE

Taking down unserviceable/ burnt lift motor from the lift machine room and Rewinding of electrical motor 15HP capacity 3 phase 415 V , including rewinding of the motor by proper gauge of copper wire with class E insulation with Varnishing, heating and re-assembling and testing at the site all as specified and directed by Engineer-in-Charge .

Disconnecting and taking out defective unserviceable main drive (any type) from existing control panel and supply and fixing new main drive VVVF drive upto G+05 storey building complete with all electric connection all as specified and directed by Engineer-in-Charge . Make- yaskawa/FUJI.

Dismantling and taking out unserviceable control panel wiring and unserviceable items and supply and fix the follwings new control panel all as specified and directed by Engineer-in-Charge items as under :- (a) MS powder coated cabimet, with control wiring comprising with multiple microcontrolled programmed chip based, controlled by pulse modulation. , (b) complete with all safties such as thermal overload protection, over current protection, auto phase link to each other in network, (c) compatible terminal connectors screws and motor connection with galvanised sheet trucking 24 SWG including wiring of main motor with suitable size of stranded copper cable etc complete all as specified and directed by Engineer-in-Charge. (d) Contractors -05 Nos (e) relay cards -2 Nos (f) display cards 01 Nos (g) Armaments cards -01 Nos

Taking down unserviceable mother board microprocessor and supply and fixing mother board microprocessor as per existing capacity and make of lifts directed by Engineer-in-charge.

Taking down unserviceable step down transformer and voltage regulator transformer and supply and fixing step down transformer-,02 nos and Phase failure Relay - 01 Nos as per existipng capacity and make of lifts directed by Engineer -in-charge.
