(A) Comprehensive maintenenance and round the clock operation of SCADA system including replacement of any or all (A) defective items/components of the system, cost of upgradation, cost of spares, pipes, cables, communication components etc items of different sizes and payment of periodic bill by telecom service provider all as required and as directed. The SCADA system consists of minimum of the following systems, major/minor components:- (a) Pumps, motors, sensors and communication etc:- (i) Pump motors of various sizes - 68 Nos in 31 Pump houses (ii) UG Sumps - 31 Nos (iii) OH reservoir tanks - 570 Nos (iv) No of buildings dependent for water distribution on the SCADA system - 150 no (Note: The number mentioned above are approximate and are given to indicate the scale of total plants and system) (v) All pumps and sump/tanks are connected and controlled using PLC panels and all tanks/reservoirs are monitored using ultrasonic sensors and magnetic sensors. (vi) The control and communication is done with extensive network of OFC cables and GSM mode as well as Wimax towers and controllers.
(b) Master Control station with personal computer with latest processor and monitor of size. - 01 Nos (c) Sub Control station with personal computer with latest processor and monitor of size. - 03 Nos (d) UPS 1 KVA / 2 KVA with half an hour backup - 04 Nos (e) Laser Printer - 02 Nos (f) Main Server for system control and data acquisition with standard featues and software for server and client control/management- 01 Nos (g) Data gateway- 01 Nos (h) SCADA software which can be operated, programmed and modified by agencies other than developer (j) PLC/ Microprocessor Controllers with indoor/ outdoor applications for water sensing display, pump operation with RTU/ without RTU or Microprocessor controller and microprocessor transmitter. (k) GSM communication system including payment of bills to telecom service provider. (l) Motorised butterfly valves of different size. (m) Motorised ball valves of different size. (n) Pressure transmitters (o) OFC cables
(B) 24 x 7 Operation of above SCADA based centralised monitoring & control water supply, pumping & distribution system by employing with suitable number of trade qualified and experienced operators, supervisor, engineers through three different sub control room on all days incl holiday and sunday. Water shall be supplied two times a day 6 AM and 6 PM or as per the timings decided in consultation with the engineer-in-charge on daily basis to Naval Residences as per the design and program prepared in consultation with ground executives. The following documents should be maintain by the SCADA operating staff relating to the pumping and supply . All connected reports submit to the concerned JE/Engr-in-Charge on daily basis at 10:30 Hrs in AGE (E/M) (W/S) :- (i). Attendance register . (ii) . Log sheet (iii). Pumps, Valves and sensors and communication system failure report.. (iv). Defect rectified report (v). Meter reading report . (vi). Water received report from BMC (vii) . All the stationary items will be provieded by the contractor. (viii) . All the safety equipments shall be provided by the contractor to the staff.
Notes :- (i) Operating system, system software and programming or modifications as may be required shall not be Intellectual property of any agency. (ii) The memory in the hard disk shall be suitable for six months data. The backup storage device/ devices shall be provided for archiving of data more than six months old. (iii) The SCADA system should have provision of both manual and automatic operation of installations. (iv) Any defect in SCADA system should be rectified within 2 hours incl hardware and software problem from the time of complaint by SCADA expert/ engineer. (v) During operation if there is defect found on the ground contractor may upgrade like uplifting of valve inside the chamber vice versa or disconnection/ breakdown of OFC cable contractor brought new material for rectification. (vi) Any damage/ missing items caused by any means should be rectified and new item shall be brought by the contractor.
IT and Cyber security audit and safety provosions for above SCADA based automation system for industrial cyber security, preparation of GAP assessment report to improve OT security posture as per following details:- (a) Compliance to Information Security Management Standard such as ISO-27001and other regulatory requirements (b) CERT-IN audit of the software and system running for the scada control from the government authorised approving agencies. (c) Securing network architecture of the system including hardening and secure configuration. (d) Physical security of SCADA system. (d) Identity and authentication management, Access control, Incident detection and response. (e) ICT components of the SCADA system should have logging feature for monitoring of the parameters. Logs must be maintained for a period of six months as per CERT-In guidelines and the same should be integrated with a central syslog server/SIEM. (f) Use of Wi-Fi/Bluetooth is serious Cyber Security threat. Hence the same be disabled on all components of SCADA system. (g) Hardening includng firmware updation, turning off all unwanted services, ports and features in the IT Assets of the system. This should be carried out during while undertaking Internal/External Audits. (h) Admin accounts should always be managed by network admin using dedicated/pre designated machines only. (j) Custodians of SCADA will be the AGE E/M incharge of the facility. (k) Provision of SIEM at the centralized console to analyse logs of ICT Assets.
