General conditions of Contracts for Works, April 2022 shall be applicable.

The GST Act 2017 shall be applicable as per extant policy as notified by Central/State Govt. and as amended from time to time.

Tenderers are advised to go through the 'Tender Document' thoroughly before quoting the rates.

The tenderer/s shall not increase his/their rate in case the Railway Administration negotiates for reduction of rates. Such negotiations shall not amount to cancellation or withdrawal of the original offer and rates originally quoted will be binding on the tenderer(s).

The tenderer/s shall submit an analysis of rates if called upon to do so.

Conditional offers are liable to be rejected.

The tenderer/s shall keep them updated about any modification in tender notice and tender document, issued by Railway through newspapers, IREPS website or E-mail or any other means and shall act accordingly. It is the responsibility of the tenderer to check any correction or any modifications published subsequently in website and the same shall taken into account while submitting the tender.

The work will be executed under supervision of Railway Engineer in-charge or his authorized representative at site.

Contractor will issue identity cards to all his supervisors/labourers working at site as per Proforma given by Railway.

Rates are inclusive of all taxes/octroi, license fee, royalty charges etc. legally leviable by State, Central Govt. and/or any other local authority. Rate to be quoted including CGST/IGST/UTGST/SGST. These taxes shall be paid as applicable from time to time as per Extant rules.

For those conditions for which standard formats have been given in the uploaded document ,the informations should only be submitted in these standard formats.

Contractors are allowed to make payments against this tender towards earnest money (Bid Security) only through payment modes available on IREPS portal like net banking, debit card, credit card, etc. Manual payments through DD, Cheque, FDR Deposit Receipt etc. are not allowed.

(i) Tenderer will examine the various provisions of The Central goods and service tax act 2017(CGST)/Integrated Goods and services tax Act 2017 (IGST)/Union Territory Goods and services Taxes Act 2017 (UTGST)/ respective state's State Goods and Services Taxes Act 2017(SGST) also, as notified by Central/State Govt. & as amended from time to time and applicable taxes before bidding. Tenderers will ensure that full benefit of input tax credit (ITC) likely to be availed by them duly considered while quoting rates. Compliance of the GST act will be the sole responsibility of the contractor. (ii) During currency of contract any correction/modification/introduction of new Rules/Act is issued by Railway Board/Appropriate Govt. will be binding to the contractor.(iii) Contractor should submit GSTIN number, state of registration, address of firm etc. with his offer for compliance of GST norms. Compliance of GST norms will be the sole responsibility of the contractor. (iv) In case a successful tenderer is not liable to be registered under CGST/IGST/UGST/ SGST Act, the railway shall deduct the applicable GST from his/their bills under reverse charge mechanism (RCM) and deposit the same to the concerned authority. (v) Tenderer should quote rate keeping in view of act/rule as per GST laws.

Tenderer is Instructed to carefully go through the tender schedule/scope of work, Tender Documents and also visit the site, before quoting his own percentage rates (Above/Below/at par).

Tenderer shall quote his single and common percentage rates (Above/Below/At par) only. Otherwise, offer will be summarily rejected.
