Supply of ISI marked self-contained storage type drinking water cooler

The offer eligibility criteria will be as per para 1.1 of section-II of NWR tender conditions.

OEM Authorization letter:- (a) The bidder (resellers / distributors / dealers etc.) who are quoting in this bid must upload Bid Specific OEM AUTHORIZATION letter along with bid offer, failing which bid offer will be summarily rejected. (b) OEMs who are quoting itself must upload Self OEM DECLARATION letter along with bid offer.

Past Performance: The Bidder or its OEM {themselves or through re-seller (s)} should have supplied same or similar Category Products for minimum 20% of bid quantity against any single order or minimum 30% of bid quantity against multiple orders, in at least one of the last three Financial year (and current financial year) before the bid opening date to any Central / State Govt Organization / PSU / Public Listed Company. Copies of relevant contracts along with the proof of supply like consignee receipt and acceptance certificate , receipt note, performance certificate etc. (proving supply of cumulative order quantity in any one financial year) to be submitted along with bid in support of quantity supplied in the relevant Financial year.

Bidder has to upload OEM's Product Technical specification catalogue/ Product Technical datasheet etc. of the offered product with Make and Model No. along with bid offer. The product Make and Model no. should be mentioned in the OEM's Product Technical specification catalogue/ Product Technical datasheet etc., So Buyer can match and verify the product specifications offered in the bid. In case of non-compliance and any unexplained mismatch of technical parameters, the bidder's offer is liable for rejection.

Bidders shall mandatorily upload duly filled Bidder's Compliance/Offered value by bidder in Buyer Technical Specification document [Technical Specification/QAP Plan for Drinking Water cooler Cooling Capacity Rating- 150 Litre/Hour, Storage Capacity-400 Litres (Annexure-A)] along with bid offer. In case of non-compliance, bidder's offer will be summarily rejected.

Material must be ISI marked. The Bidder must upload BIS License certificate as per IS:1475:2024 for offered Product and BIS License certificate as per IS:10617:2018 for Compressor Valid on the date of opening of bid, along with the bid offer. In case of non-compliance, bidder's offer will be summarily rejected

Type test report of Drinking Water cooler Cooling Capacity Rating-150 Litre/hour, Storage Capacity-400 Litre for the same offered make and model from government lab/NABL accredited lab/ILAC accredited laboratory must be uploaded along with bid offer. In case of noncompliance, bidder's offer will be summarily rejected.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Inspection by TPI Agency

Inspection by TPI as per relevant IS and attached Buyer Technical Specification document [Technical Specification/QAP Plan for Drinking Water cooler Cooling Capacity Rating- 150 Litre/Hour, Storage Capacity-400 Litres (Annexure-A)] as attached. TPI Inspection will be at the OEM premises only. No deviation in Inspection clause at any stage will be accepted. Bidder should not quote deviations such as visual inspection or inspection against GC/TC/WTC etc., otherwise it will be considered as deviation in Inspection clause and offer of bidder would be summarily rejected.

In case the successful tenderer in not liable to be registered under CGST/IGST/UTGST/SGST Act, The Railway shall deduct the applicable GST from his/their bills under reserve charges mechanism (RCM) and deposit the same to the concerned tax Authority

Firm must be carefully examine the contents of PO/LOA ( Whichever is issued first) and in case any discrepancy noted, shall make a representation within 7 days of the date of PO/LOA. Any representation thereafter for DP re- fixation or other shall not be considered.

Wherever SD has been exempted/Not applicable, for any reason, and supplier fails to supply goods as per condition of contract, as amended from time to time, purchaser shall have right to levy damages from the supplier for failing to comply with contractual conditions, not by way of penalty, an amount equal to SD amount, as would have been applicable if the contract was with non-exempted vendor. These damages shall be treated as recoveries outstanding against the vendor and dealt with accordingly. (5% of the contract value subject to Max. Rs 50 Lakh)

Traders and agent are not allowed to avail any benefits extended under MSE policy. Participating firms having valid MSE will be allowed to avail the benefits extended under MSE policy. This will not be applicable to the authorized agents of OEM (even having MSE for services/manufacturing).

After receipt of material, Railway may select two samples randomly from the lot for testing of parameters as specified in the relevant IS and attached Buyer Technical Specification document [Technical Specification/QAP Plan for Drinking Water cooler Cooling Capacity Rating- 150 Litre/Hour, Storage Capacity- 400 Litres (Annexure-A)] as attached with tender from any of the Govt.Lab/NABL accredited LAB/ILAC accredited LAB and in case sample fails in testing the whole lot shall be rejected even after RITES inspection.
