Special Eligibility Criteria

   [i]. Railway reserves the right to procure full or bulk quantity from the bidders who are having credentials of supplying at least 20 % of tendered quantity of the same or similar items in last three years to any zonal railways or production units. Tenderer with past performance of satisfactory execution of contracts to any of the Zonal Railways/PUs for supply of the same /similar items for a quantity of 20% or more of tendered quantity against a single contract during the period of last three financial years and current financial year up to tender opening date may be considered as responsive to ECoR requirements for placement of bulk/ regular orders. If such past performance level is not up to 20% of the tendered quantity, then the offer may be considered as responsive to ECoR requirements for placement of developmental order not exceeding 20% of the net procurable quantity. Tenderers are required to submit document showing past performance such as copies of R/Notes/ CRN / CRAC of same/ similar items along with their offer for evaluation of offers; failing which offer will be summarily rejected without making any back reference. [ii]. In terms of Public Procurement (Preference to Make in India) Order, 2017(PPP-MII), the tendered item is restricted to Class I local suppliers only (Applicable as per item category ). [iii].Bidders to quote with Bid specification authorisation directly from OEM otherwise offer will be summarily rejected without any back reference and no representation will be entertained. The OEMs authorization certificate should be on companys letter head and must contain the full name,designation,active e- mail,address and mobile number of the authorised signatory along with companys stamp.This clause is for bidders who are not OEM of the tendered items.

[2].Material shall be delivered directly to consignee on door delivery basis. Offers not confirming to this tender condition may be considered unresponsive. [3].Tenderers/Bidders should go through the condition for tender document w.e.f. 23.12.2020 (and all its corrigenda) available in the IREPS website before submitting their offer. [4].Tenderers are required to submit their offers by filling up the e-tender form on the website itself after making the payment of the requisite Earnest Money Deposit (EMD), unless exempted as per provisions under Para 6.0 of Section-I of ECoR tender conditions. [5].Tenderers other than those who are eligible for exemption from paying Earnest Money as detailed in Para 6.1 of Section I of ECoR tender conditions shall be required to pay Earnest Money Deposit on or before tender opening date, failing which their offers shall be summarily rejected. EMD should be submitted online only through the payment gateway as available on IREPS website. [6].In order to avail MSME benefit, the bidder should submit latest UDYAM registration certificate. [7].For the estimate tender value less than Rs 10 Crore, the tenderers/bidders mandatorily furnish self certification as per PPP- MII order 2017.

I/We hereby certify that no other concerns or affiliates (such as having common partner/ director /promoter/owner/ holding company decision control etc.) have participated in this tender which can give rise to a conflict of interest or fall under anti-competitive practices.
