| 1PREAMBLE FOR DEMOLITION OF SDF-1 The Contractor should pass on the salvage value of the demolition material to client. The demolition works shall include dismantling and removal of all above‑ground and below‑ground components including foundations up to the required depth, columns, beams, slabs, staircases, lift wells if any, overhead and underground tanks, parapets, chajjas, balconies, cantilevers, architectural projections, appendages and all parts forming an integral component of the structure. Steel fabrication works incidental to demolition such as fabrication, erection, maintenance and dismantling of temporary bracings, supports, shoring systems, protective frames, access platforms, working stages, barricade frames and safety structures shall be deemed included in the scope of work. All temporary steel fabrication works required for demolition sequencing, stability or protection shall be deemed incidental to demolition and shall not be measured or paid for separately. The contractor shall comply fully with SEEPZ‑SEZ operational rules, access controls, security protocols, work permits, movement restrictions and working hour limitations applicable to demolition activities. The contractor shall be solely responsible for obtaining, maintaining and complying with all statutory permissions, consents and approvals required for demolition works from SEEPZ Authority, Development Commissioner (SEZ), Pollution Control Authorities, CPWD, BMC, CPCB, MPCB and any other statutory body having jurisdiction. Compliance with CPWD safety norms, BMC demolition guidelines, MoEF, CPCB and MPCB environmental requirements, Factory Act provisions and Contract Labour Act provisions shall be mandatory and shall be deemed included in the quoted rates. The contractor shall provide rigid barricading around the entire demolition perimeter with access gates, caution boards, reflective markings, danger signage and protection arrangements for adjoining premises and public areas, fully inclusive in the quoted rates. Full‑height external scaffolding with complete covering using green debris net or hessian cloth shall be provided on all exposed faces of the structure and maintained throughout the demolition period, fully inclusive in the quoted rates. The contractor shall install, operate, maintain and remove a sensor‑based real time air quality monitoring system capable of continuous monitoring of PM2.5 and PM10 with data logging and visual display wherever required by authorities, fully inclusive in the quoted rates. Anti‑smog gun based dust suppression systems shall be deployed at strategic locations and operated continuously during demolition, debris handling and loading operations, fully inclusive in the quoted rates. Real time noise level monitoring systems shall be installed and maintained to ensure compliance with prescribed ambient noise limits and time‑based restrictions, fully inclusive in the quoted rates. Vibration monitoring systems shall be installed to safeguard adjoining structures, pavements, underground services and utilities, and records of vibration levels shall be maintained, fully inclusive in the quoted rates. All workers engaged in demolition activities shall be provided with appropriate personal protective equipment including dust control masks, helmets, safety shoes and fall protection gear, fully inclusive in the quoted rates. The contractor shall plan demolition sequencing taking into account restricted mechanization, manual demolition requirements, limited access, safety buffers and operational constraints without any claim for additional compensation. No claim shall be entertained on account of restricted working hours, SEZ security procedures, phased demolition requirements, limited storage space, manual handling or multiple handling of debris. All safety systems, environmental control measures, monitoring equipment, operating manpower, power supply, consumables, maintenance and dismantling shall be deemed mandatory and fully inclusive in the quoted rates. Demolition shall be considered complete only after full site clearance including removal of foundations to required depth, disposal of debris and making the site free from loose material to the satisfaction of the Engineer‑in‑Charge. The description of an item shall be deemed to include all preambles, headings, sub-headings and references to other documents. The detailed description of work and materials, given in the Specification are not necessarily repeated in the Bill of Quantities. The entire royalty at the prevalent rates shall have to be paid by the contractor on all the boulders, metals, shingle, earth, sand etc. collected by him for execution of the work, directly to the Revenue authority or authorized agents of the State Government concerned or the Central Government, as the case may be. The work shall be executed on an Item Rate Basis. Any deviation in the built-up area shall be dealt with on a pro-rata basis. Payment for extra / additional items, if any, shall be made based on market rate analysis derived from the prevailing CPWD DAR If excavated materials such as boulders / rocks etc. are allowed to be used in the work, the contractor shall pay to the Employer at the market rate the cost of such materials, unless mentioned free of cost to the Contractor in particular items. Many items have been repeated under different sections in this BOQ. The specifications for similar item will remain the same unless otherwise specified in the BOQ. All preamble, inclusions and exclusions will remain same everywhere. The rate quoted by the contractor for any item under any head will be applicable for the entire site or anywhere in the site and for all lifts and leads. The Preamble to the Bills of Quantities must be read with the Drawings, Conditions of Contract and the Specification and the tenderer shall be deemed to have examined the Drawings, Specifications, Conditions of Contract and to have acquainted himself with the Works to be done and the way in which they are to be carried out. This preamble to the Bills of Quantities shall form part of the Contract. Providing and forming all temporary roads / Pathways, cross over, foot path, tracks, hard standings, Temporary ramp to approach the excavated level etc. within the site and shall provide temporary foot path outside the boundaries if required to protect the public entering into the construction area at no extra cost. Providing and maintaining Field Laboratory in a satisfactory manner till the completion of work to ensure site control on quality of materials and the works and shall strictly comply with provision of Indian/ International Standards at no extra cost. All other regular tests including requisite materials shall be carried out as directed either at approved laboratory or at site at no extra cost. The Tenderers are requested to inspect the site and obtain for themselves at their own expense all necessary information and particulars to enable them to submit the tender. The dimensions shown in the drawings shall have to be verified by the contractor at site before execution of the items and necessary allowance's have to be made as per the actual dimensions available at site. For the items of works having Basic rate of material, price adjustment will be made only on the actual quantity measured. Wastage shall be to Contractors account. The contractor should refer to the detailed drawings for details. All the rates so quoted should be inclusive of all hardware. In case of discrepancy between drawing and Bill of Quantity the drawing supersedes, unless specifically mentioned in the BOQ. The work shall be carried out as per drawings, specifications, the description of the items in the schedule and / or engineer’s instructions. All pre-fabrication works wherever possible shall be carried outside the client's premises, only assembling and finishing work will be allowed within the Site. "Unless otherwise mentioned in the contract, the rate for each item of work included in the Schedule of Quantities shall, unless expressly stated otherwise, include cost of: (a) All materials, fixing materials, accessories, appliances tools, plants, equipment, transport, labour and incidentals required in preparation for and in the full and entire execution, testing, balancing, commissioning and completion of work called for in the item and as per Specifications and Drawings. (b) Chasing and finishing in brickwork wherever pipe is embedded. (c) Wastage on materials and labour. (d) Loading, transporting, unloading, handling/double handling, hoisting to all levels, setting, fitting and fixing in position, protecting, disposal of debris and all other labour necessary in and for the full and entire execution and for the job in accordance with the contract documents, good practice and recognized principles. (e) All Liabilities, obligations and risks arising out of Conditions of Contract. (f) All requirements of Specifications, whether such requirements are mentioned in the item or not. The Specifications and Drawings where available, are to be read as complimentary to and part of the Bill of Quantities and any work called for in one shall be taken as required for all. (g) In the event of conflict between Bill of Quantities and other documents including the Specifications, the most stringent shall apply. The interpretation of the Architect / Consultant /Project Manager shall be final and binding." "During the demolition, dismantling, excavation, cutting, drilling, cleaning, or any allied operation, any fossils, antiquities, archaeological remains, precious metals and materials (including but not limited to gold, silver, platinum, diamonds, gemstones, copper, aluminum and other non ferrous metals), semi processed or processed materials, bullion, coins, tools, dies, molds, residues, scrap, artefacts, historical objects, heritage items, or any other article of commercial, historical, scientific, metallurgical, or proprietary value, whether known or unknown at the time of tender, shall vest absolutely in and be the sole property of the Engineer in Charge. The Contractor shall have no right, title, interest, lien, royalty, or claim of any nature whatsoever over such articles, except as expressly provided under this Contract." The contractor, in his own interest, based on scope of work, should get an indication of the probable variation or extent of the work to be executed under any particular item in this scope of work, the contractor should inform in writing to the Engineer-In-Charge within 15 days for obtaining approval before the undertaking any preliminary and enabling work or purchasing bought out components related to the work. Rates shall be quoted both in figures and in words in clear legible writing. No overwriting is allowed. All scoring and cancellations should be countersigned by the tenderer. In case of illegibility, the interpretation of the engineer shall be final. All entries shall be in English language. The Engineer-in-charge's decision shall be final and binding on the contractor regarding clarifications of items in this schedule with respect to the other sections of the Contract. Any debris generated out of the said work may please be cleared on priority basis from the Site. The contractor to allow for work to be executed on the upper Floors, temporary storage of material on designated location by Engineer-In-Charge, for bringing debris and waste down, for coordinating and scheduling movement of material with facilities available on site. The disposal of debris will be the sole responsibility of the Contractor. Any fault that occurs during the time of production, shifting or installation of finished materials should be replaced with good one as per the instruction from Engineer-in-charge”. The Contractor shall provide a comprehensive material inventory and tabulation of demolition arisings indicating salvaged materials, reusable components, recyclable waste and non‑recyclable disposable debris, with quantities, proposed method of utilization or disposal and supporting records from authorized recyclers or dumping agencies. All construction workers will be provided with dust control masks to prevent from health hazards All the construction waste at the site needs to be tabulated by weight/ volume calculation and the percentage of it being sent to the recyclers/ diverted for other use has to be provided. Certificates from scrap vendor should be collected for the waste carried from site with the end use. The Contractor shall, at his own cost and responsibility, provide, install, operate, maintain and remove temporary fully enclosed site office, housekeeping and other site work office enclosures using self‑closing access doors and full‑height temporary partitions extending from floor level to underside of slab, and shall provide suitable exhaust ventilation arrangements to ensure effective isolation and negative pressure within such enclosures so as to prevent the spread of dust, debris and contaminants to adjoining areas, without air re‑circulation, and the rates quoted shall be deemed to be inclusive of all materials, labour, equipment, power supply, maintenance, monitoring, compliance and dismantling, with no additional payment whatsoever on any account. A list of all the adhesives and sealants used in the project is to be submitted along with the manufacturer’s certificate for the prescribed VOC limit as mentioned in the Technical specifications Ensuring Disconnection, reconnection, diversion, slinging and supporting service pipes, electrical cables or any other utility etc. met during excavation. Excavation either straight, inclined or curved in trenches, footings, water tanks, basements etc. including marking out, cutting and backfilling with excavated material the sides and bottom to true dimensions. Surplus shall be taken out and dumped in approved location by Authorities. All excavations shall be kept free of water at all times. Grading in the vicinity of excavations shall be controlled to prevent surface water running into excavated areas. The Contractor shall remove by pumping or other means approved by the Engineer any water including rainwater and subsoil water accumulated in the excavation. The method of pumping shall be approved by the Engineer but, in any case, the pumping arrangements shall be such that there shall be no movement of subsoil or blowing in due to differential heads of water during pumping. Pumping arrangement shall be adequate to ensure that there no delays in construction. Providing Battering, benching and forming steps in the sides of foundations, mass excavation where required. Items of work provided in this schedule but not covered in the specifications shall be executed strictly as per instructions of the engineer. General Note: "It is specifically to be noted and understood by the tenderer that rates that would be quoted by him against all relevant items in different section of the Bill of Quantities shall be inclusive of following a) All materials, labor, plant, machinery, tools, tackles, etc. b) Insurance of the Work c) Costs for water & power required for the construction & getting connection for the same d) Testing of material as per IS. e) Re-handlings of material due to site constraints/space of storage, removing of sundry item required for completion of items." Tenderer’s quoted rates shall be based on Approved make list given in the tender document. The contractor shall adopt such demolition methods so that ground-borne vibration at adjacent structures does not exceed permissible limits as per IS 6922 / DIN 4150. Any damage due to vibration shall be made good by the contractor at his own cost. No extra payment shall be made for any vibration mitigation measures adopted by the contractor. Demolition must strictly adhere to IS 4130 (Safety Code for Demolition of Buildings). Contractor shall coordinate with concerned utility and obtain temporary/permanent disconnection at his own cost. | |||||

Comprehensive Demolition, Dismantling, and Disposal of Old RCC and Steel Structure:
Demolishing, dismantling, and clearing away the entire existing structure including all architectural, structural, civil, electrical, plumbing, and mechanical components (including but not limited to RCC/PCC elements, brick/stone masonry, structural steel, flooring, roofing, doors, windows, and utility lines, etc.), at any height, complete with all necessary scaffolding, staging, shoring, and safety measures.
The Scope includes but not limited to Segregation of salvageable / serviceable materials to be stacked within the site or handed over as directed by the Engineer-in-Charge. Mechanical / manual loading, transporting, and disposing of all unserviceable demolition waste, debris, and malba in restricted hours to the designated municipal authority dumping ground at all leads. Controlled demolition techniques to minimize dust, noise, vibration, and damage to adjoining structures. Compliance with statutory safety codes, environmental regulations, and municipal guidelines.
The rate Inclusions of but not limited to All lifts, descents, scaffolding, and temporary works required for safe execution. Loading, unloading, carriage, and levelling at the designated municipal authority dumping ground at all leads . Applicable municipal dumping fees, royalties, and environmental charges. Dust suppression measures (e.g., water sprinkling) and site cleanliness during and after demolition. Protection of existing utilities, adjoining structures, and public property. Final site clearance and levelling after completion of demolition.
The Mode of Measurement shall be on Lump sum for the entire structure, inclusive of all components and activities described above.
The rate also inclusive of all operations, materials, equipment, labor, transportation, fees, and compliance requirements.
The entire Work to be executed strictly as per the instructions and supervision of the Engineer-in-Charge.
