5.3 Financial Eligibility Criteria 5.3.1 The tenderer must have minimum average annual contractual turnover of V/N or "V";whichever is less, where V= Advertised value of the tender in crores of Rupees , N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Appendix- 5 along with the copies of Audited Balance Sheet duly certified by the Chartered Accountant / Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

5.2.2 Similar nature of work: (A) Supplying and stacking of machine crushed hard stone ballast in depot/ on cess OR / AND (B) Works involving Supplying of Stones or Stone Aggregates for the construction of Roads/Bridges/Concrete works/Other Civil Engineering works.

Defination of Similar Work :- (A) Supplying and stacking of machine crushed hard stone ballast in depot/ on cess OR / AND (B) Works involving Supplying of Stones or Stone Aggregates for the construction of Roads/Bridges/Concrete works/Other Civil Engineering works. (C) Long Term valid agreement on quarry/crusher ownership or leasing of quarry crusher or Memorandum of Understanding (MOU) with the supplier (I) The tenderer shall have necessary valid long term licence/permission/permit/lease agreement for quarrying from State/Central Govt. Authorities. This certificate of agreement/lease agreement/Memorandum of Understanding (MOU) shall be enclosed with the tender at the time of submission for evaluating the offers. This criteria is in addition to the Technical Eligibility Criteria laid down in Clause No.5.2.1 above. (ii) Short term valid permits for quarrying will be examined, evaluated and shall be decided as deemed fit and KRCL may reject such offers having short term permits (say 1 year or lesser or as decided by KRCL) and the decision of KRCL shall be final and b i n d i n g . (iii) All documents shall be enclosed at the time of uploading/submission of offer. However, the tender committee can make any enquiry or seek clarification on this (LR items only) including submission of the documents during evaluation of Technical bid with the agencies. (Note : 1. The agency should enclose a declaration for 5.2.2 (B) above that they will be arranging/erecting suitable crusher in their own land for supply of Railway ballast as per the specifications if they are not having presently. 2. If they have the crusher presently, the same should be indicated in the declaration. 3. Eligibility criteria either A or B along with C (I), (ii) and (iii) shall be fulfilled by the Tenderer).
