Special Eligibility Criteria

   (1) The Railway reserves the right to place orders for entire or bulk quantity on firms having proven satisfactory past performance of supply of tendered item for at least 20% of tender quantity in preceding three years against single order. Clause 16.4 of GTC of ER is applicable. (2) Developmental Orders:- (i) Firms not having satisfactory past supply performance of tendered item for at least 20% of tender quantity in preceding three years against single order shall be considered for developmental order up to 20% of NPQ. (ii) Other firms who have no past supply performance but are capable of manufacturing and supplying the tendered item can be considered for developmental order subject to submission of their technical and financial capabilities/capacities i.e. Machinery and Plant, Testing Facilities, QAP, Technical Manpower, Balance Sheet, Turn Over etc. along with their offer. (3) Firms should upload along with the offer their supply performance (duly supported with documents like Inspection Certificate, Receipt Note, Payment Receipt Particulars), i.e. supplies made by them for tendered item on this Railway & other Railways, in preceding three years from tender closing date, in support of their performance. Non- submission of such documents shall be taken as they are not having any such past performance and their offer shall be considered as per extant rules and no back reference in this regard will be made to them. (4) In case tenderer participates as an authorized agent, then the performance as required above shall be that of principal authorising the agent. (5) However, Railway reserves the right to refer to past performance of firm with Eastern Railway in preceding three years from tender closing date.

   1. Bidder should go through the Tender document, IRS Conditions of contract, General Tender conditions of Eastern Railway, Special conditions [if any] and other Conditions specified/attached with the Tender. 2. In case of Authorized Dealer, bidder has uploaded Authorization Certificate along with offer. 3. Bidder has deposited required EMD amount as applicable as the case 4. In case of micro and small enterprises, firm has submitted documentary evidence of being micro or small enterprises for tendered item in the certificate issued by nodal agencies as per public procurement policy. 5. The bidder has uploaded document like copies of Receipt Notes, Inspection Certificates etc. in support for their performance/Credentials as the case may be.

Commercial-Compliance

   Price Variation clause [PVC] : Firm are advised to quote the basic price of the battery based on HZL price for Lead 99.99 purity @ Rs. 2,09,900/- per MT (exclusive of duties and taxes) Ex-works i.e. Ex- Chanderia Smelter as per HZL's circular dt. 26.03.2026. The price of Battery will vary at the rate of Rs. 9.49 per unit exclusive all statutory levies for every increase or decrease of Rs.100.00 /- per MT of HZL price. The price of lead prevalent one month prior to the date of offering the material for inspection will be considered for computing of PVC. Note : [A] 1. Firm are requested to offer the rate considering all discount as mentioned in the Hindustan Zinc Limited Price circular. 2. For the purpose of computing PVC, the basic price of lead Ex-Chanderia Lead Zinc Smelter shall be taken into account without referring to any discount mentioned in the HZL circular.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   Validity of Offer: No deviation from the offer validity period stipulated in the tender is permitted. Firm will have to submit quotation with a validity for a minimum period of 90 [ninety] days otherwise their offer will be summarily rejected.

   No deviation from the Price Variation Clause (PVC) stipulated in the tender is permitted.The tenderer who does not quote with PVC as mentioned in tender or tenderer who is quoting on FIRM price basis or quoting different PVC and base month, their offers shall be summarily rejected without any back reference.
