Special Eligibility Criteria

   [1] This item is reserved to be procured from RDSO approved sources only. [RDSO Item ID :3100584, Sub Item ID: 3100584002 as available on UVAM]. [2] (a) RDSO Approved vendors for CGRSP [RDSO Item ID :3100584 as available on UVAM of IREPS vendor directory] having prototype approval for CGRSP thickness 10 mm will be eligible for Bulk/Regular order. (b) RDSO Approved vendors for CGRSP [RDSO Item ID :3100584 as available on UVAM of IREPS vendor directory] not having prototype approval for CGRSP thickness 10 mm will be considered only for ordering up to 5 % of NPQ. (c) RDSO Developmental vendors for CGRSP [RDSO Item ID :3100584 as available on UVAM of IREPS vendor directory] having prototype approval for CGRSP thickness 10 mm will be considered only for Developmental order(s) up to 20 % of NPQ. [3] Only manufacturers or their authorized dealers/distributors/Agent/representative shall quote against this tender. Bidders other than OEM are required to upload tender specific authorization letter of OEM. If bidder fails to provide authorization of OEM with offer, then no back reference shall be made and offer is liable to be rejected. OEM to upload self-certification / supporting document as proof of OEM of subject item. [4] In keeping with the Public Procurement (Preference to Make in India) Order, 2017 as amended, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore public procurement of this tendered item is restricted to Class I local suppliers only (Class-I local supplier means a supplier of service provider, whose goods, services or works offered for procurement, has local content equal to or more than 50%). Bidders are required to furnish a self certificate to the effect of their being a Class I local supplier (as per PPP-MII order 2017 as amended), for the tendered item. The vendors who do not qualify to be Class I local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class I local supplier for the tendered item participates in the tender it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.

   GST rates have been entered correctly as applicable. It shall be the responsibility of the bidder to ensure that they quote correct GST rate corresponding to applicable HSN Code. Purchaser shall not be responsible for any miss-classification of HSN number or incorrect GST rate if quoted by the bidder. Other condition of GST shall be applicable as the para 8.2 of Instructions to Tendereres & General Conditions of Tenders for Supply Contract.

   In case the successful tenderer is not liable to be registered under CGST/IGST/UTGST/SGST Act, The railway shall deduct the applicable GST from his/their bills under reverse charge mechanism (RCM) and deposit the same to the concerned tax authority.

   I/we hereby agree to supply the offered goods at a quoted rates as per IRS conditions of contract and other terms & conditions specified in this tender.

Commercial-Compliance

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   As a tenderer, we hereby confirm that we have gone through tender condition no. 35 of "Instructions to Tendereres & General Conditions of Tenders for Supply Contract 25" and do hereby confirm that none of our sister concerns or affiliates (having common partner/director/ promoter/owner/holding company decision control etc.) have participated in this tender.

   Bidders are reminded to carefully go through Para 35.0 of "Instructions to Tendereres & General Conditions of Tenders for Supply Contract 25" (included and uploaded along with the bid document) those pertaining to "Code of Integrity, Misdemeanor and Penal measures". If two or more bidders are found to be sister concerns or affiliates (having common partner/director/promoter/owner/holding company decision control etc.) the offers of all such sister concerns are liable to be rejected as per relevant provisions of Tender conditions. They are therefore earnestly urged to refrain from committing violation of code of integrity in general and conflict of interest and anti-competitive practices.

   120 days. No deviation from the offer validity period stipulated in the tender is permitted, and offers with any deviation regarding this shall be summarily rejected.
