Providing comprehensive maintenance and operation of external electrical distribution net work and including immediate attending breakdown related to electric supply spread in domestic, technical area, BD-I & BD-II , and Vayu Vihar area by engaging requisite staff for round the clock for 24 hours ie in three shifts of eight hours duration each including Sundays and holidays by engaging a team consisting of minimum manpower as below:- (i) First shift (0800 hrs to 1600 hrs) Electrician -02 Nos, Helper - 04 Nos (ii) Second shift (1600 hrs to 2400 hrs) Electrician -01 No, Helper - 01 Nos (iii) Third shift (2400hrs to 800 hrs) Electrician -01No, Helper - 01 Nos with required T&P including safety belt, insulated pliers, spanners, screw driver, insulated cutter, hand gloves, bolts, copper chain, torch, ladder and any other T & P as required at site to repair/maintenance the system all as directed by Engineer-in-Charge etc including safety of material & life complete all as specified and directed by Engineer-in-Charge .
Providing comprehensive maintenance and operation of 11 KV/ 440V main powerhouse sub station at Technical area, Vayu Vihar and domestic area including restoration of electric supply/ attending complaints etc.comprising of different equipmets ie. VCB’s / OCB’s and ACB’s,HT feeders etc and recording of electric parameters with 11 KV incoming supply and 11 KV outgoing feeders and 440 volts outgoing feeders two units all in one premises complete including back feeding of main supply from domestic to technical area and vice versa for round the clock for 24 hours ie in three shifts of eight hours duration each (to be operated by one skilled electrician cum SBA in each shift) on all days including Sundays and holidays comprising of various activities / works on failure of commercial supply and switching on LT feeders on stand by as directed by Engineer –in- Charge with all necessary tools, measuring instruments and brief scope of work as mentioned below for maintenance and upkeep the installations :- (a) HT VCB/RMUs 630 Amps (b) Transformer 400 KVA (c) LT Panel consisting LT ACB 800 Amps (Non Essential Panel). (d) LT panel consisting LT ACB 400 Amps (Essential Panel)
Notes.
The electricians employed by the contractor shall perform following duties to maintain the installations:-
Compulsory preventive maintenance ie weekly, monthly, fortnightly and annual maintenance as directed by the Engineer-in-charge shall be carried out and record should be maintained by his rep. If the contractor fails to carry out maintenance work as per this schedule a recovery @ Rs. 600/- for each maintenance shall be effected
On indication of any type of fault/tripping of VCB/HT switch gear, the contractor shall be responsible to locate the fault and to intimate regarding the fault to the Enginner-in-charge. The fault shall be removed and supply restored with in reasonable time.
All types of cleaning viz cleaning of HT/LT panels, warming up (demoisturing) of Bus bar chambers in HT Panels,tightening of connections in HT/LT Panels installed in power house.
To keep area of Power House Bldg, toilet & surroundings neat and clean upto a periphery of 25 mtrs. Penal recovery at the rate of Rs 100/- per day will be recovered in case installation and surroundings found unsatisfactory by JE/ENGR-IN-CHARGE.
Contractor will display fire fighting chart,Safety chart,Do's and Dont's as directed by Engineer-in-charge.
The contractor shall comply with existing labour laws,IE rules,Factory act Etc. in totality and deptt shall not be held responsible for any lapse.
Maintenance and upkeep of measuring instruments as fitted inside Power House in workable condition as directed by Engineer-in-charge.
Check periodically earth resistance of all earthings of equipments installed at power house and maintain proper working condition and book record also & pouring of water and self in earth pits every week to maint earth results.
(i) Contractor shall be well conversant with the minimum fair wages circulated by The Department of Labour, Govt of Punjab/ GOI. Contractor shall quote the rates accordingly. (ii) Electrician shall be ITI qualified with minimum 2 years of working experience or 10th passed with 8 years experience in the trade. Electrician shall be well behaved and well disciplined, Electrician shall have adequate experience in maintenance and operation of external/street light services. Contractor will produce all documents for approval of GE. No operator will be allowed to operate plants until he is approved by GE. He shall have to wear the uniform during duty hours. Daily attendance will be done by the officer - in - Charge / Engineer - in - Charge. If the individual is found absent from duty or undisciplined / misbehaving, he shall be removed / disallowed from the duty and penal recovery In case any member of team is found absent from site of work during working hours, recovery @ Rs. 600/- per member of a team (max Rs.1000/- for team ) shall be made from contractor’s dues on this account by the officer - in - Charge. In addition the payment shall not be paid to contractor of that shift against respective item of Sch A.
The operator employed by the contractor shall have tool kit bag containing all the tools required for minor repairs/maintenance of lights. Requisit engineering stores shall be provided by the department, if required. The cunsumable items such as nuts, bolts, washers, screws, taps etc required for keeping the installations tidy and functional shall be provided by the contractor without any extra cost to the Govt.
T & P required for workmen such as tool kit ,aluminum ladder, of any type ,bamboo ladder inculding suitable vehicle/ tractor as and when required considering the urgency of service at any location ,safety belts, shock proof shoes, rubber gloves or any other safety equipments and safety tools etc. as required shall be arranged by the contractor at his own cost. Unit rate per shift deemed to be inclusive of these aspact. No claim what so ever on this account shall be admissible by the department. All complaint shall be immediately attended by the contractor as directed by the Engineer-in- Charge without any excuses.
The contractor shall be solely responsible for any mishap, accident and other mishappening to workmen during work and settling all claims of workmen with labour commissioner or court law. Tradesmen and helpers shall be fully insured (under group insurance or otherwise) and insurances certificate will produced as documentary evidence by the contractor to GE duly signed by Engineer-in-Charge and contractor within 15 days of date of commencement of work. The rates quoted by the contractor shall deemed to be included for this aspect and nothing extra shall be payable on this account.
Duration and timing of each shift will be decided by Engineer-in-Charge as per site requirements.Contractor shall arrange transporation to their workmen upto the point of installation. No claim whatsoever on this account shall be admissible. Contractor along his team will report to Engineer-in-Charge/JE concrened daily at 08.00 am for taking instructions/complaints.
Rate coated for outsourcing the services as described in Srl No 1.00 to 3.14 here-in-before shall included the following :- (i) Workers wage per person (a) Electrician = Rs 593.00 per day (b) Helper = Rs 420.00 per day (ii) Employed state insurance @ 4% (employer contribution 3.25% and employee contribution 0.75%) on wags as per existing rules. (iii) EPF, EPS, EDLIS and administrative charges @13% on wages as per existing rules. (iv) Contractor’s over head and profit. (v) LWC @1% on (i) to (v) above as per existing rules. (vi) GST @18% on (i) to (v) above as per existing rules.
Notes for Ser No 1.0 to 3.14 here-in- before:- (i) The rate coated shall not be less than minimum wages as notified by Govt of India/ State Govt / local body whichever is higher including all statutory provisions such as EPF, ESIC, Bonus, taxes etc as applicable. (ii) The Firm’s claims in bills regarding ESI, EPF, service tax should be accompanied by documentary proof pertaining to the previous month’s bills . A requisition portion of the bill i.e. RAR/Final bill amount shall be held up till such proof is furnished at the discretion of the GE. (iii) The firm shall submit proof of payment given to workers and endorse a copy to engineer-in-charge, showing the details of payments, deductions (including all statutory deductions) and net amount with requisite challans in each case/person indication PF number, ESI card detail etc. (iv) Engr-in-Charge will maintain the record of attendance in respect of the persons deployed by the Firm on the basis of which wages/remuneration will be decided in respect of the person at the approved and agreed rates. The firm shall be responsible to keep all records of payments, attendance, leave etc., duly signed by the Engr-in-Charge and endorse a copy of all the documents with RAR/ final bills as applicable. (v) Also refer Sch’A’ of notes given in tender documents
