Regular/Bulk order 1. The bidder shall meet the requirements set out in RCF bid Document Ver-14 clause 2.13.6. The similar items for the purpose of eligibility criteria shall be as under:- 1. Set of SS Chair Pillars assemblies for LHB AC Coaches. 2. Set of end wall for LHB, 3 Phase MEMU Coaches. 3. Roof, Flat roof for LHB and 3 Phase MEMU coaches. 4. Side walls for LHB & 3 Phase MEMU Coaches. 5. Shell kit having SS Side walls, SS End walls, SS Roofs in kit for LHB & 3Phase Memu coaches. 6. SS Door cut outs for LHB and 3Phase Memu Coaches . 7. Battery box LHB Coaches 8. WTCC for LHB Coaches. 9. Retention tanks for LHB Coaches Note: FAI/Prototype shall be required if the supplier is manufacturing the tendered item for the first time. Developmental Order 1. The bidder shall meet the requirements set out in RCF bid Document Ver-14 clause 2.13.6.1. Firm should have in-house infrastructure and M&P for manufacturing of the tendered item. Note: CCA/QAP Audit/FAI shall be required if the supplier is manufacturing the tendered item for the first time. CCA: Capacity cum Capability Assessment: It shall be carried out after Placement of Letter of acceptance. Purchase Order shall be released only after successful completion of the CCA. QAP: Quality assurance Plan: To be submitted by the firm before the FAI. FAI: First Article inspection: It shall be carried out at firms premises during manufacturing of the first product. PAYMENT TERM : 95% PAYMENT AGAINST INSPECTION CERTIFICATE ISSUED BY THE NOMINATED INSPECTION AGENCY AS SPECIFIED IN THE CONTRACT, AND PROOF OF DISPATCH/ DELIVERY OF THE MATERIAL TO CONSIGNEE AND BALANCE 5% AFTER RECEIPT, INSPECTION AND ACCEPTANCE OF THE GOODS BY THE CONSIGNEE. IN CASE OF DESPATCH BY RAIL UNQUALIFIED RAILWAY RECEIPT/ PARCEL WAY BILL WILL BE TAKEN AS THE PROOF OF DESPATCH. IN CASE OF DESPATCH BY OTHER MEANS SUCH AS ROAD TRANSPORT, RECEIPTED CHALLAN SIGNED BY THE GAZETTED OFFICER AT CONSIGNEE'S END WILL BE TAKEN AS PROOF OF DELIVERY.

Statutory Variation Clause

Actual GST will be as applicable at the time of dispatch subject to documentary evidence. SVC Clause applicable. (ii) On reduction of rate of tax on supply of goods and services, the benefit of input Tax Credit (ITC) shall be passed on the recipient by way of reduction in prices. (iii) If firm is not liable to be registered under CGST.IGST/UTGST Act, the railways shall deduct the applicable GST from his/their bills under reverse charge mechanism (RCM) and deposit the same to the concerned tax authority:

Option Clause

QUANTITY OPTION CLAUSE : THE PURCHASER SHALL BE ENTITLED TO VARY THE ORDERED QUANTITY UPTO + 30% ANYTIME WITHIN THE DELIVERY PERIOD (INCLUDING EXTENDED DELIVERY PERIOD) ON THE SAME TERMS AND CONDITIONS. THE INCREASE IN QUANTITY WITH RESPECT TO THE TENDER QUANTITY CAN BE DONE EVEN AT THE TIME OF ORDERING AND THE TENDERER SHALL BE BOUND TO ACCEPT THE QUANTITY SO ORDERED ON THE BASIS OF HIS ORIGINAL OFFER. THE PURCHASER SHALL BE ENTITLED TO EXERCISE + 30% OPTION CLAUSE IN ONE OR MORE THAN ONE INSTALLMENT AS LONG AS THE TOTAL VARIATION IN QUANTITY DOES NOT EXCEED THE LIMIT OF 30% OF ORDERED QUANTITY.

GREEN TRANSPORT POLICY:- I) SUPPLIERS SHALL NOT ENGAGE TRUCKS/ VEHICLES OF MORE THAN 15 YEARS OLD FOR TRANSPORT OF GOODS TO RCF. II) ALL VEHICLES ENTERING INTO FACTORY PREMISES SHOULD CARRY VALID PUC (POLLUTION UNDER CONTROL) CERTIFICATE AND VALID INSURANCE POLICY. III) VEHICLES MAY UNDERGO SURPRISE CHECK BY RCF FOR GENERAL CONDITIONS SUCH AS TYRES PRESSURE, TANKS etc. AND REPORT SUBMITTED TO CONCERNED CMMs. IV) SUPPLIERS SHOULD ENSURE SPEED CONTROLLERS ARE INSTALLED IN ALL NEW HEAVY VEHICLES. V) RTA NORMS SHOULD BE STRICTLY MAINTAINED FOR DRIVER'S COMPETENCE.
IRS Conditions of Contract: The contract shall be governed by latest version (along with all correction slips) of IRS conditions of contract, and all other terms and conditions incorporated in the tender documents.
