Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The Item Rate quoted shall include the Royalty Charges on construction materials and other taxes as per prevailing Government Orders.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Conditional tenders will not be accepted

The tenderer shall note that the scanned Documents can also be uploaded in the tasks created under Document/Evidence Required from the Bidder.

The Executive Engineer reserves the right to reject any or all Tenders without assigning any reason or what so ever.

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 -Qualification of the Tenderer in Section 2 - Instructions to Tenderers (ITT), will only be considered for evaluation

Constitutional or Legal Status of the Tenderer

The work has to be completed within 90 Days from the date of agreement

Defectliability period 365 days

The tenderer should furnish the details of existing commitments and ongoing works tobe completed.

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

Photo copy of the work before commencement of the work, during the work and after completion of the work should be produce with the bill

Formation levels and other data furnished are bare minimum the contractor should make all efforts to validate and to get additional data if required at his own cost

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

Materials like steel, cement etc., required for the work shall be procured by the tenderer themselves and should got tested by the quality control authority before use on the work at their own cost

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval

The contractor who participates in tenders for more than one work for which tenders are invited in this IFT, the tenderer must fulfill all the conditions and criteria cumulatively for the participated works

All items in the tender include cost of hire charges of machineries and equipments with all lead, lift, supply and erection and labour charges, complete as directed by the Engineer-in-charge of the work

GST of 18% shall be paid to the tendered amount separately.

Assessed available tender capacity AxNx2.50 - B where A Maximum value of civil engineering works executed in any one year during the last five years (updated to 2026-27 price level) taking into account the completed as well as works in progress N Number of years prescribed for completion of the works for which Tenders are invited. B Value, at 2026-27 price level, of existing commitments and on-going works to be completed. during the next 3 months.

The Tender processing fee shall not be refundable

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent

All precautions should be taken by the contractor so that there are no damages to such public/ private properties

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utility shifting. To that extent the contractor should indemnify the client

Contractor should follow strictly the prevailing rules of labour act

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, PWD Mandya Division, Mandya during office hours on all working days

Contractor should adhere to HSE (Health Safety Environment) policy applicable for similar projects. Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project

Contractor should take all precautions to ensure that no damage is caused to the existing structures which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost

Regarding Appealing Aggrieved contractors may appeal to the prescribed (Appellant) authority within 30 days as per KTTP and appeal should be through e-proc only as per Govt.order No:pwd/445/CRN-2024(E) Bangalore DT.14-08-2024. Same will not be considered if appeal through Letters

The successful Tenderer shall deliver to the Employer a Security deposit in the form of NSC/DD/FDR in the name of the Executive Engineer, PWD Mandya Division, Mandya given below for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with the Conditions of Contract

Work done certificate of the maximum value of civil engineering work executed in any one year during last 5 years. Which should be counter sign by the Executive Engineer or Equivalent in charge of the work

The tenderer shall furnish last five years Amount Rs.40.50Lakhs financial turnover, profit and loss account statement i.e., from 2021-22, 2023-23, 2023-24, 2024-25 & 2025-26 from the authorized Auditor or C.A. (Achieved in at least two financial year a minimum financial turnover (in all classes of civil engineering construction works only) (usually not less than the estimated annual payments under this contract)) With UDIN

Contractors should be registered as KPWD Class III & above Civil Contractor

Assessed Tender Capacity shall be more than the Tendered Amount Rs.40.50 Lakhs

To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e., 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26 (b) satisfactorily completed (at least 50% of the contract value) as prime contractor, at least one similar work such as Construction Bridge work for Rs.20.25Lakhs

Liquid Assets and / or availability of credit facilities of not less than Rs.12.15 Lakhs (Credit Lines/letter of credit/certificates from the banks for meeting the fund requirement etc.,

The quantities for the necessary deviation road and cofferdam are provided on a one-time basis in the BOQ and any additional quantities required for completion of the work shall be deemed included in the Contractor s rates no extra payment shall be admissible, and such works shall be executed at the Contractor s own cost and risk.
