| 1.00 | Designing, topographic survey, getting the design vetted from any one of the approved agencies, manufacturing, supplying, erecting, installing, testing and commissioning of grid connected roof top Solar PV generation of combine capacity 670 KWp (DC) at various location with conditions prevalent at air force station Udhampur with single axis fixed system on Turnkey basis, comprising of following sub-components/ sub-systems and meeting the specifications as given here-in-after as per technical appended below :-
(a) The PV modules and Cells used should be made in India (DCR) and should be compliant with ALMM list of MNRE.
The PV modules used must qualify to the latest edition of IEC standards or equivalent BIS standards, i.e. IEC 61215/IS14286, IEC 61853-Part I/IS 16170-Part I, IEC 61730 Part-1 & Part 2 and IEC 62804 (PID). For the PV modules to be used in a highly corrosive atmosphere throughout their lifetime, they must qualify to IEC 61701/BIS 61701.
(b) The rated power of solar PV module shall have maximum tolerance up to +3%.
(c) The peak-power point current of any supplied module string (series connected modules) shall not vary by +1% from the respective arithmetic means for all modules and/or for all module strings (connected to the same MPPT), as the case may be
(d) Solar PV modules of minimum capacity 600 Wp to be used. The solar modules should be based on Top Con cell Technology
(e) The PV Module efficiency should be minimum 20%.
(f) Modules deployed must use a RF identification tag laminated inside the glass. The following information must be mentioned in the REID used on each module:
* Name of the manufacturer of the PV module
* Name of the manufacturer of Solar Cells.
* Month & year of the manufacture (separate for solar cells and modules)
* Country of origin make in india only (separately for solar cells and module)
* I-V curve for the module Wattage, Im, Vm and FF for the module
* Unique Serial No and Model No of the module
* Date and year of obtaining IEC PV module qualification certificate.
* Name of the test lab issuing IEC certificate.

(g) Required spare solar modules up to 3% of total capacity of solar modules installed must be maintained for easy replacement of defective modules. (h) Inverter/PCU * Inverters/PCU should comply with applicable IEC/equivalent BIS standard for efficiency measurements and environmental tests as per standard codes IEC 61683/IS 61683, IS 16221 (Part 2),IS 16169 and IEC 60068- 2(1,2,14,30)/Equivalent BIS Std. * All inverters/PCUs shall be IC 61000 compliant for electromagnetic compatibility, harmonics, Surge, etc * The PCU/ inverter shall have overloading capacity of minimum 10%. | 1.11* SCADA : SPV monitoring system capable of collecting data from each solar inverter to provide real time string level monitoring (web) to display the one or more PV systems. It should supply the historical and aggregated data. All the data should be logged and be able to be securely reviewed and analyzed at any time from any location, generation of comprehensive reports on sites energy production, technical status, immediate fault detection and troubleshooting, efficient maintenance management, issues status reports and sends alerts to mobile phone and via Email, provide interactive charts, monitoring to be easily available via web browser also cost of server hosting and cost of sim in each inverter etc for till defect liability period of two years shall be deemed included in quoted rates for monitoring device to be provided by the contractor . (E) General requirements for PV Module :- (i) PV modules must qualify (enclose te3st repo0rt/certificate from IEC/NABL accredited laboratory) as per relevant IEC standard Additionally the performance of PV modules at STC conditions must be tested and approved by one of the IEC/NABL Accredited Testing Laboratories. Qualification certificate from IEC/NABL accredited laboratory as per relevant standar4d for any of the higher wattage regular module should be accompanied with the STC report/certificate. For details of Test Labs refer Ministry of New and Renewable Energy website. The report submitted should not be older than 5 years. (ii) PV modules used in solar power plants/systems must be warranted for their output peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years. If not then the SPV will replace immediately without any cost. (iii) All materials used shall have a proven history of reliability and stable operation in outdoor application. It shall perform satisfactorily in relative humidity up to 85% with temperatures between (-) 10 degree C and (+) 85 degree C and shall withstand gust up to 180 km/hour on the surface of the panel. Each and every SPV module shall be checked for conformity with relevant standard and no negative tolerance shall be accepted. (iv) The interconnected cells shall be laminated in vacuum to withstand adverse environmental conditions. Protections for Solar MPPT inverter.
