Design, Supply, install, test and commission Solar PV Plant 12 KW. Minimum technical requirements/standards for SPV Systems/Plants to be deployed as per the Ministry of New and Renewable energy are mandatory to be complied with in the plan. Solar PV comprises of following Sub-components/Sub-Systems and meeting the specification as given below:- Any item component missing (as per sound engineering practice & functional point of view) in the Schedule will be presumed to be catered by the contractor in the quoted rates to get desired output. The contractor shall not claim the amount for any missing component if any during the execution stage. SPV power plants comprising of the following sub-components/sub-systems and meet the specification as given below:- Note:- The design of the solar power plant is to be vetted by Accepting Officer before installation.
PV Modules: The PV Modules must qualify for the latest edition of any of the following IEC/equivalent BIS Standards for PV module design qualification test and type approval:- (a) Polycrystalline Solar PV Modules 36 Cells, 335 WP, 5 busbar design, PID resistant, EVA capsulation, Anti-reflective coating, Efficiency 17.4% and above, Compliance of IEC 61215, 61730, 61853, 60068, 61701, 62716 global certifications - 36 Nos (b) For the PV modules to be used in a highly corrosive atmosphere throughout their lifetime, they must qualify for IEC 61701. (c) Identification and traceability;- Each PV module must use an RF identification tag (RFID) which must contain the following information:- (i) Name of the manufacturer of the PV Module. (ii) Name of the manufacturer of Solar cells (iii) Month and year of the manufacture (separately for solar cells and modules) (iv) Country of origin (separately for solar cells and module) (v) I-V curve for the module (vi) Peak Wattage, I'm Vm, and FF for the module. (vii) Unique serial No and model No of the module (viii) Date and year of obtaining IEC PV module qualification certificate (d) AUTHORISED TESTING LABORATORIES/CENTRES: PV Modules must qualify (enclose test reports/certificate from IEC/NABL accredited laboratory) as per relevant IEC standards. The report submitted should not be older than 2 years.
(a) MOUNTING STRUCTURE:- Hot dip galvanized MS mounting structure compliance with IS 4759The following points are also considered:-(i) Module mounting structure may require to customize with respect to the site availability. (ii) Modules shall be mounted on a non-corrosive HDG support structure. (iii) The mechanical structures electrical works and overall workmanship of the grid solar power plant must be warranted for a minimum of 02 years. Complete all as required and directed by Engg-in-Charge. (b) GRID TIED INVERTER:- Solar Grid Tie inverter Rated voltage 580VDC, Max. DC Voltage 1000, MPPT voltage range (DC) 200-1000, Max. AC power output 12000 Watt, nominal AC voltage 400, AC voltage range 340-480. Max. output current 40.2 A, Max. Efficiency 98.9%, Output power factor 0.8 Loading, 0.8 lagging, Grid Current THD<3%, Max. Built-in protection for DC reverse polarity, short circuit, residual current detection, surge protection, Communication interface Rs-323/RS-485/USB/GPRS compliance to IEC 61227, IEC 62116, IEC 62109, IEC 61683.- 01 No. It Should be any of the other make if simultaneously approved by MNRE/SECI/NICE. The make of the inverter proposed by the contractor shall get vetted by the designed vetting agency. The department reserves the right of making independent inquiries with MNRE/SECI/NICE as regards approval of the proposed make. In case of any adverse observation/reservation from any one of the agencies, the make shall not be allowed. Complete all as required and directed by Engg-in-Charge.
(c) COMBINER BOXES & ELECTRICAL PANEL IF NOT INCLUDED AS PART OF INVERTER:- The junction boxes shall be of dust, vermin, and waterproof and shall make of thermoplastic. The terminal shall be connected to a copper bus bar arrangement of proper sizes. The junction boxes should have suitable cable entry points fitted with cable glands of appropriate size for both incoming and outgoing cables. Suitable marking will be provided on the bus bar for easy identification and cable ferrules shall be fitted at the cable terminals points for identification, Combine groups of modules into independent charging sub-arrays that shall be wired to the controller, Should meet IP 65 standards for outdoor application, There should adequate on of inputs DC string cable with suitable Fuse, MCB and SPD & chamber(Bus Bar) in DCDB, Output AC DB with suitable MCB/MCCB with SPD and NVR arrangement as per requirements. (d) CABLES & WIRES AS REQUIRED (From solar module to combiner boxes, inverter, existing LT panel, etc Conductor material) :- annealed tinned flexible copper conductor, Max PV System voltage(D: C): 1100 V, Ambient temperature range: -40 Deg C to +90 Deg C, Max Conductor temperature at the termination of short circuit: 250 Deg C, Type of conductor: As per class 5 according to EN 60228/IEC 60228, Insulation material: Chemically cross-linked XLPE, Type of insulation: According to IEC 60502-1, EN-50363-1, Nominal thickness of insulation: 0.80mm, Outer sheath Material: Chemically cross-linked XLPE, Recommended bending radius: 4 times of overall dia, AC test voltage: 6.5 kV for 5 Minutes, all cables shall conform to BIS standers (IS 694)/(IS1554), PVC/XLPE copper conductor power electric cable. It should consist of following (i) Cable for interconnection of PV module to junction Box (ii) Cable for inter combiner box to inverter (iii) Cable from the inverter to LT Pannel, primary side. (iv) Cable accessories; Glands, lugs, MC4 connectors, wye connectors, clamps, cable ties, perforated trays with accessories, etc all as per site requirement.
(e) LIGHTING PROTECTION:- There shall be the required number of early streamer emission (ESE) lighting arrestors installed in the array field. The air terminal is early streamer emission(ESE) type which shall be fixed at the top of a GI elevation pole with a base to be at least 2 meters above the structure to be protected (i) Its heights above ground level would be dependent on the level of protection and the protection radial required, The air terminal should be working on the principle of early streamers emission using nonradioactive technology, needing no external power source, the air terminal should be capable of tracking the lighting stroke 60 microseconds earlier as compare to passive lighting rod, the air terminal is of stainless steel and it has qualified diameter to resist high valves of lighting currents, ground connection pipe should be capable of withstanding in lighting strikes having dimension 50mm inner dia and 60mm outer dia, the terminal adopter having inner dia 60mm. (f) EARTHING PROTECTION:- Earthing for solar power plant shall be provided as per IS 3043-2018 and IS 732-2019. Each array structure of the PV yard should be grounded properly. The array structures shall be connected to earth pits as per IS Standards:- (g) METERING ARRANGEMENTS:- (i) Parameters of the current generation, Voltage, current, PF, and energy. (ii) Total energy generated by the system since installation (iii) Energy being consumed in house/building for meeting the electrical loads (iv) Energy being drawn from grid for meeting the electrical (loads) energy being fed to the grid. (v) Any other metering required to determine efficiency and efficacy of the system.
(h) AUTHORISED TESTING LABORATORIES /CENTRES:- Test certificates/reports for the BOS items/components can be taken from any of the NABL/IEC Accredited Testing Laboratories of MNRE approved test centers. The list of MNRE approved test centers may be reviewed and updated from time to time. The list as applicable as of the last date of bid submission shall be treated as applicable for this tender/bid. (i) WARRANTY:- The mechanical structures, electrical works including power conditioning unit /inverters/charge controllers/distribution boards/digital meters/switchgear/storage batteries, etc, and overall workmanship of the SPV power plants systems must be warranted against any manufacturing/design/installation defects for a minimum period of 2 years. (j) GENERALS NOTES:- The items of work mentioned in this schedule shall be executed as per following:-The above items shall be quoted and executed on the ground based on a performance Guarantee basis. The performance Guarantee is related to achieving the 12 KW power generations with specified efficiency and efficacies. The contractor shall also be responsible for desired operational efficacy and desired efficiency of the system during its life cycle of a minimum of 3 Yrs.
(i) The successful contractor shall submit the following documents duly vetted by anyone approved agency within four weeks of placement of the work order for approval of the Accepting Officer:- (a) Design calculation:- The tenderer should work out a design based on the conditions prevalent at PB-55 (Chanakya), Dhana calculations using PVSYS & PVSOL software or any other software shall be submitted for approval of Accepting Officer. (b) Plan depicting the layout of all equipment and Sub Systems of the PV system. This shall be a self-contained and self-explanatory representation of the layout of equipment and sub-systems. The dimensioned drawing of the site of work marked with all subsystems components etc shall be submitted. (c) Schematic diagram of the electrical system. This shall contain specification, size, current, voltage, and fault levels rating of all cables, switch gears, and instrumentation & control systems and all metering and interlocking, etc. (ii) All the documents/technical details mentioned above duly vetted as specified above shall be approved by Accepting Officer. The Accepting Officer may approve the documents as submitted by the Contractor or may suggest modification. (iii) Alteration in documents /technical specifications duly supported with reasons for the same. The work shall be executed based on the approved documents. In case of any dispute, the matter shall be referred to the accepting officer. The decision of accepting an officer shall be final and binding. (iv) The drawings and other technical details submitted by the successful contractor, along with all calculations, drawings, technical write-ups, etc shall become departmental property. Department may use these subsequently as deemed necessary. The contractor shall have no claim on these documents and their subsequent use by the department. (v) After execution of the project the contractor will verify the generation of electricity as per the vetted design in the PVSYST & PVSOL report submitted. The contractor shall ensure suitable arrangements for solar PV Panels. (vi) Department will give completion of the work to the contractor only based on the completion report submitted by the third-party consultant engaged by the contractor.
