QUALIFYING REQUIREMENT OF TENDERERS : 0601- The tenderer shall provide satisfactory evidence acceptable to the Purchaser to show that-- (a) He is a manufacturer, who regularly manufactures the items offered and has adequate technical knowledge and practical experience; (b) He has financial strength and resources to meet the obligations under the contract for which he is required to submit duly audited Annual financial statements (Balance sheet, profit & loss account etc.) for the last 3 years or a report from a recognized bank or a financial institution on financial position. (c) He has adequate plant and manufacturing capacity to manufacture and supply the items offered within the delivery schedule offered by him; (d) He has established quality control system and organization to ensure adequate control at all stages of the manufacturing process. (e) He satisfies the provisions mentioned in "Special conditions of tender (Reference Clause)" contained in "Special Conditions of Tender".

QUALIFYING REQUIREMENT OF TENDERERS : 0602-For purposes of clause-0601,The tenderers should additionally submit:- (a) A performance statement as in Annexure-1), giving a list of major supplies of same/similar equipment's effected in last 5 years or for such period as specified elsewhere in Bid Document & special conditions of tender of the items offered by him, giving details of the User's name and address, order no. and date and the quantity supplied and whether the supply was made within the delivery schedule. Such period shall be reckoned from the date of opening of tender. (b) The status of performance of firm (including performance statement or performance certificate) shall be reckoned as on the date of tender opening and not thereafter for assessing the performance of the firm in a tender. Any improvement in performance by a firm after tender opening date shall not be considered while considering the offer in the tender." (c) A statement indicating details of equipment deployed and quality control measures adopted by the manufacturer as in Annexure-2.

QUALIFYING REQUIREMENT OF TENDERERS : 0603- In addition to the above, further information regarding his capacity, capability, if required by the Purchaser, shall be promptly furnished by the tenderer and he would offer all facilities to representative of Purchaser for assessing capacity,capability by actual visit to his works/office. 0604-NORTHERN RAILWAY reserves the right to verify all statements,information and documents submitted by the bidder in his tender offer, and the bidder shall, when so required by the NORTHERN RAILWAY, make available all such information, evidence and documents as may be necessary for such verification. Any such verification or lack of such verification,by the NORTHERN RAILWAY shall not relieve the bidder of its obligations or liabilities hereunder nor will it affect any rights of NORTHERN RAILWAY thereunder.

SPECIAL CONDITIONS OF TENDER : The following Conditions are applicable in addition to those contained in Bid Documents (technical specification / requirements). In case any of the conditions mentioned hereunder are contrary to those mentioned elsewhere, conditions mentioned in this document (Special Conditions of Tender) shall supersede the corresponding conditions given in Bid Documents. A) Qualifying Requirement of Tenderers - Clause 600 of Qualifying requirements of Tenderers above. 1.The tenderer shall provide satisfactory evidence, acceptable to the purchaser to show that he is a regular manufacturer and has adequate plant and manufacturing capacity and a "Quality Assurance Program". Information as per Annexure-2 under bid document may please be furnished. The manufacturer shall have valid ISO-9001 certificate on the original date of closing of tender and a copy of same should be submitted along with the bid (EOT Crane shall be in the scope of ISO certificate). 2.(i)The bidder / manufacturer may qualify either on the basis of past supplies made against COS/HQ tenders (Para 2(ii)) or on the basis of supplies made to other purchasers (Para 2(iii)). For this purpose the crane categories for eligibility of bidder and proforma for submission of statements along with bid mentioned under para 2.(i)(a) of attached bid document part-II. (b) Proforma for submission of statements along with bid:- Statement of past supplies along with (i) Purchaser's name (ii) Purchaser's Address (iii) Purchaser's Email address (iv) Phone / fax no. of purchaser (v) Purchase order(PO) no. or Supply Order no. (vi) PO date (vii) along with Copies of PO or Supply Order (viii) Quantity supplied (with proof of supply) (ix) Date of supply and (x) their commissioning date shall be submitted with the offer. Copies of POs / Commissioning / Performance Certificate submitted shall also indicate the parameters / specification of subject crane to prove same / similarity aspect of the crane as mentioned in Para 3 below. Technical specifications of the machine from the related document of the PO may be attached to supplement the PO in regard to the respective parameters of similarity aspect of the machine. Specifications attached shall have linkages to the PO. 2.(ii)Supplies made against Indian Railways Purchase Order Bids for EOT cranes shall be acceptable only from those bidders / manufacturers who have supplied EOT cranes of similar or higher category (as per attached Special Condition 2(i) (a))) (a) Qualifying Quantity: The bidder / manufacturer should have supplied at least 10 (ten) EOT cranes during the last 5 (five) years (reckoned from the original closing date of the tender) in the contracts concluded by Indian railway. (b) Performance Criteria: At least I0 (ten) of such cranes are functioning satisfactorily (from the date of commissioning) with no adverse report for at least last one year on the date of original date of tender closing.

SPECIAL CONDITIONS OF TENDER : 2. (iii) Supplies made inclusive other Organizations/firms: Bids for EOT cranes shall be acceptable only from those bidders / manufacturers who have supplied EOT cranes of similar or higher category (as per attached Special Condition 2(i) (a))) as follows: (a) Qualifying Quantity: Bidder / manufacturer, who do not meet the criteria as mentioned in Para 2(ii) above, may also be considered if they have, in last 5 (five) years, supplied at least 40 (forty) ET cranes of similar or higher category (as per table at Para 2(i) (a) to Central / State Government Departments or Public Sector Undertakings or other Public / Private Companies / firms or to Zonal Railways directly/ through Indian railway. (b) Performance Criteria: At least 10 (ten) of such cranes are functioning satisfactorily (from the date of commissioning) with no adverse report for at least last one year on the original date of tender closing in other ET Crane Purchase contracts / Indian railway contracts. 3.For the purpose of similarity, similar crane required under Para 2 means Double Girder EOT cranes of similar or higher category as per attached Special Condition 2(i) (a))). 4.The performance certificate provided with the offer shall not be older than one year from the original date of closing of tender. The performance certificate issued after original date of closing of tender (in cases where tender closing date has been extended) are also acceptable however the machine must have completed one year of satisfactory working after date of commissioning as on original date of closing of tender. The performance certificate submitted by the tenderer shall have been issued by the actual end user organization of the crane, with their clear signature and address therein, in whose premises the machine is installed and commissioned. Performance certificates should be as per attached Annexure A-1.. 5.All necessary information / documents required for establishing reference requirement as per Clause A(2) to A(4) above shall be submitted by the bidder along with original offer itself for establishing linkage of documents / entities such as manufacturer / PO / consignee / supply / Installation / Commissioning / Performance Certificate of the machine. No further clarification / correspondence shall be sought entertained in this regard. In case, no information or incomplete information or illegible information is furnished by the bidder, their offer shall be summarily rejected.

Financial Statements: Duly audited Annual Financial Statements (Balance Sheet,Profit & Loss account) for the last 3 years (Clause 0601b).

ISO Certificate: A valid ISO-9001 certificate (Clause 1).

Performance Statement (Annexure-1): A list of major supplies of similar equipment effected in the last 5 years (Clause 0602a).

Tenderers not uploading/attach the requisite documents with their offer may note that their offers are liable to be rejected without any further reference, for complete details on eligibility/Qualifying conditions bidders may refer Bid Document Part-II (Clause 600 & Special conditions of tender)

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

FOR destination rates may be quoted as material is required at the premises of consignee.

Purchaser reserves the right to issue any Corrigendum to the tender up to five days prior to the due date of opening of the tender, excluding the date of opening. Tenderers are also advised, in their own interest, to regularly check, till the opening of the tender the website www.ireps.gov.in to see whether any such corrigendum to the tender has been issued or not and for submitting their e- bids or revising their e-bids.
