If the tenderer himself is not the manufacturer of the item offered by him, he/she must be duly authorized by the manufacturer of such item. Such tenderers must enclose with their offer a certificate of Tender Specific authorization from the manufacturer, to participate in the tender.
Bulk/Developmental quantity of the tendered item is restricted to be procured from approved sources of ICF for ICF Item ID 2300087. Clause No. 2.5 of IBD (V- 3.0) of ECR attached herewith may be referred to for details. Note: It is the responsibility of the tenderers to upload copies of such approval letters along with their offers.

In case of procurement for a value in excess of Rs. 10 crore, the local supplier shall be required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered account (in respect of suppliers other than companies) giving the percentage of local content. (Refer para 29.2 (b) of IBD (V- 3.0) of ECR for more details).
