Eligibility Criteria

No Joint Venture/consortium Tenders are permissible

Tenderers shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government / Government of India /Union Territory

The tenderer is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of Karnataka Public Procurement Portal (KPPP) due to internet connectivity issues and technical glitches at tenderers end

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

It shall be the responsibility of the tenderer to ensure credit of Tender Processing Fee into the respective receiving bank accounts of Karnataka Public Procurement Portal (KPPP) on or before the last date and time of bid submission

The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification

Rates shall be quoted in price schedule in the website itself. For releasing the payments under Sch-B Item no.1 is explained under Note to Sch-B of this Bid Document

The tender shall be valid for 180 days from the date of Submission of bid

The tender document is part and parcel of the agreement

Conditional tenders are liable for rejection

The tenderer shall comply all the GST requirements

KPCL reserves the right to verify any information/documents furnished by the tenderer should the circumstances so warrant. In case the information or the documents furnished are found to be incorrect/false or invalid then the EMD furnished by such tenderer shall be forfeited. The registration of such tenderer shall also be cancelled

The contractor shall quote his rates inclusive of PF as per the applicable rate as issued by the PF department from time to time and if any variation occurs enforced by Govt. it shall be paid/refunded by/to the Corporation against documentary evidence

The tenderer shall be bind to fulfill the obligation under section 7 and 12 of the building and other construction workers act 1996 if applicable

The successful tenderer shall give an undertaking that they would abide by the provisions of the Employees Provident Fund Act

The tenderer shall obtain insurance coverage for all the workers deployed for this work

The tenderer shall quote his rates inclusive of GST and all other applicable taxes, levies, duties etc., as per the latest GoK and GoI prevailing as on the date of opening of financial bid

KPCL shall recover the Income Tax at the prevailing applicable rates

The successful bidder should strictly adhere & ensure the minimum wages Act to the labours prevailing as per the Govt. rules & regulations. The bidder should maintain register of labour deployed and wages paid for the workers and shall produce the documents whenever called for by the competent authority and remittance towards PF shall commensurate with the labour component for the work involved

Contractor should have independents PF Code. The Contractor shall remit PF of labourers to contractors permanent PF code Number only and Not to the KPCL PF Sub Code.

In case the dates notified for NIT are declared as holiday, the immediate next working day will be reckoned.

If the tenderer makes any alterations in the conditions of the contract or puts any condition of his own, such tenders are liable for rejection.

The bidder should take into account the prevailing royalty charges while quoting their rates and submit the Material Dispatch Permit(MDP) receipt, if not submitted penalty shall be charged as per the joint secretary, Energy Department letter no. Energy26 PPT 2022 dtd:26.04.2022.

Any variation in labour wages made by the Government from time to time shall be borne by the agency. Any claim towards this variation will not be entertained by KPCL.

Aspiring bidders /Contractors who have not obtained the User ID and Password for participating in tender may approach and obtain the same from the website Karnataka Public Procurement Portal (KPPP Portal) login for Contractors

In case of death of a contractor after executing the agreement/commencement of the work, his legal heir (to be intimated at the time of execution of agreement by the successful contractor), if any eligible registered contractor and willing, can execute and complete the work at the accepted tender rates irrespective of the cost of the work after obtaining approval from competent authority.

The successful tenderer shall furnish a Contract performance guarantee (CPG)/Security deposit (SD) equivalent to 5% of the Contract amount plus additional security for unbalanced tenders in the form of DD/BG from any Nationalized Bank/Schedule Bank acceptable to the Corporation in the prescribed format and shall execute the agreement within 20 days from the date of issue of Letter of Award from KPCL. Validity of the contract performance guarantee is period of work completion of 6 months and maintenance period of Nil months from the date of completion of work.

Past Experience

The intending eligible bidders should have satisfactorily completed (at-least 90% of the contract value) as a prime contractor, at least one or multiple (maximum two) civil/similar work using the facility of artificial intelligence (AI) approach, capable of handling in high raised structure including 3D modelling carried out for Concrete/water structure like cooling Towers/Chimney/Roads & Bridges etc., in any State/Central Government/Government under taking/Public Sector Undertaking/any Private Thermal Power Station in India/Processing industries/refineries/ Outside country of value not less than Rs.249.26 lakhs in case of single / multiple (collectively) work done certificates during the preceding five financial years i.e. 2019-20 2020-21, 2021-22, 2022-23 & 2023-24.In proof of the same, the work done certificate issued by an officer not below the rank of Chief Engineer in case of KPCL/RPCL works and not below the rank of Executive Engineer/Competent Authority in case of State/Central Government/Government under taking/Public Sector Undertaking/any Private Thermal Power Station in India/Processing industries/refineries/ Outside country/Competent Authority as the case may be uploaded (The value of the completed works shall be given a weight of 10% per year to bring them to the price level of the FY 2024-25).

The intending eligible bidders Individually or collectively with Technology partner should have achieved at least in two financial years a minimum financial turnover of Rs. 997.10 lakhs during the previous five financial years (2019-20, 2020-21, 2021-22, 2022-23 & 2023-24).In proof of the same, intended eligible bidders shall submit certified copy of Turnover or Profit and Loss account certificate duly certified by the Chartered Accountant shall be uploaded along with the Technical bid. (Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the FY 2024-25)

The interested bidder should have individual-Class-I Registered KPWD contractor or equivalent to KPWD Class-I Contractor registered in other State Government/Central Government/Outside country or Registered firms/Companies/any under taking Companies, stated above having MoU with Technology partner having the facility of artificial intelligence (AI) approach capable of handling in high raised structure including 3D modelling and cloud platform are eligible to apply. As a proof of this the intended bidder shall upload relevant documents including MoU.
