Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs. The tender fee is non-refundable.

The employer reserves the rights to reject one or all tenders without assigning any reason.

The employer is not responsible for any delay in accessing E- procurement portal.

Contractors should follow strictly prevailing rules of labour act.

All documents should be uploaded by the contractor is to be attested by the authorized notary or an officer not below the rank of Executive Engineer and should be produced for verification at any stage of process as and when saught for .Failure to produce original documents leads to rejection of Tender.

Financial Year will be reckoned as the period between first day of April and Thirty-first day of March of succeeding year (both days inclusive).

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Rates & Prices shall be quoted in Indian Rupees only

The royalty charges on construction materials will be deducted as per prevailing Govt orders.

To qualify for award of this Contract, each tenderer should give all details and documents as per KW-4

Payment of EMD Shall be through E-Payment and shall be valid for 45 days beyond the validity of Tender

GST Shall be paid to the tendered amount separately

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.07 and Government letter no PW/134/BMS/2007 dated 27.07.07, a sum amounting to 1% of the bill amount will be deductedtowards constructions labour welfare fund.

To qualify for award of this contract, each tenderer should give all details and documents as per Technical and Financial bid attached to this tender.

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected.

All the scanned documents pertaining to bidder to be uploaded shall be in original and same originals should be produced to the Executive Engineer (at the time of Technical Bid Opening) who reserves right to verify the orginal documents before approval.

The Item rates quoted shall include cost of Royalty charges on construction materials and other taxes as per rates provided in prevailing Govt orders at the time of execution and including cost and conveyance of all materials curing, loading and unloading with all lead and lifts, labour, hire charges of machineries and equipment etc., complete and all other incidental charges.All the items shall be executed as directed by the Engineer-in-charge of the work.

All materials required for this work shall be procured by the bidder himself and should be got tested by the quality control authorities at his own cost before use on the work. Department will not supply any materials

The tenderer should submit proposed methodology and programme of construction backed with equipment and material planning, & deployment duly supported with broad calculation and quality management, plan,proposed to be adopted justifying their capability of execution and completion of the work as per technical specifications and within the stipulated period of completion

Materials like steel,cement etc., required for the work shall be procured by the tenderer themselves and should get tested by the quality control authority at his cost before used on the work

Units, Rates & Prices shall be quoted by the tender in Indian Rupees only

Item for which no rates or price has been entered in will not be paid for by the Employer when executed & shall be deemed covered by the other rates & prices in the bill of quantities.

The royalty charges on construction materials will be deducted as per prevailing Govt orders

The field lab/Mobile Lab shall be preferably located, adjacent to the site with the required amenities as per the clause. Failing which 1% of the amount of work done will be penalized.

Tenderer shall obtain the Work done Certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the tender. The Original Certificate shall be produced at the time of opening of Technical Bids for physical verification.

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer PWD, PRAMC, during office hours on all working days. It may be noted that if any of the dates mentioned above happened to be a general holiday the next working day will hold good in lieuof the dates mentioned

PERFORMANCE SECURITY: The successful tenderer shall furnish Performance Security Deposit (Achievement Guarantee ) at 5 percent of the amount put to tender with in 20 days after approve of tender plus additional security for unbalanced tender as per rule 29.5 of the tender and clause 44 of the agreement in the form of cash/Bankers Cheque,D.D,Pay order Bank Guarantee or FD, duly pledged in the nature of ENGINEER IN CHIEF PRAMC

The Bidders shall note that the information furnished in technical Bid will be evaluated with respect to the Technical requirement Criteria set forth in the Bid Document, which is uploaded separately. The Bids meeting the minimum Technical criteria at the discretion of the Engineer-in-Charge shall only be qualified for financial Evaluation of Financial Bids.

The contractor should maintain the work during the defective liability period, i.e. for 2 years after the completion of work at his own cost.

The Contractor shall prior to commencing the works,effect and thereafter maintain insurance in the joint names of the employer and the contractor refer KW4 of SBD, clause 13 of condition of contract.

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded

Past Experience

SECTION 2 ITT 3.2 To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e., 2021-22 to 2025-26 (b) Satisfactorily completed as prime contractor, at least one similar nature of work (Civil Engineering Construction and Road Works Only) value not less than Rs.138.00 Lakhs.

SECTION 2 ITT 3.5 Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their Available tender capacity is more than the total tender value. The available tender capacity will be calculated as under: Assessed available tender capacity (AXNX1.5-B)Where, A is Maximum value of civil Engineering works executed in any one year during the last five years (updated to 2026-27 price level) taking into account the completed as well as works in progress. N is Number of years prescribed for completion of the works for which tenders are invited.B is Value, at 2026-27 price level, of existing commitments and ongoing works to be completed during the next 9 months (period of completion of the works for which Tenders are invited)
