Manning and Operation of Main Receiving-cum-Distribution Sub Station (DSS-16), 33 KV HT supply including 2 x 625 KVA DG set of make: Cummins installed at site 'E', NAD Karwar for 03 (three) shifts of 8 hours each round the clock on all days including Sundays and holidays including minor daily maintenance/checks, attending breakdown all as specified and as directed. The installation comprises of following equipments :- (a) 33 KV, indoor type HT VCBs - 3 Nos (b) Indoor type Power transformer 2 MVA, 33 KV / 433 V - 2 Nos. (c) Main LT Panel board 415 V with ACBs & main switches, MCCBs etc with Bus couplers & power factor improvement capacitor bank. (d) Battery bank for auxillary supply. (e) DG set 415 V, 625 KVA with connected accessories - 2Nos (f) DG set control panel. (g) 110 Volts battery bank with charging panel.

Manning and Operation of Main Receiving Sub Station at Vajrakosh, 33 KV HT supply, Distribution Substation No-1, Distribution Substation No-2, Distribution Substation No-3 installation at site 'E', Vajrakosh on all days including Sundays and holidays including minor daily maintenance/ checks, attending breakdown at Distribution Sub Station, MRS, SS-1, SS-2 & SS-3 all as specified and as directed. The installation comprises of following equipments:- (a) 33 KV, indoor type HT VCBs - 4 Nos, 33 KV, outdoor type HT VCBs - 1 No (b) Outdoor type Power transformer 3 MVA, 33 KV/ 11 KV - 2 Nos. at MRS (c) Outdoor type Power transformer 1600 KVA, 11 KV/ 433 V - 1 No at MRS (d) Outdoor type Power transformer 1000 KVA, 11 KV/ 433 V - 1 No at SS-1 (e) Outdoor type Power transformer 750 KVA, 11 KV/ 433 V - 1 No at SS-2 (f) Outdoor type Power transformer 315 KVA, 11 KV/ 433 V - 1 No at SS-3 (g) Main LT Panel board 415 V with ACBs & main switches MCCBs etc with Bus couplers & power factor improvement capacitor bank. (h) Battery bank for auxillary supply. (i) 110 V battery bank with charging panel, APFC Panels, capacitor bank. (j) LT ACBs ranging from 630 Amps to 3200 Amps. (k) Outdoor type feeder pillars.

Manning & Operation of DG sets 3 Nos of 1010 KVA capacity of Make : Cummins each installed at Main Receiving Sub Station at Vajrakosh for 03 (three) shifts per day round the clock on all days including Sunday and holidays comprising the following equipments all as directed: (a) Engine Make - Powerica (b) Alternator Make - Toyo denki Power System Ltd. Frame - TD84 (c) VRLA type battery banks with 24 V DC Battery charger dual - 02 Sets (d) Storage tank: Vertical Fuel storage tank -1000 litres capacity each - 03 Nos (e) DG set synchronising panel with auto/ manual synchronising with metering & protection devices - 01 No (f) AVR Exciting panel for DG sets - 03 Nos (g) Generator control panel with measuring instruments control relays & switch gears - 03 Nos (h) DG control panels, synchronising panels etc.

NOTES for item Nos 1.00 to 3.00: (a) Contractor shall employ following staff for Manning and Operation of E & M installations at each shift of 08 hours: For Item No. 1.00: (i) One No skilled electrician/Fitter general mechanic operator per shift of 08 hrs (Total 03 shifts per day) having minimum ITI qualification in respective trade from govt recognized institution with adequate knowledge with minimum two years experience in maint & operation of HT & LT electrical installations/ DG sets. (ii) One No unskilled helper per shift of 08 hrs (Total 03 shifts per day) having minimum 10th class pass certificate and adequate experience. For Item No. 2.00: (i) One No MCM/ Supervisor having minimum qualification Diploma in Mechanical / Electrical Engineering from govt recognized institute with adequate experience in one shift of 08 hrs (Total - 01 No per day). (ii) One No skilled electrician/Fitter general mechanic operator per shift of 08 hrs (Total 03 shifts per day) having minimum ITI qualification in respective trade from govt recognized institution with adequate knowledge with minimum two years experience in maint & operation of HT & LT electrical installations/ DG sets. (iii) One No unskilled helper per shift of 08 hrs (Total 03 shifts per day) having minimum 10th class pass certificate and adequate experience.

For Item No. 3.00: (i) One No skilled electrician/Fitter general mechanic operator per shift of 08 hrs (Total 03 shifts per day) having minimum ITI qualification in respective trade from govt recognized institution with adequate knowledge with minimum two years experience in maint & operation of HT & LT electrical installations/ DG sets. (b) The operator employed by the contractor shall be capable of carrying out minor repair maintenance & should have well experience in electrical pump set & DG set field. (c) Each shift duration shall be of 08 hours and duty timing shall be decided by Engr-in-Charge. (d) Power supply for operating the installation and diesel for running the DG set shall be made available by dept free of cost. (e) The unit rate quoted shall be deemed to include for daily minor maintenance like checking and rectification of any water leakage, loose connection, cleaning and general up keep of pump room/GLR/HTR and area around it. (f) The operator shall ensure general area cleanliness and upkeep of the installation on daily basis.

(g) The routine preventive maintenance /checks shall be strictly carried out by the operator all as stipulated in the operation & maintenance manual. (h) The unit rate quoted shall deemed include for maintenance for earthpits, cutting & removing of vegetation and upkeep of the surrounding area, all around the bldg upto 6 m from the plinth protection all as directed by Engr-in-Charge. In case of failure, a penalty of Rs 2000/- per month will be levied and recovered from dues. (j) The Contractor shall not employ same tradesman continuously for more than 11 months during the Contract period of 11 months. (k) In case of failure due to absence of operative staff, the contractor shall be liable to pay compensation at twice the cost of a day’s Manning & Operation derived from pro rata rate of Sch ‘A’ quoted rates. (l) The contractor shall provide 02 uniforms to each operator & helper and design of uniform shall be got approved from Engineer-in-charge. In case contractor fails to provide the uniform, recovery @ of Rs 2000/- per uniform will be recovered. (m) The rate quoted shall deemed to be inclusive of safety gear & required tools for minor maintenance. In case of failure to provide tools kit & safety kit (Gum boots-02 pairs, hand gloves), a penalty of Rs 3000/- will be recovered and levied. (n) In case of any abnormal noise/ complaint, the plant should be put off and same should be immediately brought to the notice of Engineer-in-Charge. (o) The operator shall check oil level, fuel and inform to the Engineer-in-charge/JE regularly. (p) The operator shall check the water/ coolant level in radiator daily & top up as and when required. (q) The operator shall check level of electrolyte and distilled water in battery & top as and when required, maintain the record of specific gravity. (r) The operator shall check battery terminals, if found loose, tighten it properly. Battery terminals shall be cleaned regularly. (s) The quoted rate is deemed to be inclusive of cotton waste, cleaning material etc.

(t) The Contractor shall maintain proper records of all kinds of daily, weekly, monthly, quarterly, half yearly and yearly or whatsoever maint is carried out during contract period in a binded book / register and shall obtain the signature of Engineer-in-Charge. (u) The contractor shall maintain all the registers under various labour law rules, 2017 and shall produce to GE and as well as officers detailed by labour department. (v) The contractor shall pay the wages to the electrician/ Fitter general mechanic /Valve operators/ Helpers (as applicable) through e-payment i.e Aadhar linked bank accounts(Credit to their bank account). Engr-in-Charge shall ensure that e-payment made to electrician/ Fitter general mechanic /Valve operators and their wages shall not be less than prevailing minimum wages fixed by state Govt or central Govt whichever is more. Monthly e-banking statement shall be furnished by the contractor to the Engineer-in-Charge and the same shall be kept in record duly verified. (w) It is the responsibility of contractor to deposit the Employees Provident Fund (EPF) to the concerned authority as per the prevailing scales as laid down by the Ministry of labour for all Electrician/operator/helper (as applicable) and necessay proof to this regard shall be submitted to GE for verification and records. The quoted rate shall be deemed to be included of above provisions. In case contractor fails to produce the proof of EPF, he shall be liable for action as deemed fit. Decision of GE in this regard shall be final and binding.

Disconnecting HT supply and taking out defective trolley of 33 KV VCB 400/630/800 Amps of any make and type, servicing of trolley of VCB by cleaning isolating contacts moving parts removing dust particles from bus bar chamber spout gear mechanism and moving parts, repairs to motor change spring mechanism tightening of nut and bolts of entire trolley components all as directed inserting in trolley testing commissioning and putting on the supply on load complete all as directed.

Description all as per item No. 5.00 above but for 11 KV VCB.

Taking out ACB of Siemens make, of capacity 800 to 3200 Amps, 3 pole, 415 Volts,125 KA indoor type from its sub cubicle and carrying out routine maintenance as per manufacturer's maintenance manual, examine the moving isolating contacts for any discolouration, cluster contacts, remove the arc chutes, check the SMC moulding are intacts, examine the moving contacts main contacts silver tips, spring mechanism, clean all contacts with a suitable solvent and contacts regreased with HP multipurpose grease, all contacts setting checked, readjusted if required, and regreased with HP multipurpose grease, all tripping device like manual trip, undervoltage, shunt trip release, over current and earth fault tripping device to be tested, readjusted and confirm all tripping device is in healthy condition, check and record IR value of ACB, with 1.1 KV LT megger calibrating ground fault / short circuit, overload relays for tripping & timing complete and rendering test report all as specified and directed.

NOTES for item No 5.00 to 7.00: (a) The scope of work includes following:- (aa) Inspection & cleaning the mechanism house. (ab) Operation of door interlock, interlocking plate & shutter operation inside of panel. (ac) Check the Mechanical ON-OFF function, electrical & mechanical operation and damage part of VCB/ACB. (ad) Re-greasing and oiling of breaker mech, adjustment of various mechanism setting as required, checking contact tightness, contact erosion pins, mannually vaccum check of VCB/ACB. (ae) Racking-Rack out operation in Test & service position of VCB/ACB trolley. (af) Megger test (IR value - 1KV / 2.5KV) E-RYB, RY-YB, BR-R'R, Y'Y, B'B. (ag) CRM Test (contact resistance) of Vacuum Inteerupter R, Y, B in on condition out side of panel. (ah) Time test of contract pole by Test kit (in mile second). (aj) Function of closing coil, Trip coil, spring charging motor, auxiliary contact, limit switches etc. (ak) Checking & lubricationof varius interlocks. (al) Submission of test report in standard format of vacuum circuit breaker. (b) Tools & testing instruments reqd for servicing of VCB/ACB will be arranged by the contractor. (c) The unit rate quoted shall be deemed to include the cost of grease, lubricating material, cleaning material (d) After servicing, report will be furnished to Engr-in-Charge in standard format approved by Engr-in-Charge.

Opening the Panel board cubical type for located in different locations below, cleaning the Bus Duct chamber, inspect the complete panel, tighten the all incoming, outgoing ACBs/ MCCBs/ SFU of different capacity, nuts, bolts, bus bar insulator and replace with new one if required and heating up for removal of moisture, record its IR value with the help of 1.1 KV megger including replacement of 3 mm thick gasket & closing of all holes and charging the same of following panels complete all as directed. NOTE: Rates quoted shall deemed to be included for sundry items viz cleaning material, antimoisture spray, nuts & bolts etc.

Supply in repairs low viscosity transformer oil to make up/ top up oil deficiency in transformer all as directed. Make- Power Oil (ISI marked on the sealed container) or as approved by GE.
