Design, Supply, install, testing, connecting, charging and commissioning of solar PV modules to meet cumulative rated capacity of 1MW at STOC. Modules will be of poly Crystalline type silicon modules with minimum 72 cells and minimum rating of 330 Wp with positive tolerance, with minimum 1100 mm cable length. Module efficiency of not less that 17.0% fill factor >0.7, module will be PID resistant, module connector suitable for MC4/Bizlink and juntion box with minimum, IP 67 rating. Module NOCT (Nominal operating cell temperature) will be 45±3° with temperature coefficient of power ˂0.4%/°C, and will be suitable for operation from - 20° to + 60°C ambient temperature. Modules will be combined to make array & string of panels to maximize power output along with supply and installation of necessary accessories like fuses, array/string junction box etc, Modules will be certified for relevant dust standards (Applicable standard would be IEC 60068-2-68). Modules shall be deployed with RF id tag inside lamination as per MNRE guidelines. After successful commissioning of Solar Power plant the guaranteed electrical generation of power should not be less than the 90% after ten years of period and should not be less than 80% after 25 years of period of the output watt capacity of solar plant i.e. 1 MW. Solar PV modules shall have manufacturer’s warranty against all manufacturing defect, raw material, workmanship, inspection and testing etc. for a period of minimum 10 years from the date of commissioning. Modules shall be certified as per IEC 61215- Edition -ll, IEC 61646 and IEC 61730-1 & 2 ISO 9001: 2008 Quality Management System, ISO 14001 : 2004 :Environmental management system or equivalent. and other applicable IEC/IS standards
NOTES :- 1. Each PV module & solar cells should be manufactured indigenously i.e. Indian made & should be BIS approved & IEC certified. The bidder shall produce all the certificate from manufacturer & GE shall verify certificates from the issuing agency. The contractor shall procure & install module and cells of the same Indian manufacturer the department reserve the right to inspect the manufacturing facility of OEM during the process of manufacturing of cells and modules. 2. Solar Module should have high conversional efficiency of minimum 17.0% each module and two Sqmm UV resistant cable approx 1.2m length and terminated with connectors MC4 compatible connectors. Glass with anti reflective coating, excellent performance in low light, torsion and corrosion resistant with anodized aluminum frame. 3. Solar PV modules shall have Warranty for a minimum period of 10 years against all material/manufacturing defects and workmanship, inspection & testing. PV Modules shall be warranted for their output Peak Watt capacity of solar plant i.e. 1MW which should not be less that 90% at the end of 10 years and 80% at the end of 25 years from the date of successful commissioning. The warranty from manufacturer (OEM) shall be obtained by the contractor in original for a period of not less than 10 years. The contractor shall submit the warranty to GE on non-judicial stamp paper of the appropriate value for the enforceable warranty of SPV modules. For the purpose of giving this warranty, the contractor may enter into suitable MOU with the indigenous manufacturer. GE shall verify the warranty and the date of its validity & shall convey its acceptance in writing. 4. Design, Supply, fixing and fabricate modules mounting structure seasonal tilt type made of hot formed hollow steel section as per IS 4923 : 2017 & designed as per IS 800 :2007 & structure member should be hot dipped galvanized mild steel with coating not less than 85 microns and suitable to withstand wind speed upto 170km/hr and electrolytically compatible channels, bracing, purlins of any size, electromagnetic washers, nuts, bolts including cutting, drilling etc. The design should be as per IS code and suitable for the wind speed (as per Wind Zone or 170 km/hr which is higher, with correction of wind load at solar panel installation height), sun light, seasonal variation and climatic condition of the plant location. . The design life should be more than 25 years and grade of steel should be YST310. Properties of RHS will conform to IS 4923 : 2017. HDG Fasteners of 4.6 grade and 8.8 grade for structure. The module mounting structure should be suitable for easy removing and refixing / replacing of PV modules of the Solar Plant. All MMS, foundation & fixing arrangement shall be according to the design and drawings, duly vetted by any IIT/NIT/Govt. Engineering College & approved from Accepting Officer. Each structure should have angle of inclination as per the site conditions to optimize the maximum power generation in a year and provisions for Tilting of solar panels for seasonal variation. However to accommodate more capacity the angle of inclination may be reduced/ increased until the plant meets the specified performance power generation requirement of 1MW.
The bidder shall carryout and submit design of foundation for fixing of modules mounting structure (MMS) along with design calculations, detailed structural & architectural drawings, duly vetted by any IIT/NIT/Govt. Engineering college & shall be got approved from Accepting Officer including material & labour for construction of necessary RCC foundation ( Design mix, reinforcement, necessary formwork, MS plate & including all required MS Bolts, nuts etc. complete) and associated work ( Boring, excavation, cutting, grounding, disposing of excavated material etc. complete) as per the approved design & drawings. Note :- (i) Structural material shall be corrosion resistant and electrolytically compatible with the materials used in the module frame, Its fasteners, nuts and bolts. Necessary protection towards rusting needs to be provided either by coating or anodization. (ii) MMS design & foundation design should be as per relevant IS code and shall be supported with design software reports & design calculations duly vetted by any IIT/NIT/Govt Engg college and shall be submitted for the approval of the Accepting Officer along with loading calculation sheet. (iii) The MMS structures and steel shall be as per latest IS 2062:2011 and galvanization of the mounting structure shall be in compliance of latest IS 4759. (iv) The fasteners used should be made of stainless steel of grade SS316. The array structure shall be so designed that it will occupy minimum space without sacrificing the output from the SPV panels.
(v) MMS shall have to be adequately protected from atmosphere and weather prevailing in the area. (vi) Foundation of MMS structure shall be designed for all load combinations as per relevant Indian Standard based on soil testing done by the contractor. (viii) Module Ground Clearance shall be as per latest MNRE guidelines & considering highest flood level in the area, minimum ground clearance of one meter shall be provided for solar panels in MMS structure. Note for items 22 & 23 :- Within one month of placing of work order No 1. The contractor will submit a detailed project Report of their scheme & planning for the production of 1 MW of power. In detailed project report, the bidder shall outline the various issues pertaining to the project and various type of materials to be used & will submit their action plan & CPM chart for effective & timely execution of the project.
Design, Supply, installation, testing and commissioning of grid tied 3 phase inverter outdoor type of with minimum IP 65 rating, with minimum 60kW AC output at 50°C ambient temperature. Minimum European effifiency of the inverter shall be 98% load as per IEC 61683 standard for measuring efficiency. Maximum DC input voltage shall be 1000 V and inverter supplied shall have upto 10% additional DC input capacity. (Array to Inverter Ratio 1:1), 3 phase AC Nominal Output voltage 415 V (with ± 10% range), Frequency 50Hz ( ± 10% range), PF at raed outpur capacity : 1 (with range from 0.8 lag to 0.8lead), Total lTHD : ˂3%, Operating temperature range :- 20°C to +60°C. All inverters should consist of associated control, protection and data logging devices and remote monitoring hardware and compatible with software used for string level monitoring. all as specified and as directed. Other imporant features / protection required in the inverter are as under :- (i) Automatic morning wake-up and nightly shutdown. (ii) Mains (Grid) over-under voltage and frequency protection. (iii) Galvanic isolation and fool proof protection against ISLANDING.
(iv) Included authentic tracking of the solar arrays maximum power operation voltage (MPPT). (v) Array ground fault defection. (vi) LCD and and Piezoelectric keypad operator interface Menu driven. (vii) Automatic fault conditions reset for all parameter like voltage, grequency and / or black out. (viii) MOV type surge arrester on AC and DC terminals for over voltage ptotection from lightning - induced surges. (ix) Provision for input and output isolation. (x) Inverter shall be installed on GI stand made by the angle size 50mm x 50mm x6mm. Structure burried in ground and shall be 450mm above ground level. Grid Connectivity : Relevant CERC/RERC regulations and grid code as amended and revised from time to time shall be complied. Inverter shall adjust the voltage & frequency levels to suit the Grid.

Pillar box sall be provide with danger notice plate with skull & bone sign, PVC gasketed and sealed, making all incoming and out going electrical cable connections with new lugs glands to be provided at cable entriese, including angle iron support 50x50x6 mm with 50cm height from gouund level at the base of panel complete all as specified and as directed. Supply, installation testing and commossioning of outdoor type stepup transformer converter duty type low losses as per ECBC of 1250 KVA, 0.430/11 KV, 3 PHASE, 50 HZ, ONAN cooled oil immersed copper wound outdoor type step-up transformer complete with first filling of IS: 335 ISI marked filtered & dehydrated transformer oil and other standard fittings / accessories and 5 position off circuit tap changer (tapping range ± 5% in steps of 2.5% each) with vector group Dyn-11 or as per inverter supplier recommendations, suitable for feeding supply generated from solar power plant to 11 KV VCB panel. Design, supply, installation, testing and commissioning of 36 kV rated, 630 Amps, 20 KA for 3 Sec HT vacuum circuit breaker panel at transformer outgoing conforming to IEC 62271-200, 25 KA for 1 Sec, LSC2B-PM class front accessed comprising of outdoor Vacuum Circuit Breaker as incomer consisting of the following:- (a) 630A continuous rated electrolytic copper bus bar, droppers and bus bars should be insulated with full system voltage sleeves (b) Trolly mounted horizontal racking in rack out and horizontal isolation, vacuum circuit breaker as per IEC 62271-100 so that the breaker rack in /out is done in a smooth manner. Vacuum circuit breaker should have three no resin encapsulated/ segregated vacuum bottles of the same manufacturer as of circuit breaker. (f) Accessories like local remote switch, breaker control switch (T-N-C), space heater with thermostat, DC & AC control circuit through MCB, indicating lamps for RYB, spring charge, DC supply healthy, breaker ON/OFF, breaker in SERVICE/TEST. (g) Multifunction meter with RS 485 port (h) Digital Ammeter and Digital Volt meter (j) Separate master trip Relay and anti pumping relay. (k) Comprehensive numerical protecting relay should have built-in interagted mimic compatible with IEC 6185 for directional and non directional O/C, E/F, U/V, O/V protection type having following additional facilities :- (i) Trip ckt supervision. (ii) Distribution recorder. (iii) Event log with date and time. (iv) Conformal coating for harsh environment. (v) Suitable to operate on 24 volts DC for auxiliary and control supply. (vi) Aux. Relay for Alarm & Trip - 3 Nos. (l) Panel should also have additional facilities :- (i) Continuous rated closing coil. (ii) Fully integral arc type tested (20 KA for 1 Sec) as per latest IEC 62271-200. (iii) Vacuum bottles should be tested for 100 full short circuit operations.. (iv) Manual closing/ tripping of CB with compartment door closed.
(v) The panel shall be provided with power pack battery back up for not less than 30 minutes. (vi) The Height of the HT section should atleast be of 1400mm for human safety during the internal arc creation. (vii) Breaker shall be provided with following contacts. Lightning Protection for PV Array: Design, supply & fix Lightning Arrestor of required number of suitable Early Streamer Emission (ESE) lightning arrestors installed in the array field. Lightning arrestors/surge arrestors shall conform to IEC 60099-4 or IS:3070 except to the extent modified in the specifications. Arrestors shall be of hermetically sealed units, self-supporting construction, suitable for mounting on lattice type support structures. The air terminal is Early Streamer Emission (E.S.E.) type which shall be fixed at the top of a GI elevation pole with base so as be at least 2 meters above the structure to be protected. Its height above roof level would be dependent on the level of protection and the protection radii required. The air terminal should be working on the principle of early streamer emission using non-radioactve technology, neeeding no external power source. The air terminal should be capable of racking the lightning stroke 60 micro seconds earlier as compare to passive lightning rod. Minimum area of 160m x 100mm is to be covered for each job.
The air terminal is of copper rod and it has qualified diameter to resist high values of lightning currents.Roof connectin pipe should be capable of withstand in lightning strikes having dimension 50mm ID and 60mm OD. The terminal adaptor having inner dia 60mm OD. Note: 1. Cost of all equipments, copper strip upto earth test point etc are included in this item. However cost of earthing will be paid separately to the contractor. 2. The cost of sufficient earthing for lightning protection is included in this item and no extra payment will be made to the contractor on this account.

PHASE II ( 60 MONTHS OF COMPREHENSIVE MAINTENANCE, MANNING AND OPERATION)
Outsourcing of services for operation and comprehensive maintenance works for Five (05 ) years (after date of completion of phase-I works) to ensure maximum solar power generation. Works for two shifts as specified for all days including Sundays/ Holidays complete for 01 MW Solar Energy Plant installation , SCADA system including cleaning of solar PV modules, ensuring the serviceability and functionality of PV modules, LT/ HT lines, Panels, transformer, GODs, insulators, string inverters etc, securing all equipments/ materials against damage, serviceability of SCADA system, taking printout of all the data from SCADA once daily installed under Phase I complete all as specified with following manpower : (a) One No. Engineer ( Minimum Diploma Holder in Electrical or Electronics ) and One No. trained Electrician(Min ITI) and 02 Nos. Helpers in first shift (0600 hrs to 1400). attending / monitoring the breakdown and preventive maintenance (b) One No. Engineer ( Minimum Diploma Holder in Electrical or Electronics) and Two Nos. Helpers for second shift (1400 hrs to 2200 hrs) Notes: (A) 1. The contractor will enter into an MOU with the OEM for provideing their manpower for 5 years maintance and operation of the solar plant. 2. The Engineer must have Diploma certificate in Electricals or Electronics, the electrician having and experience in operation & maintenance of solar power plant, familiar with SCADA operating system, weathering monitoring system , HT/ LT Installation and secuirty and safety complete. 3. The unit rate quoted includes repair and maintenance of Solar Plant along with spare parts as required. The Electrician and the helper shall carry out the below described preventive maintenance and maintain proper log sheets of the works carried out.
4. Servicing of all Solar equipments, HT & LT control system, Transformers ,weather monitoring equipments , SCADA system etc all as per OEM recomendation. 5. Everay day cleaning of Solar PV modules by washing plants, sprays, brushes, tools and plants, any washing solutions as per OEM reccomendations complete. 6. Checking ABT meter reading and recording in log book as per instruction given by Engr-in-Charge. 7. The Engineer/ Electrician shall submit reports in soft / hard copy format as required by the Engineer in Charge. 8. Safe, security of all E&M equipments, solar panels,T&P, Sub Stn complete. 9. Area cleaning removing of grasses, bushes etc as per the instruction of Engineer-in-Charge. Note (B): All stationery, T&P , minor items required to maintain the installations in a presentable manner and always keep in 100 % functionable condition and operating and maintenence manual, spares list, periodical mainenance chart / manual, lay out diagram of solar Plant and connected Eqpt display board and Shock treatment chart with drawing duly framed shall be provided by the contractor Note(C) : The unit rate quoted for item No. 59.00, 59.01 & 59.02 shall be deemed to be included for all the provisions mentioned in paras and notes here-in-before and as specifed in Schedule 'A' notes & particular specification . Note (D) :- The contractor while quoting rate shall take into account for EPF, ESIC, Bonus, Overhead Profit, LWC and GST to be paid at applicable rates alongwith payment of minimum wages to the personnel employed at worksite into this item only. Contractor shall ascertain & consider above mentioned contributions while quoting & nothing extra shall be admissible to the contractor on this account.
