Supply, Installation, Testing and Commissioning of IP-based Video Surveillance System for Diesel Locomotive

Special Eligibility Criteria

   The purchaser reserves the right to place order on: Vendor who possess STQC certification for camera & software of MNVR (Mobile network video recorder) as per requirement of RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1 on or before tender opening date. The tenderer has to submit STQC certificate for camera & software of MNVR along with bid documents. OR Vendor possessing STQC approval of software of MNVR (Mobile network video recorder) on or before tender opening date subject to submission of STQC approval of software of MNVR along with bid document & tender specific authorization from STQC approved document of OEM of camera as per requirement of RDSO Spec. No. RDSO/SPN/TC/106/2025, Version 3.1 along with bid documents. OR Vendor possessing STQC approval of camera on or before tender opening date subject to submission of STQC approval of camera along with bid document & tender specific authorization from STQC approved MNVR (Mobile network video recorder) OEM for software of MNVR. Vendor has also to submit STQC approval document of OEM for software of MNVR (Mobile network video recorder) as per requirement of RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1 along with bid documents. OR System Integrator who shall submit tender specific authorization for Camera, MNVR (Mobile network video recorder) from OEMs of camera and MNVR. Tenderer has to submit STQC approval of camera and software of MNVR from OEM who possess STQC approval on or before tender opening date as per the requirement of RDSO Specification No. RDSO/SPN/TC/106/2025, Ver.3.1 of OEMs along with bid document.

   In addition to above, firm has to submit clause wise compliance of special condition mentioned in Annexure-A failing which offer of vendor may not be considered.

   The vendor found suitable for order has to clear Prototype test of 01 Loco set as per RDSO Specification No. RDSO/SPN/TC/106/2025, Ver. 3.1, annexure- 2 (Excluding RDAS). The prototype testing shall be carried out by RDSO Lucknow. As per specification the prototype approval is to be carried out within 60 days from date of PO unless the same has already been obtained from RDSO.

Commercial-Compliance

   (1)Certificate for Compliance of OM of MoF dated 23.07.2020: "I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India; I certify that this bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered. [Where applicable, evidence of valid registration by the Competent Authority shall be attached.]" (2) If such declaration given by a bidder whose bid is accepted is found to be false, this would be a ground for immediate termination of contract and further legal action in accordance with law.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   Validity of offer: Minimum 90 days. No deviation from the offer validity period stipulated in the tender is permitted.

   Bidders are reminded to carefully go through para 35.0 of Instructions to Tenderers and IRS Conditions of Contract 2025 (included and uploaded along with the bid document) those pertaining to Code of Integrity, Misdemeanor and Penal measures. If two or more bidders are found to be sister concerns or affiliates (having common partner/director/promoter/owner/holding company decision control etc.) the offers of all such sister concerns are liable to be rejected as per relevant provisions of Tender conditions. They are therefore earnestly urged to refrain from committing violation of code of integrity in general and conflict of interest and anti-competitive practices.

   As a tenderer we hereby confirm that we have gone through tender condition no. 35 of Instructions to tenderers and IRS Conditions of Contract 2025 and do hereby confirm that none of our sister concerns or affiliates ( having common partner/director/promoters/owner/ holding company decision control etc.) have participated in this tender.

4. 4

   Special attention is invited of bidders that as per clause 3.0 (B) (iii)(d) of instructions to tenderer uploaded with tender document, traders and Agents are not eligible to avail the benefits, extended to MSEs under the Public Procurement Policy. Therefore to claim benefits under the public procurement policy, bidder must be OEM/manufacturers of camera or MNVR or both. System integrators who are not OEM/manufacturers of either camera or MNVR are not eligible to avail the benefits extended to MSEs under the Public Procurement Policy.
