I/we have verified the content of the document from the website and there is no addition, no deletion or no alteration to the content of the tender document. In case of any discrepancy noticed at any stage i.e. evaluation of tenders, execution of work or final payment of the contract, the master copy available with the railway Administration shall be final and binding upon me/us.

The tenderers shall submit a copy of certificate stating that all their statements/documents submitted along with bid are true and factual. Standard format of certificate to be submitted by the bidder is enclosed as Annexure-V. As per Railway Board letter no.: 2022/CE-I/CT/GCC Correspondence dated: 14.05.2024, on IREPS Module, a facility has been created for online submission of Annexure- V. Therefore, the provision of downloading Annexure-V of GCC & uploading of physically signed Annexure- V by the tenderer has been discontinued on IREPS. ( Click here to download Format)
Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
This Comprehensive Annual Maintenance Contract covers Scheduled Periodic Preventive Maintenance, Breakdown Maintenance & any other repair and maintenance of Sealed Quench Furnace (1512A and 1512B) at Heat Treatment Shop/ PLW including: Pre-Heating Furnace- 01 No., Tempering Furnace- 01 No., Washing Unit- 01 No. and Endo gas Generator - 02 Nos. and their associated equipment. This is the Comprehensive Annual Maintenance Contract (CAMC) including supply and fitment of all spares and consumables as mentioned in Annexure-A (Except Consumable items like LPG, coolant, grease, Lubricants, Cotton waste, batteries which will be provided by PLW/PTA, depending upon requirement). This Comprehensive AMC shall be for a period of 01 year from the date of commencement i.e. from the date of actual start of work after issue of letter of acceptance (LOA) by Dy. CME/LMS/PLW/PTA. Firm has to start the work within 21 Days from the date of issue of LOA. The CAMC agreement shall be signed only after submission of valid and suitable PBG of requisite amount. Suitability and validity of PBG are subject to Bank confirmation of PBG. The M&P under the scope of this work shall be attended by trained and experienced service engineer of the firm.
Contractor shall ensure availability of minimum one service engineer in general shift (08:00 Hrs. to 17:30 Hrs.) on all working days at PLW/PTA, so that service engineer can attend the machines under the scope of this comprehensive AMC immediately, whenever required, in case of any breakdown. In case breakdown occurs in other than general shifts, the service engineer shall be informed telephonically/available social media platforms provided by the firm and engineer has to report within 4 hrs. of receipt of information. Failing the same, a penalty of Rs. 1000/- (One Thousand Only) per occasion shall be imposed in addition to breakdown penalty. The deployed service engineer by Contractor on daily basis in General shift shall make regular inspection and have a critical watch of machines under the scope of this service contract to ensure the sound working condition of machines. The daily attendance of deployed regular skilled technicians/ service engineer shall be recorded and maintained by contractor in a separate attendance register placed in Heat Treatment Shop deputed on behalf of PLW/PTA and shall be cross verified by Section in charge on daily basis.
Further, Firm shall depute additional service engineer along with staff immediately, if required to attend breakdown/schedule maintenance. For this purpose, contact details such as email, mobile no., phone no., fax no. of concerned Service engineer to be provided by the contractor. Firm shall arrange their own arrangement for conveyance, boarding and lodging. No charges such as TA/DA lodging boarding, conveyance charges etc. shall be paid by PLW/PTA. The firm shall take clearance from shop in charge/PLW/PTA in writing as a token of breakdown rectification/status.
During CAMC contract period, all the required spare parts for breakdown rectification/repair or periodic maintenance of machine shall be supplied & fitted by the contractor free of cost. All the breakdowns including Electrical, Mechanical and Electronics etc. nature will be attended immediately by firm (including Sundays and holidays). To do the work on Sunday and on Holidays (Restricted/Gazetted) Holidays separate pre- permission shall be obtained from competent authority of PLW/PTA. During the CAMC contract, the Contractor shall maintain an inventory of minimum quantity of spares and consumables (as specified in Annexure-A) in PLW/PTA workshop so that breakdown time could be minimized. Room for this will be provided by PLW along-with electricity arrangement free of cost. The gate pass shall be issued by PLW/PTA to contractor as per prescribed rules for in and out purpose of Service Engineer, Tools & Materials. The firm shall keep PLW/PTA duly informed regarding the authorized person dealing with this contract work and the persons nominated to undertake the repair/maintenance work of the CAMC.
The service engineer/staff deployed by the firm to attend the breakdowns/preventive maintenance schedules have to observe all safety precautions and use proper safety gears. In case of any incidence of injury to the contractor staff only first aid may be provided at PLW hospital purely on humanitarian ground. No other accidental benefit shall be given by PLW/PTA. The repair/maintenance work done under this CAMC contract shall be examined /inspected by the authorized representative of Dy. CME/LMS and Contractor shall obtain certificate as a token/proof of repair/maintenance work.
In case of damage to the machines on account of any external factor, viz., floods, earthquake, fire, arson or sabotage, entire cost of spare parts and material necessary for repair of the Machine shall be borne by the railways. However, the tenderer shall provide services of their engineers free of cost as a part of this comprehensive AMC to restore the Machine to working order. In all cases of Machines failure except as mentioned in above clause of this chapter any other spare parts or material necessary to restore the Machine to proper working order shall be arranged by the Contractor as a part of comprehensive AMC. At the time of heavy breakdown and preventive maintenance of machines the staff strength shall be extended immediately as per requirement and no extra/other charge will be paid by PLW/PTA for extended staff strength.
Complete repairing of machine including replacement/repair (major/minor) of spares/components of M&P's is a part of maintenance so no other charges will be paid by PLW/PTA for replacing and repairing of spares/components. A machine wise breakdown register shall be maintained by contractor as per following format and daily update the break down status of machine and get it jointly signed with concern supervisor.
The firm shall keep PLW duly advised regarding the authorized person dealing with this contract work and the persons nominated to undertake the repair/maintenance in the contract. As far as possible continuity of the contract shall be maintained. If required, special person/service engineer call for repair/breakdown/maintenance shall be arranged by the contractor and its cost shall be borne by the contractor. Breakdown/Repair Calls by PLW/PTA will be communicated through any mode like SMS, Telephonic Calls and e-mails etc. to the authorized representative of firm.
The LPG yard, Compressor unit and DG set are not covered in this CAMC contract. These will be in the scope of PLW. Tax invoice of all spare used during attending the Breakdown schedules shall be submitted by firm to the authorized representative at Dy. CME/LMS. The contractor and their Service Engineers/Labors shall follow all the safety norms and wear all safety equpments like Safety shoes, Helmet, Hand gloves and other PPEs etc. While working under PLW/PTA Factory Premises and responsibility to provide the same shall be borne by contractor. Tools and others equipments like welding m/c, Gas cutter etc. and any special tools required for maintenance purpose shall be brought/arranged by the contractor at its own cost. During CAMC contract period, all spare parts & consumables required for machines maintenance/repair/breakdown rectification shall be supplied & fitted by the contractor.
Facilities to be given by PLW/PTA free of cost:----PLW/PTA shall make available skilled and trained operator. Necessary consumables like Electricity, Compressed Air, Water required for repair and maintenance shall be provided by PLW/PTA. 01 or 02 Supervisor/Skilled staff will be deputed only for inspection and checks of CAMC work as and when required, with service Engineer of the firm. If required, facilities for working in the night will also be provided. .Electricity, compressed air up to nearest junction point will be provided for maintenance work. Sling & tackles, crane/ other lifting equipment's and workshop facilities and safe storage facility for spare parts & tools will be provided by PLW/PTA. However, any hand tools as well as special tools required for CAMC work purpose shall be brought/arranged by the contractor at this own cost.
Availability & Penalty: Considering 24x7 working of SQF plant, the Contractor /supplier shall ensure an average monthly availability of 90% of the Equipment based upon 3-shift working. If the average availability is less than 90%, part CAMC payment will be made corresponding to pro-rata availability. This will be calculated on quarterly basis as under:Availability (%) = (T-D) x100/TWhere,T = No. of working hours the subject machine is required to work in a quarter(i.e. number of days in a quarter x 24 hours)D = No. of working hours the subject machine is not able to work during the QuarterPenalty shall be levied on the Firm for maintaining the plant uptime below the limit of 90% calculated on working days basis, after discounting for reporting period during night shift and preventive maintenance allowed time. Penalty shall be calculated as % age of quarterly payment and will be deducted from the respective quarterly payments.Note: Please refer page # 21 & 22 of tender documents uploaded in the following section for better understanding of penalty related conditions.
Non-availability of Service Engineer at Equipment site in General shift will attract penalty of Rs 1000 per event. The maximum penalty per quarter will be 25% of the annual value of the CAMC.
The breakdown hours of the equipment shall be counted from the time and date of its reporting to the firm to the time and date on which equipment is back into operation.
The machine shall at all-time be maintained at 100% efficiency. Minor stoppages (less than 04 Hrs.) will not be counted under breakdown. Breakdown of less than 04 hour will not be counted under break down.
If the availability of equipment under scope of this AMC is less than 80% for two consecutive quarters, it will constitute complete failure of contractor to provide the AMC services successfully. Performance Guarantee, therefore, may be forfeited. This will be in addition to penalty clause (A) above for the period of actual performance.
In case the equipment is under break down due to any failure caused due to fault of operator or mal-operation by the user, it shall not be treated under breakdown days but same shall be rectified by contractor and machine shall be restored back in working order
Payment terms for CAMC
Payment will be made only after verification of work/documents by nominated authority, nominated by Dy. CME/LMS. Contractor shall submit his bill payment claim at the end of each quarter and Payment will be released within reasonable time from the date of submission of duly filled and completed bill along with certificates.
Claim for Quarterly bills of CAMC shall be submitted directly to PLW/PTA representative deputed to look after the execution of CAMC. For release of payment, the firm shall keep and maintain their information (like company profile, address, contact mobile/land line phone number, fax no., Email, PAN/TAN Number, GSTN, Bank account No. and RTGS/NEFT details etc.) up to date on Indian Railway tendering Portal i.e. www.ireps.gov.in
TDS and GST will be deducted as per extant rules of Government of India. The payment to the Contractor shall be made through either by NEFT or through Letter of Credit (if opted by contractor as a payment option) System.
Contractor to ensure payment of minimum wages to its service engineer and technician (if any) as per the prevalent applicable minimum wages as per CLC (Chief Labor Commissioner) and submit the details along with the bills. No advance payment shall be done
Indian Railway Shramik Kalyan Portal:
Contractor is to abide by the provisions of various labor laws in terms of clause 54, 55, 55-A and 55-B of the Standard General Conditions of Contract, April-2022. In order to ensure the same, an application has been developed and hosted on website 'www.shramikkalyan.indianrailways.gov.in'. Contractor shall register his firm/company etc. and upload requisite details of labor and their payment in this portal. These details shall be available in public domain.
While processing payment of any 'On Account Bill' or 'Final Bill' or release of 'Advances' or 'Performance Guarantee / Security Deposit', contractor shall submit a certificate to the Engineer or Engineer's representatives that "I have uploaded the correct details of contract labors engaged in connection with this contract and payments made to them during the wage period in Railway's Shramikkalyan portal at 'www.shramikkalyan.indianrailways.gov.in' till ____Month, ____Year."
