Synchronized Electrical Operated Screw Jack (Set of 05 jacks) as per specification attached.

Eligibility shall be as per attached SPECIAL CONDITIONS OF TENDER attached.

The tenderer should provide satisfactory evidence acceptable to the purchaser, to show that he is a regular manufacturer and has adequate plant and manufacturing capacity and a Quality Assurance Programme. The information as per Annexure -2 under bid document part-I may please be furnished. The manufacturer should have acquired and have valid ISO:9001 certificate at the time of opening of tender.

The bidder should furnish a statement giving a list of past supplies of sets of 25 T or higher capacity Electrically Operated synchronized Screw Jacks (1 set consisting minimum 4 jacks) having lift of lifting head not less than 1.5 meters, made during last ten years along with purchaser's name and addresses, e-mail address, phone and fax no. of the contact person, Purchase order number along with copies of purchase orders, quantity supplied, date of supply, date of commissioning and their performance certificate. Details of parameters/specification of the supplied jacks should be indicated by the tenderer to prove same/similarity aspect of the machine.

a) To qualify for placement of orders for 25 T jacks, the bidder must have supplied at least two sets (one set consisting of minimum four jacks) of Electrically Operated synchronized Screw Jacks of 25 T or higher capacity having lift of lifting head not less than 1.5 meters during the last ten years. b) To qualify for placement of orders for 35 T jacks, the bidder must have supplied at least two sets (one set consisting of minimum four jacks) of Electrically Operated synchronized Screw Jacks of 35 T or higher capacity having lift of lifting head not less than 1.5 meters during the last ten years. Such bidders shall qualify for both 25 T & 35 T jacks.

Performance certificate of at least one such set of jacks (which are counted for qualifying purpose) having lift of lifting head not less than 1.5 meters supplied during the last ten years and working satisfactorily for at least one year from the date of commissioning shall be enclosed with clear signature and address of the purchaser/firm using the machine. The certificate shall preferably not be older than one year from the date of opening of tender.

The evaluation of this tender is item/consignee-wise basis, no developmental order will be placed against it.

Important Instruction Regarding CMC Charges Submission : 1. Separate Submission of CMC Charges : a)Tenderers shall submit the Comprehensive Maintenance Contract (CMC) charges in a seprate document in pdf format only, uploaded along with main offer. The CMC charges must not be included or combined with the product cost while quoting the offer. b)The CMC document shall clearly specify the year-wise CMC charges for 5 years after completion of warranty period. c) The CMC carges will be retained for future reference and may be used at the time of entering into the CMC agreement after the warranty period. CMC clause will be governed as per Para 9 of ITT_Rev_1.21_Apr_2024 along with all correction slips. 2. Disqualification Clause : Offers not submitted in pdf format or found to have included CMC charges in the product cost shall be summarily rejected.

In terms of clause as per Para 2.4.3 of Instructions to Tenderers for Electronic tenders( ITT_Rev_1.21_APRIL_2024) regarding Restrictions on procurement from a bidders of a country which shares a land border with India, I, hereby confirm that I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India and I certify that I am not from such a country.

No Exemption for EMD will be given to firms except to those firms as mentioned in the Instruction to tenderers ( ITT_Rev_1.21_APRIL_2024 ). If the firms, other than those exempted, fail to submit EMD along with the offer, their offer will be summarily rejected.

As para 12.0 of Instruction to tenderer( ITT_Rev_1.21_APRIL_2024), for Contract above 25 Lakhs, Security deposit (SD) Performance Security for stores contracts will be applicable 5% of contract value.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

INSPECTION : By TPI at manufacturer premise as per specification and QAP before despatch.

After-sales service: Prompt service support during warranty period.Details of service network/office to be provided.

Warranty-Warranty period for M&P will be 24 (Twenty Four) months minimum from the date of commissioning and proving out of M&P.

In keeping with the Public Procurement (Preference to Make in India) Order, 2017,as amended, and in terms of clause 2.4.2, 2.4.5 and 2.4.6 of Instructions to Tenderers Rev. 1.21 of April 2024 along with all its correction slips, Public procurement of this item is restricted to Class - I and Class-II local suppliers only. Thus, only class-I and class-II local supplier as defined under the public procurement (preference to Make in India) Order, 2017, as amended shall be eligible to bid in this tender. Offer from vendors who do not quality to be Class - I (Local Content :minimum 50% ) or Class-II (Local Content: minimum 20% but less than 50%) local supplier, shall be summarily rejected and, therefore, such vendors should not participate in the tender. In case any vendor who does not qualify to be a Class - I or Class-II local supplier for the tendered item participates in the tender, such a bidder does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the bidder on this account.
