Overhauling kit set for LRUs of CCB 2.0 System for Diesel locomotives

1. Bulk/Entire order will be placed on PAC holding firm M/s Knorr-Bremse India Pvt.Ltd.-Palwal or authorized dealer. 2. OEM's Authorization Clause: Bidder to quote with Tender specific authorization as per Railway Board Guidelines directly from OEM and the Purchaser shall confirm the genuineness of OEM Authorization. 3. The Railway Board's letter No.2001/RS(G)/779/7 Pt.2(1) dtd.06.11.2018 for consideration of developmental vendors (where there are not more than three Indian Suppliers categorized as approved vendors) for placement of bulk order without any quantity restrictions shall also apply for all items approved by all vendor approving agencies (Ref.: Railway Board's letter No.2021/RS(G)/779/7 dtd.18.01.22). 4. Vendors approved by any centralized vendor approving agencies for developmental orders with condition of prototype approval and/or field trial, will not be considered for any ordering.

1.Purchase Preference to MSEs:- Micro and Small Enterprises who want to avail benefits under MSE policy are advised to submit UDYAM certificate only. Certificates such as NSIC, DIC, UAM will not be considered and firm will be treated as non MSE firm. (Authority : Railway Board letter No.2022/RS(G)/363/1 dtd. 21.09.2022).SD & EMD conditions as per SECR tender documents & correction slips available in IREPS website. 2.SPLITTING CLAUSE : The purchaser reserves the right to split the procurement quantity between two or more sources depending upon the vital/critical nature of the item, quantity, delivery requirements, capacity of the firm, past performance of the firm and other terms. 3.Quantity Option Clause : The purchaser reserves the right to vary the order quantity by plus 30 percent at any time, till final date of contract. Plus 30 percent can be operated by giving reasonable notice, even though the quantity ordered initially has been supplied in full before the last date of delivery period. This can be operated at the discretion of purchaser as per procedure mentioned in tender conditions. 4.Submission of EMD & SD is governed by SECR Tender condition 2019 and Correction slips with latest updation till the date of tender opening

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Tender quantity may be reduced after opening of the tender as per the revised requirement.

(a)The 'Class-l local supplier'/ 'Class- II local supplier' at the time of tender, bidding or solicitation shall be required to indicate percentage of local content and provide self- certification that the item offered meets the local content requirement for 'Class-l local supplier'/ 'Class-Il local supplier', as the case may be. They shall also give details of the location(s) at which the local value addition is made. (b) In cases of procurement for a value in excess of Rs. 10 crores, the 'Class-I local supplier'/ 'Class-II local supplier' shall be required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) giving the percentage of local content. (c)The bidder shall give self- certification for local content in the quoted item (goods/works/services) at the time of tendering. However, at the time of execution of the project, for all contracts above INR 10 Crores, the contractor/supplier shall be required to give local content certification duly certified by cost/chartered accountant in practice. The certificate should have valid UDIN mentioned in certificate. Such certificates shall be required to he submitted by the contractor/supplier to the purchaser before dispatch of first supply. In case the contractor/supplier fails to submit local content certification duly certified by cost/chartered accountant in practice before dispatch of first supply or the category of the supplier changes from Class-I to Class-II/ Non-local or from Class-Il to Non-local, a penalty up to 10% of the contract value shall be imposed. However, contract once awarded shall not be terminated on this account.

Firm should clearly state HSN code of eight digit and also mention that under which chapter and sub- heading of central excise tariff, their GST tariff falls. Purchaser shall not be responsible for any misclassification of HSN number or incorrect GST rate if quoted by the bidder. Firm should also mention the place at where local value addition has been made.

IRS Conditions of Contract: The contract shall be governed by IRS conditions of contract-2025 with latest version, SECR General Tender Condition 2019 (along with all correction slips) amended up to date, terms and conditions incorporated in tender documents attached with the tender. wherever in SECR General Tender Condition 2019 (along with all correction slips) amended up to date there is reference to IRS conditions of contract same should be read as IRS conditions of contract- 2025.

SECR General Tender condition 2019 along with all latest correction slips uploaded on IREPS website is applicable.
