Bidders must fulfil the "Conditions of RESPONSIVENESS" mentioned in the tender document, failing which, their offer will be summarily rejected.
Railway reserves the right to procure the material from proven sources/ manufacturer as per the following clauses: (i) Tenderers with satisfactory past performance for the tendered item or similar item (similar means any type/size/colour of Modern Back Pack of Camouflage Cloths) for 20% and above of tendered quantity against cumulative orders in at least one of the last three completed Financial years and up to the tender opening date to any Zonal Railways/ Central/State Govt Organizations/PSUs/Public Listed Companies will only be eligible for full/bulk order. (ii) Tenderers who have some past performance, but not exceeding 20% of tendered quantity for the tendered item or similar item (similar means any type/size/colour of Modern Back Pack of Camouflage Cloths) against cumulative orders in at least one of the last three completed Financial years and up to the tender opening date to any Zonal Railways/ Central/State Govt Organizations/PSUs/Public Listed Companies will be considered for developmental order upto 20% of tendered quantity. (iii) For (i) & (ii) tenderers to submit relevant documents (such as copies of Receipt note for stock items. Receipted Challan / Inspection Certificate / tax invoice for Non-stock items) along with their offer. In case the tenderers do not submit the requisite documents along with their offer, the tender will be decided on the basis of their past supply performance records as available with ECoR (if any).
Tenderer other than manufacturer should submit tender specific authorization letter from their manufacturer along with their offer failing which their offer will be summarily rejected.

Modern Back Pack:-Specification :- 1. Size of Bag-18 inch (Height) x 13 inch (Width) x 6 inch ( Breath). 2. Fabric- Camouflage 1000 denier waterproof PU-coated fabric. 3. This should be durable large-ca pacity pack. It should have interchangeable shoulder straps and waist belt for extremely comfortable durin g carriage. 4. The back pad plate should be slid up and down the stays and should allow precise adjustment to carrier's back. The pad should lock firmly into place with a large hook and-loop patch for stability. 5.The material used for body should be 630-denier Super pack nylon with fully taped seams and bar tack reinforc ements and the material used for Bottom, lid, and exterior pocket should be extra-rugged 1050- denier smo oth nylon. 6.Body contact surfaces should be covered with 3-D mesh for breathability. 7. It should have Pol yethylene frame sheet and twin aluminium for efficient load transfer to hips. 8. Main compartment should b e accessible via the top spindrift collars, a large vertical zipper, or a horizontal zipper to the sleeping bag co mpartment. Main compartment should have a stretch mesh pocket and hose exit port for hydration system. 9.It should be designed to connect to the main compartment with the top of the sleeping bag compartment . 10.
