Supply of GPS based Oscillation Monitoring System

The railway reserves the right to order entire or bulk quantity of tendered item from RDSO approved sources (as per RDSO Vendor I D: 3100548) or their authorized dealer as per RDSO letter no. QAC/Vendor/Policy dt. 17.09.21. Authorized agents/dealers of RDSO approved sources must attach valid tender specific authorization certificate along with their offer, failing which their offer(s) will be summarily rejected without any back reference. The status of the firm shall be reckoned on the date of tender opening and not thereafter, unless it is a case of downgrading/ removal/suspension/ banning.

EMD (Earnest Money Deposit): EMD will be applicable as per clause No. 8.0 (Section-1) of instruction to Tenderers for e-Tender and General Tender conditions for Tenders except Global Tender, Revision-1 (GTC) of Eastern Railway available in the IREPS. All the vendors, exempted from submitting the EMD, shall be required to sign a bid security declaration as per Annexure-3.7 and/or sign the BID security declaration at the time of bidding, failing which their offers will be summarily rejected.

SD (Security Deposit): This will be applicable as per clause No. 9.0 (Section- 1) of Instruction to Tenderers for e-Tender and General Tender conditions for Tenders except Global Tender, Revision-1 (GTC) of Eastern Railway available in the IREPS.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Inspection by TPI agency before supply. Other terms as per ER GTC clause no- 7.0.

MSE sources, for availing benefits under MSME Act, should upload valid documents maintained under MSME Act such as UDYAM registration Certificate etc. for tendered item in the certificate issued by nodal agencies as per public procurement policy, failing which firms status will be treated as Non-MSE firm, Otherwise, claim for benefits under MSME Act will not be entertained.

MSE source owned by SC/ST, should upload necessary documents to get the benefits being owned by SC/ST. Otherwise, claim for benefits under MSME Act may not be entertained.

1. Last 03 years performance report to be submitted from other railway/divisions with different consignee at the time of bid dropping. 2. OEM, warranty certificate must be provided. 3. Demonstration must be provided at consignee place. 3. 200 TKM track recording should be done during inspection. 4. Device should be fast chargeable. 5. Device must be usable during charging. 6. If OMS device with accessories will not be satisfactory level during inspection then consignee will be liable to cancel the procurement. 7. Bidder should provide phone no for future technical support. 8. The OMS device should be able to run divisional RDPS data properly. 9. The bidder must attend to resolve any complain & all technical issues immediately, ensuring uninterrupted functioning of the system. 10. Device carrier must be rugged, waterproof and impact-resistant design suitable for field use. 11. The device should be designed to function continuously for a minimum duration of 20 hours under normal operating conditions. 12. Calibration certificate should be provided during inspection. 13. The device will all accessories should be latest version. 14. Technical data compliance acceptance sheet must be provided. 15. Procurement related all document should be duly signed by bidder.
