Provision of New TMC sidings along with facilities - 04 Nos. over Bikaner division in the jurisdiction of DEN/East under control of ADEN/Sirsa.

Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of V/N or V whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Note :- (i) For Joint Venture (JV): The tenderer shall submit credentials as mentioned in Clause 17 of GCC April 2022 (Ammended upto date). (ii) In case, date of tender inviting is on or after date of statutory deadline for audit of balance sheet of previous Financial Year (i.e. 30th Sept. or as further extended for this FY), audited balance sheet of 4th previous year shall not be considered unless concerned CA certifies that balance sheet is not audited yet as on date of invitation of this tender.

The tenderer must have successfully completed or substantially completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (a) Three similar works costing not less than the amount equal to 30% of advertised value of the tender, or (b) Two similar works costing not less than the amount equal to 40% of advertised value of the tender, or (c) One similar work costing not less than the amount equal to 60% of advertised value of the tender. Note :- For Joint Venture (JV): The tenderer shall submit credentials as mentioned in Clause 17 of GCC April 2022 (Ammended upto date).

1.The quantities as mentioned above are rough for guidance only and may vary according to site condition and variation thereof to any extant will not be the basis of any claims against the Railway. 2. All work will be carried out as per I.R.P.W.M. and C.E. Circulars issued from time to time and Railway Standard & Specifications. 3.The contract shall be Governed by the General Condition of Contract and Instructions to Tenderers 2022 ( Amended up to date) . 4.The track work shall be carried out as per the provision of IRPWM (up to latest correction). At the end of day's work it shall be contractor's responsibility to ensure proper ramp closure etc. has been provided. 5.Track parameters are to be checked by Measuring kit. Measuring kit is to be arranged by the contractor. 6.No claim of the contractor will be considered if delay in completion of work due to non availability of P.Way Material and imposition of Speed Restrictions etc. 7.The work will be done under traffic condition for which necessary speed restriction will be imposed. Contractor shall ensure proper progress of the work so that speed restrictions may be changed regularly. Site will be protected by Engineering's Signals. Flagman will be provided by the Railway for watching and wardening of P.Way material. Contractor shall make all arrangement at his own cost round the clock. 8.Chowkidar on New/SS/Released material at site of work & in nominated store will be deputed by the agency till completion of work for which nothing will be paid extra to the party. For any shortage of materials at site & store contractor is liable to panelized as per contract condition. 9.The contractor will employee his own skilled and unskilled labour as prescribed in manual for this work. 10.The work is required to be carried out under the supervision of Sectional SSE/P.Way or by other inspector authorized by SSE/P.Way Incharge of the section. 11. The contractor will not be allowed to open the track without the permission of SSE/P.Way at site of work, who will allow to open the track after protection of track by engaging necessary flagmen at site. 12.The section is busy section and Rly. will not be responsible for any loss due to wastage of labour on account of non-availability of block or less block. No claim on this account what-so-ever will be entertained. 13. No claim of the contractor will be entertained for delay in work due to Non availability of Traffic Block. 14. The terrain of the area is highly sandy and contractor shall make special arrangement for leading of material and arrangement for drinking water for labour etc. accordingly. 15. All tools and plants & machinery equipment as required to execute this work shall be arranged by the contractor. 16. Contractor/ suppliers/ service providers/ parties shall registered their firms under GSTIN (GST Identification Number). 17.The work shall be carried out as per CPWD DSR & IRUSSOR - 2021 (Amended up to date). 18.The rates should be inclusive of all labour and materials, taxes, lead, lift, loading, unloading, sales tax etc. Nothing extra payment other than the accepted rates will be made in any circumstances.
