Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Karnataka Power Corporation is a Government of Karnataka undertaking, engaged in construction operation and maintenance of hydro, thermal, wind and solar power projects in Karnataka. Kali Nadi Hydro Electric Project Stage-I is a major Hydro Electric Project, under operation and is situated 25Km, away from Dandeli. About approximately 100 employees will be attending to duties at office complex at Ganeshgudi. KPC subsidizing the canteen each site and each employee will be reimbursed a sum of Rs.998/-per month.(Coupon).Therefore, a good turnover is expected in the canteen.

Definition of terms and conditions of contract: In constituting these conditions and specifications, the following expression shall have the meaning herein assigned to them unless there is something in the subject on context inconsistent with such meaning.

Corporation shall mean the Karnataka Power Corporation Limited Government shall mean the Government of Karnataka State

Contractor shall mean the tenderer whether a firm, registered company, partnership or individual where tender has been accepted by the Corporation or by an officer (duly authorised in his behalf) on behalf of the Corporation, he who has entered into an agreement with the Corporation for due fulfilment of the contract and shall include the legal representatives, successors and assignees of the tenderer.

Committee shall mean the managing committee for the canteen at office complex, Ganeshgudi duly constituted by chairmanship of The Chief Engineer (Civil) Kali, Ganeshgudi.

The Executive Engineer(Civil)Supa is the tender inviting authority for the work of Catering services to KPCL staff at Gnaeshgudi

The members of the Canteen Committee constituted by the competent authority of the KPCL, Ganeshgudi shall be authorised to check the quality, quantity and hygienic conditions maintained in the place of preparation and service. The Contractor should adhere to the suggestions given by the Committee for the improvement without any extra cost.

Tenderer shall not that they shall have previous experience for having satisfactorily run similar canteen/ establishment for a minimum period of one year, which shall be supported by documentary evidence. Tenders without documentary evidence shall be rejected.

The period of contract will be for a period of one year from the date of signing of the agreement

The rates quoted in the tender accepted by the committee shall be in force during the contract period.

The contractor has to run the canteen on his own building, corporation will not provide any building.

The contractor shall keep the canteen and its premises clean and tidy. The utensil such as plates, spoons, cups, tumblers etc. are to be regularly washed in hot water. The cook and supplier should wear a uniform, hand gloves and cap etc., while on servicing at canteen. The uniform should supplied by the agency.

The directions issued by the committee/authorised representatives regarding the up keeping of the canteen and its premises, quality and other related aspects of food stuffs shall be scrupulously followed.

The contract may be terminated by the committee after giving one months notice to the contractor and in case the contractor wishes to stop running the canteen, he should give two months notice to the committee in advance

In the event of contract is awarded, the contactor shall Furnish a security deposit of Rs.48,000/- (Rupees fourty eight thousand only) in the form of DD/e-BG, while executing the agreement, The Security Deposit will be returned within a month after expiry of successful contract period.

The contractor shall not claim this contract as source of employment for his livelihood after expiry of contract

No business other than running of canteen shall be undertaken near of inside the canteen premises.

Sub-letting the canteen is prohibited.

The contractor shall be bound by the regulation of Provident Fund etc., Workmens Compensation Act and other statutory labour regulations applicable from time to time, at his cost in so for as labour engaged by him.

The contractor has to enter into agreement with KPCL on Rs.500/- Stamp paper purchased in Karnataka, If contractor is awarded (work order) within 20days.

Applicable income tax GST and all prevailing available taxes as per the regulations of the GOK will be recovered from the contractors bill as per rules in force

The contractor shall at his cost maintain good sanitation. Cleanliness at place of operation of food stuff is a must and floor and cooking/servicing platform of the building should be washed with soap water/Vim. All utensils, crockery, plates, cups, etc., should be thoroughly cleaned with hot water before each service. All the eatables must be cleanly served and covered with fly proof mesh. All staff working in canteen service should got medically examined by the medical officer of our corporation every quarterly.

The contractor should make payment to the workers employed by him as per Minimum wages act in force during entire contract period.

The rates for selling the items not included in the schedule B must be got approved by the canteen management committee.

The Contractor shall honour and accept subsidy coupons issued to employees for the items served by him. The value of the coupons collected by the Contractor over a month shall be reimbursed once in a month. The Contractor shall submit necessary bill along with coupons to the Secretary, Canteen Management Committee, Ganeshgudi for reimbursement.

If the quality and quantity of food stuff are not satisfactory or other terms and conditions of Contract are violated, the Committee reserves the right to impose a fine subject to maximum of 5% of the value of subsidy coupons collected over a month

Agency should arrange to supply very fresh eatables only. If perished food is supplied, same will be treated as breach of contract and penalty will be levied as per clause of the contract. For preparation of oily eatables, only refined oil is to be used, which is of hygienic nature. Milk Powder is strictly prohibited. Only milk is to be used for the preparation of hot drinks.

The allottee of the Canteen Contract should manage and maintain the canteen by himself. In case the competent authority notices or observes the subletting of premises/canteen services in any manner either directly or indirectly, the contract will be terminated and Security Deposit will be forfeited without any notice, during the contract period. No compensation of whatsoever nature will be entertained on this account. On intimation, the allottee shall furnish passport size photo copy of himself and his Management crew along with permanent home address.

The contract period is for twelve months only. However, based on the satisfactory performance, the contract period is extendable for further period at the discretion of the Canteen Committee. But, this should not be taken as a guarantee for extension of contract period and the Contractor shall not have any right for grant of extension of time.

Regarding any other matters not covered by the terms and conditions of contract agreement, the decision of Canteen Management Committee, Ganeshgudi is final and shall be binding on the Contractor.

Any license necessary for running the subsidy canteen, to be issued by the Labour Controller or any other Government Authority shall be arranged to be obtained by the Canteen Contractor at his cost.

All the security and safety rules shall be followed strictly. Security and safety of any worker in case of any accident lies with the Contractor. No compensation claim will be entertained by the Corporation. Contractor shall provide all necessary fire protection measures like fire extinguishers, water bucket, sand, all security/safety tools/equipment etc., at his cost.

Statutory levies will be deducted from the running bills such as GST, income tax, etc., as applicable from time to time.

Right to reject and terminate the contract or enforce major condition is reserved with the competent authority.
